Minutes
May 19,2020—8:00 am
In response to the COVID-19 crisis, on March 18, 2020, Governor Brad Little issued a proclamation
suspending the portion of Idaho Code 74-203(5) which requires government agencies to allow the public
to attend public meetings in person.The Governor encouraged, but did not require, public agencies to
provide other means of participation.The proclamation and suspension of a portion of the open
meeting requirement was renewed by the Governor on April 15, 2020. As a result,the doors will remain
closed to the public. McCall Redevelopment Agency believes in public participation and has identified
the following methods of participation:

Chairman Fereday made a motion to amend the agenda and remove the executive session item.
Member Nielsen seconded the motion.All members voted aye and the motion carried.
CALL TO ORDER AND ROLL CALL
Rick Fereday, Mike Maciaszek, Colby Nielsen and Tabitha Martineau were present. Monty
Moore, and Nic Swanson were absent. Community and Economic Development Director Michelle
Groenevelt, City Treasurer Linda Stokes, Public Works Director Nathan Stewart, Economic
Development Planner Delta James, Permit Technician Rachel Santiago and consulting attorney
Meghan Conrad were also present.
CONSENT AGENDA
• Minutes from April 21, 2020 (Action Item)
Member Martineau made a motion to approve the consent agenda. Member Maciaszek
seconded the motion.All members voted aye and the motion carried.
NEW BUSINESS
• Financials and Cash Flow
Treasurer Stokes gave an update on the financials and cash flow.
• Draft RFQ—Call for Artists
Economic Planner James gave an update of the Public Art Selection process. One hundred
thousand dollars was allocated by the board for a project within the Urban Renewal District.A
request for qualifications will be drafted and sent out.An Idaho artist or team of artists is
preferred.The artist, once chosen,will develop ideas for design concepts for the project and the

board and the committee will be a part of the selection and approval process.This will be
presented in the fall. The art installation must be completed by the time the district sunsets in
2021. Member Martineau volunteered to be a part of the selection committee.
• Waterfront Design and Engineering Update
Mr. Stewart and Mr. Fereday walked the site with Horrocks Engineers to help understand the
bank stability of the area from Legacy to Brown Park.The proposal for$83,000 will get the
board through the first phase. In June or July,there will be cost estimates to the improvements
on Lake Street and Brown Park. Kurt Wolf will be the project manager.

Member Martineau made a motion to adjourn. Member Maciaszek seconded the motion.All
members voted aye and the meeting was adjourned at 8:39 a.m.
