Present were Trust Board Chairman Alan McClennen and members Duane Landreth, Ward Ghory, Matthew Cole, and Mefford Runyon. Mr. McClennen called the meeting to order at 4:00 p.m. Public Comment There was no public comment. Minutes to be Approved: August 7, 2019 and August 21, 2019 On a motion by Mr. Runyon seconded by Mr. Ghory, the Affordable Housing Trust Fund Board voted to approved the minutes of August 7, 2019. The vote was 5-0-0. On a motion by Mr. Landreth seconded by Mr. Runyon, the Affordable Housing Trust Fund Board voted to approved the minutes of August 21, 2019. The vote was 5-0-0. • Presentation and discussion of Guiding Principles for Affordable Housing Committee and Affordable Housing Trust: Ward Ghory and Fran McClennen Mr. Ghory referred to the document provided to the Board, and Mr. McClennen noted that the Affordable Housing Committee, at its meeting the previous day, was generally in support. Mr. Ghory listed three reasons for developing the document: to assist the Board in making better decisions;to illustrate the Board's processes and support public outreach; and to enhance collaboration with the Affordable Housing Committee. Mr. Ghory reviewed the Values section as outlined on page 4, and the Board discussed the relationship of this section to the Goals and Mission sections. Mr. McClennen noted the role of the Trust as one of the tools available to the planning entity,the Affordable Housing Committee. The Board discussed the organization of the document and the content of the various sections. Mr. Runyon suggested that the term "affordable housing" be further defined,and Mr. Cole suggested.exploring mechanisms by which to fund housing for those with incomes 80% or higher than the median income. The Board proceeded to discuss funding sources, financing options, and potential unit costs. Mr. McClennen commented on the list of Values and outlined local preference guidelines. Mr. Ghory noted that the Affordable Housing Committee would take the lead on community concerns and building support for affordable housing. Board members reiterated the need to define low and moderate income and community housing, and 1 Affordable Housing Trust Fund Board September 4, 2019 discussed eligibility options available under the Community Preservation Act and special legislation. Further editorial changes to the document were discussed. Follow up discussion and further action from Board of Selectmen's meeting of August 28. • Cape Cod Five Mr. Meservey will update the Board with regard to the next steps. Mr. Ghory noted the importance of a Pro Forma for planning purposes. • Unit 15, 24 Old Colony Way Mr. Landreth recused himself from the discussion. The condominium Board of Directors has right of first refusal and has not yet voted on the purchase. A lead paint inspection will also be required. • Line of Credit with Cooperative Bank of Cape Cod Mr. Landreth returned to the meeting. As Town Counsel has a conflict of interest, the firm of KP Law will review the agreement. In addition, the architects who had previously worked on the 107 Main Street property have been retained to conduct a review for the Trust. Report from the Housing Committee There was no report due to the absence of member Katie Wibby. Items for future agendas Mr. Runyon suggested discussions of a possible Town Meeting warrant article for special legislation and the Trust's opinion of a residential housing exemption.
