GOV Tammi Mason OR Senior Department Assistant r },i ,, i1: R Board of Health Meeting Wednesday March 4, 2020 at 7 :OOPM Town Hall, Room C Board members present: Annette Graczewski, MT (ASCP), Chair, Carmen Scherzo, DVM , Vice Chair and Lucas Dinwiddie Board members absent: Joe Ford and Penny Hausser Holeman, MPH, MA, MS Others present: Amy von Hone, R. S ., C . H . O ., Health Director, Tammi Mason, Senior Department Assistant and Peter Duff, owner of Karma 1 . Chairman 's announcements A brief update on the Coronavirus . Most important at this time, the risk remains very low for contraction of this virus in MA . We have one confirmed and presumptive case in MA and the State DPH and CDC continue to monitor the situation closely. For accurate information regarding this situation it is recommended you rely on information available through the MA DPH website. You can find a link to that website on both the Town of Brewster' s main page and on the Health Department webpage. Precautions are the same as for flu, wash your hands with soap and water frequently, stay home if you are sick, try to avoid touching your face and cover your sneezes and coughs with your elbow. The Health Department in collaboration with the Brewster Council on Aging and the VNA is hosting an informational seminar on Thursday, March 12@1 PM at the Brewster Council on Aging, 1673 Main Street. Reservations are suggested, please call 508 - 896 - 2737 . The Cape Cod Rabies Task Force is sponsoring a series of Rabies Vaccination Clinics for dogs and cats . A list of clinics including dates and locations is available at the County' s website at www. barnstablecountvhealth . ora . 2 . Citizen 's Forum No one present. 3 . Peter Duff — New owner of Fare and Just Kitchen D/B/A Karma Foods — food permit application Peter Duff was present. He explained to the Board that he will be keeping the existing business as it is for now. He will be adding his own specials and baked goods at some point and will be looking to extend the hours . Sherrie McCullough, Assistant Health Director stated that she had gone over everything with Mr. Duff and everything is in order, Motion : Approve the Food Service Permit application for Karma pending all of the Assistants recommendations are met. Discussion on Tobacco Regulation revisions Mrs. Graczewski stated that based on the Board' s last discussion, where a lot of the definitions that are in the State law were deemed to be of interest for the local regulation, she wanted to put this idea out there for the Board to mull over. Instead of trying to pull all this detail into our local regulation, we could incorporate that law in its entirety right into our regulation so we don 't repeat definitions . The other benefit to that is if anything changes in the State regulations, we are incorporating any future changes so we don't have to re -write our regulation to accommodate those changes , There will be more discussion on this when the whole Board is present . Mrs . von Hone showed an article on vaping that someone had presented to the Board . S * Discussion on Select Board 's Remote Participation policy Dr, Scherzo asked if anyone knew what had changed from their previous policy. Mrs. Grazcewski stated she didn't but that it doesn 't appear much different, Mr. Scherzo believes it stemmed from someone on this Board remote participating from Florida . 6. Approve minutes from 2/ 18/2020 meeting Motion: Approve minutes as written Motion : Carmen Scherzo Second: Lucas Dinwiddie Vote: 3 -0 -0 Action : Motion approved 7, Topics the Chair did not anticipate Dr. Scherzo asked when the Board would be discussing Marijuana regulations again . Mrs. Graczewski stated that it is on the list to discuss at an upcoming meeting . She noted that tobacco is the hot topic at the moment and they are focusing on that. 8. Liaison reports Mrs. Graczewsi stated that the WQRC had not met since the last meeting . Dr. Scherzo stated that the Select Board gave direction to the Dog Park Development Committee that the park will be placed adjacent to the police station, which is good news because that is where all the preliminary site work had been done. Tom Lincoln and Dr. Scherzo were at Latham centers today and were told that they may get a letter of support for the dog park and they may have some volunteers to help run the park. DPDC meets tomorrow night. Mrs , Von Hone stated that the Corona Virus has been a hot topic , She stated that she and the Assistant Health Director set up a 1 hour informational session with VNA at the COA for anyone that is interested . She stated that she has been involved in the conference calls with state and county. People should be relying on information from the CDC and not so much social media . Informational items were noted . Mrs . Graczewski about McGuerty Road . It seems that the Nitrogen is very high and should be looked into. Mrs, von Hone will get in touch with David Bennett.
