Meeting Minutes
June 4, 2020 12:00 PM

Members Present: Mike Weiss (Chair), Charles Jones, Rick Fereday, Shawn Walters

Mike Weiss the meeting to order at 12:03 p.m.
Public comment: None
Approval of Minutes from March 5,2020: The March 5, 2020 regular meeting minutes were presented
for review and approval. Charles Jones moved to accept the minutes; Rick Fereday seconded the motion.
All voted aye and the motion passed.
AIP 27 — Taxiway Construction: Staff provided a rundown of the Phase 1 of the Taxiway Project,
including the start date and the areas of the airport to be closed.
Draft maps of taxiway routes during Phase 1 construction were presented. AAC members suggested a
few additions to the drawings. Mr. Bissell agreed to draw the changes. A discussion was held about
distribution of the drawings. Sending a NOTAM was suggested — the NOTAM system does not take
maps. Mr. Stein said distribution will be through the next Airport Newsletters, and flyers placed in public
airport areas.
Russ Stromberg and Rick Rezabek presented their ideas and work from the Taxiway Working Group.
These discussion items included:
Mr. Stromberg stated that he did not want to have to filter his items through Airport Staff. No
discussion on this item.
Rick Rezabek mentioned that airport construction opens the airport/city up for additional
liability. Airport/Construction Liability is not an issue within the scope of the Working Group.
The Working Group recommended some changes to the Phase 1 taxiway drawings. Mr. Bissell agreed
to make these minor changes.
Also, a few of the AAC members and attendees have requested invitations to the next Working
Group meeting.
Correct the CSPP and have FAA review—The reason the CSPP document is slightly different
than the drawings is that the FAA requires to be approved PRIOR to the project design. The
FAA has spoken directly to the Project Engineer and stated that the document does not need
corrected and re-approved. The current plan is acceptable. Mr. Bissell has agreed to make the
minor changes to the CSPP, without submitting to the FAA, and circulate to the Working Group.
Concern about what to do about aircraft wings that"overhang"leased property—Transient
passage of an airplane part over a lease property occurs occasionally. The airport has no
mechanism to ensure that transient passages do not occur. If a leaseholder has a concern about
transient passages, they can contact Staff with their concerns when it occurs.
Place FOD (Foreign Object Damage—rocks, stones,mud, dust, etc.) hazard signs out on airport
—Staff, the Resident Engineer and the Construction Company have worked on multiple airports
and will maintain the airport as required—including frequent inspections for FOD and will
mitigate hazards as soon as noted.
FOD Policy—The Working Group desires to create a separate FOD policy for ensuring the dust,
dirt,rocks and mud are cleaned up quickly. Staff, the Resident Engineer and the Construction
Company have worked on multiple airports and will maintain the airport as required—including
frequent inspections for FOD and will mitigate hazards as soon as noted.
Designated taxi frequency—Frequencies are assigned by the Fed Communication
Commission. Staff would have to apply for a frequency allocation.
Temporarily re-stripe Taxilane A (actually Taxiway C) to encourage the aircraft to taxi farther
from the hangars—Care must be when restriping taxiway centerlines so that aircraft do not"drop
a wheel" off of the pavement. Staff will maintain the Taxiway C centerline in its present
location.
Upon request of the taxiway weight limits - T-O Engineers discussed with Laura Scott-Nichols
of McCall Aviation how McCall's weather requires that the pavements be stronger that FAA
minimums. McCall's taxiways can handle the weight of the aircraft that generally use the
airport. Completed.
Choosing 3 to 5 likely taxiing scenarios and creating plans for how to handle them—Staff stated
that due to the large number of variables, Staff does not recommend creating taxiing scenarios
and contingency plans. If the Working Group provides these procedures, Staff will review and
enact any changes that increase safety or decrease costs. These documents will be distributed to
the AAC and Working Group.
The CSPP mentions a 12 Hour Prior Permission Required(PPR) for aircraft over 12,500
pounds. PPR is required for large aircraft in case the contactor might need to move for aircraft
operations. Staff will change that recommendation to 2-hour PPR for Aircraft Design Group III
aircraft. Staff will work with T-O and Contractor to minimize PPR time. The PPR requirement
will be published as a NOTAM and listed in the Newsletter.
Request for a Temporary Control Tower during construction—Cost is the major consideration in
contracting a Temporary Control Tower. The national average is $2,000 daily—with several
airports reporting much higher amounts.
AIP 28—Airport Master Plan
The AIP grant has been executed. Two weeks ago, cameras were set up to record aircraft movements to
get an accurate count of aircraft operations.
Mr. Stromberg asked if the cameras could provide a live feed. Mr. Bissell responded the cameras are
simple wildlife cameras (that is—the camera snaps a photo onto an SD card)
An updated AMP schedule was provided.
A question was raised about public meetings. The AMP schedule shows 5 public meetings will be held.
AIP 29—CARES Act Funding
Staff informed the ACC of the FAA $30,000 CARES Act grant agreement.
Airport Newsletter
Staff described the new Airport Newsletter—which is to provide better communications with
stakeholders.

A discussion was held on whether to move the July 2nd meeting to July 91h. The consensus was to maintain
the July 2nd date.
