Mayor Koch called the meeting to order. Mr. Iglehart moved that the
minutes of the meeting held on November 14, 1969 be approved as
written and the reading of these minutes be waived. Mr. LaPorte
seconded the motion. Motion passed.
Mr. Iglehart moved that the Financial Report for November, 1969 be
approved as written and all expenses included in the report be
approved. Mr. LaPorte seconded the motion. Motion passed.
A letter from Mr. Henry Pope requesting zoning relief was read. After
discussion, Mr. LaPorte moved that the request be granted. Mr. Iglehart
seconded the motion. Motion passed.
A letter from the Town of Ocean Ridge concerning the Fire Contract was
read. Further action was delayed pending the completion of the audit
in the Town of Ocean Ridge.
A letter from the Associated General Contractors concerning their
proposed County occupational licensing bill was read. Mr. Iglehart
moved that the Town of Gulf Stream oppose this bill and that the
Town Attorney so advise the legislative delegation. Mr. Hoyle
seconded the motion. Motion passed.
Police reports for November were read.
Mr. Iglehart commented on the heavy amount of traffic on Highway AIA
and suggested the possible use of a motorcycle by the Police to help
control the traffic.
Mayor Koch reported receiving complaints about the traffic situation
at AlA and 8th Street and asked if a traffic light there would help
solve the problem. Chief of Police Cowart said that when a light
was in operation there a few years ago it didn't seem to help much
and often caused traffic to be backed up on AlA as far North as the
Gulf Stream Golf Club.
Mr. Hart stated that he felt something should be done to give better
Police protection in the Place Au Soleil subdivision across the canal.
The Town Clerk was directed to contact Security Detective Agency and
Wackenhut and determine what services they could provide and the costs
involved. Also the Clerk was instructed to determine the amount of
taxes paid from the subdivision. It was agreed that as soon as this
information has been received a meeting between the Commissioners and
Mr. Robert C. Reed, subdivision developer, would be arranged to discuss
the matter further.

Mr. LaPorte asked the Town Clerk to find out what types of oxygen
equipment are available for use in the Police cars and the cost
involved.
The dump lease for 1970 was approved.
Christmas bonuses as set up in the budget for the Town employees were
approved. Since the Police Department is presently short one employee
the bonus for this position was directed to be divided among the re-
maining Police personnel.
The audit of the Town for the fiscal year of 1968 -69 as prepared by
Himes & Himes was distributed to the Commissioners.
There being no further business to come before the Commission,
the meeting was adjourned.

Gentlemen:

December 4, 1969.
I own property south of the Town Hall in Gulf
Stream lying 100 feet on the east side of Gulf Stream Road
whose north line is 125.31 feet south of the north right -
of -way line of Sea Road.
The north 86.9 feet of this property is zoned
Residence District "C" under the Zoning Ordinance of the
Town and I am constructing on this property an apartment
to be known as Regency Club Apartments, 3883 Gulf Stream Road.
The plan for this improvement as submitted to the Town requires
the use of the south 13.1 feet of the 100 feet, which 13.1 feet
is zoned Residence District "A."
Paragraph D 4 of Section I of the Town Zoning Ordin-
ance reads as follows:
"4. Where a District boundary line divides a lot
in a single ownership at the time of the passage of this
Ordinance, the Town Commission may, in its discretion,
permit a use authorized in either portion of such lot
to extend to the entire lot, but not more than twenty -
five feet (25 ft.) beyond the boundary line of the
district in which such use is authorized."
I respectfully request the Town Commission to permit
me to use the 13.1 feet for the purpose of a retaining wall
and drain field in connection with the apartment use. If
granted, I agree not to use the property that I own to the
south of and adjacent to the apartment site for any use other
than permitted in Residence District "A ". All facilities
for the apartment, including parking, will be confined to the
100 feet directly south of the Town Hall property.
