A Regular Meeting of the Mayor and Council of the Borough of
Carteret was called to order by Mayor Daniel J. Reiman at 6:00
p.m., Thursday, May 17, 2012, Council Chambers, Memorial
Municipal Building, 61 Cooke Avenue, Carteret, New Jersey.
Upon individual roll call vote the following were noted present:
Councilmember Vincent Bellino
Jorge Diaz
" Dennis DiMascio
" Randy Krum
Joseph W. Sitarz
Noted Absent was Councilmember Susan Naples.
Also noted present was Municipal Clerk, Kathleen M. Barney and
Borough Attorney, Robert Bergen.
The meeting was opened with a minute of silent prayer and the
Pledge of Allegiance led by Mayor Daniel J. Reiman.
The Clerk stated that on January 9, 2012 the 2012 Annual Notice
was mailed to The Home News Tribune, The Star Ledger and
posted on the Bulletin Board. Notice was published in The Home
News Tribune on January 9, 2012 and in The Star Ledger on
January 10, 2012,

MINUTES FOR Upon MMS &C by Councilmembers Sitarz and Bellino and

unanimous affirmative vote of the five (5) Councilmembers
present, the Minutes of Aril 26 and May 3, 2012 were approved
and transcribed and engrossed by the Clerk.
ORDINANCE First Reading -
#12 -10 ORDINANCE #12 -10 was introduced and adopted on First Reading
„AMENDING and the Clerk authorized and directed to advertise same for Public
ORDINANCE 'Hearing to be held on June 7, 2012 upon MMS &C by
#11 -18 " Councilmembers Diaz and Sitarz. Upon individual roll call vote
Councilmembers Bellino, Diaz, DiMascio, Krum and Naples voted
in the Affirmative.
First Reading
AMENDING ORDINANCE #11 -18'
Mayor Reiman Mayor Reiman explained that Ordinance #12 -10 is a technical
correction to Ordinance #11 -18, which has to do with residential
or permit parking within certain zones within the region
explaining that some of the signs specify a three (3) hour limit, so
this will allow some of the residents and staff members to park on
certain streets within this region.

#12-8 The Clerk stated that Ordinance #12 -8 was introduced and

May 17, 2012 at approximately 6:00 P.M. The Ordinance was Cont:
posted on the bulletin board and copies were made available to
the general public and according to law she read the Ordinance by
title.
Upon MMS &C by Councilmembers Diaz and DiMascio and Public Hearing
unanimous affirmative vote of the five (5) Councilmembers
present, the Mayor declared the Public Hearing to be opened.
There were no questions and comments from the public.
There being no further comments or objections to the Ordinance, Hearing Closed
the Mayor declared the Public Hearing to be closed upon MMS &C
by Councilmembers Diaz and Sitarz and unanimous affirmative
vote of the five (5) Councilmembers present.
Upon MMS &C by Councilmembers Diaz and Bellino

was finally adopted. Upon individual roll call vote Adopted

Mayor Reiman asked Attorney Bergen, in reference to Resolution Mayor Reiman,
#12 -87, if we should have a similar one for the lease with St. Elias. Re: Resolution
#12 -87
Attorney Bergen said it, could all be put into one (1) resolution and
include St. Elias in the title.
Mayor Reiman asked for the language to be amended in
Resolution #12 -87 to read, "Approving a Lease Agreement with St.
Elias and Middlesex County, Re: Education Program ".
Upon MMS &C by Councilmembers Sitarz and DiMascio and Resolution #12 -87
unanimous affirmative vote of the five (5) Councilmembers Amended
present. Resolution #12 -87 was amended.

Upon MMS &C by Councilmembers Diaz and Sitarz, all bills PAYMENT OF BILLS
appearing on the prepared list, properly audited and signed were
ordered to be paid. Upon individual roll call vote, Councilmembers
Bellino, Diaz, DiMascio, Krum and Sitarz voted in the Affirmative.
Councilmember Naples was noted Absent.
Board of Health /Office on Aging— January & February 2012. REPORTS
Inspection of Buildings —April 2012.
Upon MMS &C by Councilmembers Sitarz and DiMascio and
unanimous affirmative vote of the five (5) Councilmembers
present, all Reports were ordered to be received and placed on
file.
COMMITTEES:
BUILDINGS & GROUNDS: Committee Chairperson Naples is noted
Absent.
FINANCE & ADMINISTRATION: Committee Chairperson Diaz
reported there was a resolution on the Agenda for estimated bills,
explaining that normally on the tax bill we have to state the
amount of state aide we received from the state and that is why
we will be producing estimated tax bills. He said the reassessment
program is now complete and the County has set May 25` as a
date for all hearings for tax appeals. He said the municipal budget
was adopted at the last meeting and that information has been
uploaded into our Edmunds Finance System for use by the
departments and has also been posted on the web page.

