CEOs issued the bank a code violation warning and directed staff to properly cover the dumpster. CEOs responded to a report of a barking dog at a beachside condominium. The complaint claimed her neighbor's dog was making too much noise. CEOs met with the offending neighbor, informed them of pertinent noise ordinances, and issued a code violation warning. Patrol officers informed CEOs of construction work occurring on a Sunday in the 100 Block of Camden Drive. CEOs reviewed the report and issued the property owner a code violation warning. CEOs continue to monitor the beach and walking path areas for violations of the Village's leashed dog ordinances. After receiving a complaint of a dog off leash by a beachside condominium building, CEOs responded, located the owner of the dog, and issued a code violation warning. The owner immediately complied and leashed the dog. The Code Enforcement Unit assisted patrol operations by monitoring the Jetty during periods of inclement weather. Although the Jetty was officially closed to the public, CEOs ensured people remained off the Jetty. Criminal Investigations The Criminal Investigations Division conducted interviews pertaining to an internal theft case that occurred at a retailer in the Bal Harbour Shops. Detectives spoke with store representatives via long- distance telephone calls to France. The phone interviews helped narrow the focus of the investigation by clarifying how the company believes the thefts occurred and who they suspected as the main culprit. Detectives spent several days reviewing store documents and communicating with store attorneys to compile questions for use in future suspect interviews. The CID assisted the communications unit in on boarding a new member to the dispatch squad. The dispatcher trainee was introduced to officers and supervisors and provided with initial log -in information for various dispatching databases. The new dispatcher commenced reviewing departmental regulations to familiarize herself with the proper operating procedures. The CID assisted patrol operations by developing an operational plan for the Village's Tree Lighting Ceremony. The event was scheduled to take place on November 16, but was postponed until November 20, due to inclement weather. Collins Corridor Unit (CCU) Park Field Ride Share Delivery Citations Warnings Cit Arrests Reports Reports Contacts Trucks 42 8 6 0 3 0 0 3 The Collins Corridor Unit (CCU) continued their efforts along the corridor by continuing to conduct strategic traffic enforcement and community engagements. The CCU provided security and conducted frequent area checks of the Farmers Market and the Founders Circle Holiday Display. The CCU continued to provide area checks of the local synagogues and assisted road patrol with calls for service, as needed. While on patrol, a CCU officer observed several juveniles playing basketball inside the Bal Harbour Waterfront Park. The CCU spoke to the children and advised them that the park was still under construction and not open to the public yet. The CCU officer met with the parents of the children as a courtesy to inform them of the encounter. The CCU conducted parking enforcement at the north municipal parking lot and assisted with traffic control due to power outages throughout Bal Harbour Village, caused by weather conditions. On Sunday, the CCU assisted the Bal Harbour Police Legacy Foundation with its annual Thanksgiving packaging event. Marine Patrol / Beach Safety Officer Details Stops Citations Warnings Arrests Reports AOA Contacts 10 1 7 0 1 1 83 Marine Patrol continued their efforts in maintaining Bal Harbour Village safe by conducting high visibility and enforcement in our coastal waterways. Marine Patrol officers conducted directed patrols of our seawalls, jetty, beach and of the Bal Harbour Marina and the Bal Harbour Waterfront Park. Additionally, Marine Patrol continued to conduct daily, early morning checks of the beach, hardpack and jetty areas. This weekend, Marine Patrol responded to a vessel taking on water near the Haulover Inlet. Prior to arriving to the location, a group of good Samaritans assisted the occupants aboard the vessel in distress and were moved to safety. Our Marine Patrol ensured the occupants were not in need of medical assistance and immediately notified the Florida Fish and Wildlife Conservation (FWC) who took over the scene. While on patrol, Marine Patrol received information about an injured pelican near the Haulover Inlet. The injured pelican was located and was captured with the assistance of Bay Harbor Islands Police Marine Patrol. The injured pelican was taken to Pelican Harbor Marina near North Bay Village to receive appropriate treatment and care. Marine Patrol responded to several noise complaints at the Sandbar and reports of vessels parked too close to ocean front properties. The Marine Patrol Officer responding to these complaints reported them to be unfounded upon his arrival. The Marine Patrol Officer informed the complaining parties that there was no vessel playing loud music upon his arrival and that there were no vessels obstructing the access path between the seawall and the sandbar. No further complaints were received. A multi -agency Marine Patrol Operation hosted by the United States Coast Guard was scheduled to take place this week but was cancelled due to inclement weather conditions. The operation will be re- scheduled. Marine Patrol Operations were heavily affected midweek, due to inclement weather conditions. Beach Safety Officer The BSO continued his efforts on the beach by conducting high visibility and directed patrols of the beach, jetty, hardpack and jogging path. While on patrol, the BSO conducted daily checks of the sports photograph displays on the jogging path and frequent checks of the Bal Harbour Farmers Market. Additionally, the BSO conducted direct area checks of the beach at the end of the day to ensure the beach was left clean. This weekend, the BSO responded to the beach area behind the Ritz Carlton regarding a large storage box with a car battery found inside the water by a swimmer. It was discovered that the storage box and battery recovered were used to power the beacon light at the end of the jetty. Public Works was notified. The BSO later responded to assist the Surfside Police Department search for a male exposing himself to women on the walking path near 92nd Street and Collins Avenue. An area canvass was met with negative results. The BSO conducted area checks of the Bal Harbour Beach, hardpack, jogging path and Collins Avenue to ensure the individual was not in the Bal Harbour. The BSO conducted parking enforcement at the north lot and attended the Bal Harbour Police Legacy Foundation's Thanksgiving Packaging event. Summary of Noteworthy Calls for Service 11/10/2023 Theft 9700 Collins Avenue The reporter told officers a package was delivered and left at the front door. The reporter verified the package delivery via security surveillance footage. Upon arriving, the package was gone, the area was searched with negative results. 11/12/2023 Theft 10301 Collins Avenue While conducting an area check officers discovered the jetty beacon light was not functioning. Upon further inspection, the battery and housing were both missing. The light, box, and battery had been removed intentionally and were not in the immediate area. This case has been forwarded to the Criminal Investigations Division for further follow-up. 11/12/2023 Arrest 9700 Collins Avenue Saks Fifth Avenue store associates reported a theft in progress occurring; the subjects concealed merchandise and exited the store. Officers arrived, canvassed the area, and located the subjects; officers placed the subjects under arrest and transported them to jail. 11/14/2023 Theft 9700 Collins Avenue The reporter told officers she purchased merchandise from Dolce & Gabbana then went to dine at Makoto. Upon departing the restaurant, she inadvertently left the merchandise at the table. The reporter returned and could not locate the merchandise, a review of the security footage revealed an unknown suspect removed the merchandise and left. This case has been forwarded to the Criminal Investigations Division for further follow-up. 11/15/2023 Theft 9700 Collins Avenue Loss prevention at a retailer in the mall called police after recognizing a retail theft suspect from a past event. Officers responded to the scene, but the suspect was gone. Store employees viewed the store video and discovered the suspect stole a purse valued at about $500. 11/16/2023 Weather Event Village Wide A weather disturbance affected the Village during the evening hours of 11/15 and into 11/16. Heavy winds in excess of 40mph caused damage to several trees along Collins Avenue. The weather system affected the electrical grid and many traffic signals in the Surf-Bal-Bay cities were inoperable. Officers from all jurisdictions manned important intersections to assist with traffic flow. Some minor flooding was reported due to heavy rains and king tide conditions. Internet and computer services were also affected, but IT was able to restore sufficient services to allow for police dispatchers to continue working.
