Carteret was called to order by Mayor Daniel J. Reiman at 6:00
P.M., Thursday, April 26, 2012, Council Chambers, Memorial
Municipal Building, 61 Cooke Avenue, Carteret, New Jersey.
Upon individual roll call vote the following were noted present:
Councilmember Vincent Bellino
Dennis Dimascio
" Susan Naples
" Joseph W. Sitarz
Noted Absent was Council President Jorge Diaz, Councilmember
Randy Krum and Borough Attorney Robert Bergen.
Also noted present was Municpal Clerk, Kathleen M. Barney and
Michael Sica, Esq. in the absence of Borough Attorney Robert
Bergen.
The meeting was opened with a minute of silent prayer and the
Pledge of Allegiance led by Mayor Daniel J. Reiman.
The Clerk stated that on January 9, 2012 the 2012 Annual Meeting
Notice was mailed to The Home News Tribune, The Star ledger
and posted on the Bulletin Board. Notice was published in The
Home News Tribune on January 9, 2012 and in the Star Ledger on
January 10, 2012.

AMWAL unanimous affirmative vote of the four (4) Councilmembers
present, the Minutes of April 12, 2012 was approved and
transcribed and engrossed by the Clerk.
PUBLIC HEARING PUBLIC HEARING -2012 Municipal Budget,

a*et Upon MMS &C by Councilmembers Bellino and Naples and
unanimous affirmative vote of the four (4) Councilmembers
present, the Public Hearing on the 2012 Local Municipal Budget
was opened to the public.
There were no comments from the public.
Hea -isg After no further comments, upon MMS &C by Councilmembers
Closed Bellino and Sitarz and unanimous affirmative vote of the four (4)
Councilmembers present the Public Hearing on the 2012
Municipal Budget was closed.
%yor Reiman Mayor Reiman said in reference to the certification of the
revaluation the average residential house is now assessed at
$207,000. He said the adopted budget is presented with the
municipal tax decrease , which the average decrease is $46.00,
which is approximately 2%, the aggregate decrease taken into
account. He said the municipal county and school budget is a
decrease of about $423.00 on average and said the 2012
municipal taxes will be 23.14 on average compared to 23
(inaudible) compared to last year.

and the Clerk authorized and directed to advertise same for Public
Hearing to be held on May 17, 2012, upon MMS &C by
Councilmembers Sitarz and Bellino. Upon individual roll call vote
Councilmembers Bellino, DiMascio, Naples and Sitarz voted in the
Affirmative. Councilmembers Diaz and Krum were Noted Absent.

Upon MMS &C by Councilmembers Sitarz and Bellino and Public ]brtions on
unanimous affirmative vote of the four (4) Councilmembers Resolutions /lgerda
present, the public portion on Resolutions /Agenda Items and New Item and New Business
Business was opened to the public.
Kevin Urban spoke. He questioned the posting of the Planning Kevin Urben
Board Meeting and if the meeting started at 5:30 P.M.
Mayor Reiman said the Planning Board Meeting starts at 6:30 %yor Reuren
P.M. and explained there was a short Agenda at the prior meeting
because some things were being held because they were
inadvertently scheduled in the newspaper but the applicant didn't
send a notice out so that was cancelled until the next meeting.
Mr. Urban then questioned a posting for a two (2) million dollar Kevin LkbEn
bond.

%yo' Reinm Mayor Reiman said it is for allocation through Capital Fund
explaining when we have money that comes in through the
budget in order for us to spend it as a Capital Improvement, to
make improvements for parks, sewer, road projects, etc., we have
to appropriate as a Capital Improvement Ordinance. He said that
two (2) million dollars is taking up the rent that we are being paid
from Robert Wood Johnson in fitness and wellness and pledging
that money to improve different parts of town over the next
couple of years, it's not a bond, its not borrowing any money, it is
a dedicated source of revenue and the only way it can be spent is
by appropriating it by ordinance.
Kebin U&an Mr. Urban said the granite curbs on Randolph Street are in
disrepair.

CamiLttees COMMITTEES-
BUILDINGS & GROUNDS: Committee Chairperson Naples
reported seasonal maintenance is going nicely.
FINANCE & ADMINISTRATION: In the absence of Committee
Chairperson Diaz, Mayor Reiman reported Progress in this
department.
FIRE & DOMESTIC PREPAREDNESS — In the absence of Committee
Chairperson Krum, Mayor Reiman reported Progress in this
department.
PARKS, RECREATION & PUBLIC PROPERTY: Committee
Chairperson Bellino reported the fields are in full use at the High
School and the Sports Complex is being used on a daily basis. He
said we are getting rave reviews from outside towns that are
using are fields and we have a tentative date for the Carnival in
September, which is the 71n Stn and the S Progress.
POLICE: Committee Chairperson Sitarz reported the last three (3)
police cars are having all the equipment put in and we are
working a CAD System. Progress.
PUBLIC WORKS: Committee Chairperson DiMascio, before
delivering his report, asked Councilmember Bellino about infield
mix they were to have gotten for the Grant Avenue Field.

Councilmember Bellino said they would come and till the field and C unittees Cont:
when it gets to a certain level they fill it.
Councilmember DiMascio said you cannot play on the field,
someone will get hurt.
Committee Chairperson DiMascio reported that the men are
working, filling in potholes, etc. He said they are running a little
short with one (1) man out sick. Progress.
BOARD OF EDUCATION;: Committee Chairperson Naples reported
over five thousand new and gently used books were received in
the "just One" book drive and they were distributed within the
community. She said on Tuesday, May Ist between 6:30 and 8:30
P.M., there will be a workshop for special education children's
parents at the high school to give them better understanding of
their students.
MAYOR- %yor Reinm
Mayor Reiman signed an agreement yesterday with the State
Police to allocate the 1.6 million dollar federal grant that the State
Police has for construction of a New Jersey State Police Marine
Barracks Terminal in Carteret. The State Police are in final
negotiations and we have researched the terms and they will be
signing a lease soon with the Borough of Carteret and the
Redevelopment Agency to lease one (1) acre of property where
they will construct a four thousand square marina barracks and
relocate fourteen (14) trooper boats and about twenty two (22)
troopers to Carteret. The lease will be a forty (40) year lease with
the option to buy the property from the city at given dates.
Mayor Reiman said they are working on scheduling the opening
for Joe Medwick Park of which the county invested ten million

%yor Re"'m dollars of improvements in remediation. He said there are several

minor issues that need to be resolved before it is opened so it
may be mid to late May for the opening.
Mayor Reiman said the Borough acquired a twenty -four (24) foot
fire boat valued at $300,000.00 from the New York /New Jersey
Port Authority funded through a Domestic Preparedness Grant
from Homeland Security. He said it is now operational and has
been deployed for training purposes. He then mentioned our
upcoming carnival in September and said there will be a circus
coming to Carteret in June.

Sitarz and Bellino and unanimous affirmative vote of the four (4)
Councilmembers present, the meeting was adjourned at
approximately 6:14 P.M.
