Items below were mentioned in discussion) o Clear and consistent Chapter 85 rules update o Find ways to educate dog owners and issue/track permits to certain areas •o Better and consistent on signage across all town properties o Well documented objective report based on dog information/ behavior to guide future dog policies o Broad array of interventions (copy from Karl's)to prevent dangerous dogs o Seek and obtain a dog owner sentiment of a dog park in orleans o Determine existing dog bylaws need to be changed o Orleans regulations ensures that Orleans is a dog friendly down • • o Recommendations for summer/renters—to get them to understand Orleans dog regulations o Find a third kind of primary dog area that can be take pressure off Kents / Wildflowers o Try to represent the'town' as best you can. o Identify dissatisfaction within dog community of exiting town of Orleans dog policies/enforcement- outreach • Stacy Ober presented information on AKC, its programs,dangerous dogs • AKC + Cape Cod Kennel Club- offers dog training classes,venues and events that can be used to educate dog owners. • These events could be published and promoted. It may be possible to organize one in Orleans • Educational DVDs/Lesson plans for responsible dog ownership • Dangerous Dogs • #1 victim—children • Cannot ban specific breeds in MA • Encourage dog owners to have dogs pass Canine good citizen program, tie to access? • Dangerous Dog Ordinance • MA legislature (Update Chapter 140) in 2012: Liability for dog is incumbent on the owner. • Points about drafting an effective dangerous dog ordinance include the following: o 1.allow categories of designation/labeling a dog for"at risk" or"potentially dangerous" so as to avoid every dog being labeled"dangerous" and use clear objective criteria to •determine the seriousness level that falls into each category o 2.prohibit owner of dog involved in an attack from leaving the scene of the incident and when making written report request dog owner identify where they obtained the dog from (import, rescue, pet store,breeder, etc.) o 3. if owner of dog deemed dangerous becomes aware that the dog has gone loose,who should they immediately notify? o 4.include a process for removing an "at risk" or"dangerous dog" label given the owner may have completed obedience training and the dog has had not further incidents for 18 months, 2 years,etc • Dog owners need a procedure to prove that an 'at risk' or other category of dangerous dog has improved and the label can be removed. • Owners of attacking dogs must provide contact info • • Reporting procedures should define the chain of events/control when there is a dog incident o AKC—hasguidelinesforACO • Dog park o The question of'why' Orleans needs a dog park is unanswered. o Tacit consenus that a sentiment survey should drive further dicussion o Stanton Grant:—Brewster-$50OK will be expensive.
