District B Councilor as the Town of Watertown establishes the following timeline for the development of the
Kenneth M.Woodland, Fiscal Year 2019 operating budget and capital improvement program:

1. The Fiscal Year 2019 Preliminary Budget Overview will be presented to the Town
Council by October 10, 2017.
2. The Town Council will adopt its Fiscal Year 2019 Budget Policy Guidelines by
November 28, 2017.
3. The proposed Fiscal Year 2019-2023 Capital Improvement Program will be presented
to the Town Council by January 23, 2018.
4. The Town Council will adopt its conceptual recommendations on the Fiscal Year
2019-2023 Capital Improvement Program by March 13, 2018 subject to the
availability of funds.

Proelaination
Whereas: Improbable Players' Founder and Artistic Director Lynn Bratley will be stepping down from
her position at the end of the Summer 2017, bringing to a close an extraordinary career of leadership with
the company that she launched in Watertown in 1984, at 22 Mt. Auburn Street, in the heart of Watertown
-merging her own recovery with her love of theater to teach people about addiction and the reality of
recovery; and,
Whereas: Lynn has made Watertown her home since 1972. She received her Bachelor of Arts in Drama
and English at the University of Washington in Seattle and her Master's in Education with emphasis in
Theater at Tufts University, Medford, Massachusetts; and,
Whereas: For over three decades, over 200 actors, all young actors-in-recovery,have performed with the
Players. More than a million people in audiences from elementary school to senior centers, community
coalitions to national conferences have been educated and entertained by the Players,pioneers in putting
an authentic face on recovery; with acting troupes in Massachusetts and New York, combine live theater
with addiction recovery to educate young audiences with the goal of preventing harm from drinking or
drug use.; and,
Whereas: Lynn genuinely loves her work and has a special gift for working with actors in recovery.
Innately kind and patient, she freely shares her time and experience, encouraging both personal and
artistic development. This effort extends even to those actors who audition for the Players, but may not
yet be fully ready. Her motto at these times is something to the effect of, "I just want them to leave here
with hope."; and,
Whereas: Lynn is devoted to her beloved husband, Chuck Dickinson and her wonderful family;
daughters,Josephine Schiele and Katy Downey, both Watertown High School graduates; and doting
grandmother to Eleanor of Cambridge, Massachusetts, Rex and Cid of Brooklyn,New York, and Huck
and Finn of Darien, Connecticut; and,
Now therefore be it resolved: That the Town Council of the City known as the Town of Watertown
hereby honors and recognizes its profound gratitude and appreciation to Lynn Bratley for her many years
of service and dedication to the Improbable Players' of Watertown and wishes her continued health and
happiness upon her retirement and hereby proclaim:

Councilor At Large Watertown hereby approves the petition by NSTAR ELECTRIC COMPANY d/b/a as
Aaron P.Dashku, EVERSOURCE ENERGY to obtain a Grant of Location to install 695t feet of conduit in
Councilor At Large Palfrey Street to replace existing infrastructure with new conduit and manhole system and
to improve reliability for the occupants of Palfrey Street.

WHEREAS, In order to acquire the permanent easements and temporary easements, the
Town must appropriate the sum of$128,800 to compensate the property owners upon
whose properties said easements are located.
NOW, THEREFORE, BE IT ORDERED, That the Town Council of the City known
as the Town of Watertown acquire, by gift, purchase and/or eminent domain, for public
way purposes, including but not limited to enhancement of pedestrian and vehicular
safety, in the neighborhood of the Hosmer School, permanent easements in those parcels
of land identified as SW-1-T, SW-2-T,SW-6-T and PUE-1-T, and temporary easements
in those parcels of land identified as TE-1 through TE-8, inclusive, and TE-10 through
TE-33, inclusive, all as shown on the aforementioned plan,which parcels are described in
an Order of Taking of the Town Council to be recorded with the Middlesex South District
Registry of Deeds and filed with the Middlesex South District of the Land Court;
AND, BE IT FURTHER ORDERED, That the Town Council acknowledge the
allocation of the sum of$128,800 from so-called Chapter 90 Rinds received by the Town
for the purpose of paying compensation to the property owners for the acquisition of the