COMITTEES FIRE & DOMESTIC PREPAREDNESS: Committee Chairperson Krum
reported three (3) volunteer officers completed an Incident
Command Class at the Middlesex Fire Academy and we had two
(2) career and one (1) volunteer attend training classes at our
National Fire Academy in Maryland and had our fire officials
complete the division of criminal justice's fire investigation
certification at the state police academy at Sea Girt. Progress.
PARKS, RECREATION & PUBLIC PROPERTY: Committee
Chairperson Bellino reported progress in the department but he is
getting questioned about the park in West Carteret . He said they
haven't gotten any dates from the county.
Mayor Reiman said there is no dates as of yet and explained there
are some minor punch list items but the park is 99% complete and
the county cannot certify it complete until everything is done and
the contractor can turn it over. He said they are looking for an
opening date for sometime in June.
POLICE: Committee Chairperson Sitarz reported that the police
and Mr. Fazekas are going over the CAD System and the last three
police cars are in Plainfield and are waiting to be picked up and
put into service. Progress.
PUBLIC WORKS: Committee Chairperson DiMascio reported that
this month started the two (2) day pick up for garbage and he
mentioned to Councilmember Bellino that he had spoken to Mr.
DuPont about Coolidge and Daniel Streets and he said they have
to be ripped up and repaired. He then questioned if stop signs are
mandatory on every street.
Mayor Reiman explained not on every street, only if there is a
stop bar and it is approved we have to have it. He said the DPW
and Police Department is providing a list of any intersection that is
missing a sign and we are looking into plastic signs instead of
aluminum.

BOARD OF EDUCATION: Committee Chairperson Naples was COMMITTEES
noted Absent. Mayor Reiman reported Progress.
MAYOR - MAYOR REIMAN
Mayor Reiman spoke about the energy receipts and explained
years ago the towns used to collect monies from the energy
companies and then Governor Whitman did a bill saying the state
will collect the money and turn it back over to the town and they
kept a percent.
Mayor Reiman said if there is a property that has a maintenance
issue let his office, the Board of Health or Mr. DuPont's know and
we will then follow the procedure of the Board of Health and
Property Maintenance sending a notice of violation because these
procedures must be followed so we can get money back from the
responsible entity.

Mayor Reiman then read the following proclamation into the Ticket Campaign, May 21 -June 3, 2012
record:
"WHEREAS, there were 633 motor vehicles fatalities in New Jersey
2011; and
WHEREAS, a large percentage of the motor vehicle occupants
killed in traffic crashes were not wearing a seat belt; and
WHEREAS, use of seat belt remains the most effective way to
avoid death or serious bodily injury in a motor vehicle crash; and

Proclamation WHEREAS, the National Highway Traffic Safety Administration
Cont' estimates that 135,000 lives were saved by safety belt usage
nationally between 1975 -2000; and
WHEREAS, the State of New Jersey will participate in the
nationwide Click it or Ticket seat belt mobilization from May 21-
June 3, 2012 in an effort to raise awareness and increase seat belt
usage through a combination of enforcement and education; and
WHEREAS, the Division of Highway Traffic Safety has set a goal of
increasing the seat belt usage rate in the state from the current
level 94.51 to 100 %; and
WHEREAS, a further increase in seat belt usage in New Jersey will
save lives in our roadway;
THEREFORE, BE IT RESOLVED that the Borough of Carteret and the
Carteret Police Department declared its support for the Click it or
Ticket seat belt mobilization both locally and nationally from
MAY 21 —JUNE 3, 2012
And pledges to increase awareness of the mobilization and the
benefits of seat belt use."
Councilmember Councilmember DiMascio mentioned in Fort Lee tickets are being
Di Mascio given out if people are texting and walking.
Mayor Reiman said he was not exactly sure what procedure was
being followed.

Mayor Reiman said major police enforcement was done by the
High School the other day. He said twenty -two (22) or twenty -
three (23) tickets were given out.
Councilmember DiMascio said you cannot see on the corner of
Pershing and Washington Avenue because of parking by the
corner.
Mayor Reiman said the corrections to the ordinance will allow for
staff members and employees to park in certain areas.
After no further discussion, upon MMS &C by Councilmembers
Sitarz and DiMascio and the unanimous affirmative vote of the
five (5) Councilmembers present, the meeting was Adjourned at
approximately 6:17 P.M.