At a regularly convened meeting of the Town Council of the City known as the Town of
Watertown held this Eighth day August, 2017, it was voted and ordered as follows:
The Town Council of the City known as the Town of Watertown, duty elected, qualified,
and acting as such on behalf of the City known as the Town of Watertown(the "Town"), by
virtue of, and in accordance with,the authority vested in it by the provisions of G.L. Chapter 40,
Section 14 and G.L. Chapter 79,and by virtue of the vote under Order 0-2 0 1 7 46- adopted at a
meeting of the Town Council held on August 8, 2017,a certified copy of which is attached
hereto as Exhibit A, and by virtue of any and every other power and authority hereunto enabling
it in any way, does hereby take on behalf of the Town, for all purposes for which public ways are
used in the Town of Watertown, including, without limitation, for the purpose of undertaking the
Safe Routes to School project for the Hosmer School (the"Project'),permanent and temporary
easements in, on, and under certain parcels of land lying within, abutting or near Hosmer Street,
Boylston Street, Chauncey Sheet, Hancock Street, School Street,Fairfield Street, Hazel Street
and Howe Street, all in the Town of Watertown, all as shown more particularly on the plans
entitled"Plan of Easements Taken by The Town of Watertown Watertown, MA Boylston Street,

recorded herewith in Plan Book , Plan (collectively, the"Plans"), as set forth more
particularly below:
1. Permanent easements in, on, over, under and along a certain parcel of land shown
as SW-I-T, SW-2-T, SW-6-T and PUE-1-T on the Plans (the"Permanent Easement Premises")
for all purposes for which public ways are used in the Town of Watertown, including, but not
limited to, for the purpose of installing sidewalks,utilities and related facilities.
2. Temporary construction easements in, on, over, under and along certain parcels of
land shown as TE-1 through TE-8, inclusive, and TE-10 through TE-33, inclusive, on the Plans
(collectively, the"Temporary Construction Premises,"together with the Permanent Easement
Premises, the "Easement Premises"), for the purpose of undertaking the Project, including,
without limitation, the installation of sidewalks,the realignment of Chauncey Street and
Boylston Street,walkway reconstruction, grading land, constructing, operating, improving,
maintaining,repairing, replacing, relocating,realigning and/or reconstructing slopes of
excavation and/or embankment, driveway aprons, landscaping, loaming,planting trees, seeding,
paving, and/or erosion control,which temporary construction easements shall terminate
automatically three (3) years from the date on which this Order of Taking is recorded with the
Middlesex South District Registry of Deeds without the necessity of recording any instrument
with said Deeds.Nothing in this paragraph shall affect the permanent easements acquired by the
Town hereunder.
The Town shall have the right of entry upon and passage over the Easement Premises
from time to time and at any time by foot and motor vehicles,including heavy equipment, for the
purposes set forth herein and all uses necessary or incidental thereto, including, without
limitation, using and temporarily storing, as needed, construction equipment,materials or other
incidental items within the Easement Premises for the proper construction of the Project.
The taking includes the right of the Town to remove any buildings, structures, objects,
utilities and/or vegetation (including trees and shrubs)now or hereafter located within the
Easement Premises whenever their removal shall be necessary or convenient to exercise the
rights taken hereunder and/or for the purposes set forth herein. Utilities and related facilities
located within the Easement Premises that are owned by private utility companies and easements
held by private utility companies are not taken.
Said parcels of land are owned, supposed to be owned, and/or formerly owned by the
persons listed in Schedule A attached hereto,hereinafter collectively referred to as the Owners. If
in any instance the name of the Owner is not correctly stated,the name of the supposed Owner is
provided in this Order of Taking, and further it is understood that in such instance where the land
referred to is owned by an Owner or Owners unknown to the City, said parcels of land are
hereby taken.
No damages are awarded to the Owners in comrection with those takings set forth in
Schedule B attached hereto, as these Owners have waived the right to an appraisal and damages.
Damages are awarded to those Owners in connection with those takings set forth in Schedule C
attached hereto, in accordance with the provisions of G.L. c.79, §6, said damages set forth in
Schedule D, which Schedule D shall not be recorded with the Registry of Deeds.
Betterments are not to be assessed under this taking.
Included within the property to be taken are registered land parcels as delineated on
Schedule A.

of Watertown hereby dedicates the corner of Merrifield Avenue and Bigelow Avenue in
