Call to order 5:31
Present Judith Bruce,John Quigley, Betsy Furtney,Charlie Carlson,
Virginia Farber,Steve Smith.
Absent: Bill Amaru, Lara Slifka

REVIEW OF SEPTEMBER 4 SELECTBOARD MEETING AT WHICH THE
SELECTBOARD DISCUSSED A NUMBER OF COMMENTS AND REOUESTS FROM THE
DREDGE COMMITTEE
Additional member request: BOS will add such, at least one being with heavy
equipment experience (John has reached out to the Avilar brothers. Steve knows a
few people who have applied.) Both members will be at large. Potential members
should be advised that there might be potential conflict of interest issues and thus
should familiarize themselves with the COI regulations.
Widen channel to 100 feet: Point made. but no action.
No discussion of adding Nate Sears to our resources.
We can have Juliette Molinari from Edgartown come over and talk to us. Charlie will
discuss potential of a.joint BOS/ODAC meeting.
Discussion of request for a consultant: John Kelly reported that there was no money
except the BOS has some funding for work in Pleasant Bay and BOS has funding for
Nauset Estuary. Equipment analysis might be under this latter funding. No funding
for consultants for fresh water ponds, terminal ponds, Rock Harbor. John Kelly
further expressed preference for having the BOS hire a town employee more
involved - staff (coastal resources manager?). Money has been allocated at town
meeting but is not for this purpose. Meeting with Charlie Carlson and'lohn Kelly to
discuss next steps. Meeting House and Mill Pond were in the 2016 town meeting
vote. Has that money been used? Did it have a ballot override? A consultant will
not be engaged for the Dredge Committee at this time to address these ponds.
More detail on fresh water pond dredging -Betsy says that fresh water pond
dredging has been taken off the table because of cost and permitting issues. There
was recently dredging in Mill Pond in Barnstable (Betsy recused herself but she
remained in the room). Legacy sediments in fresh water ponds. Dredging. binding
(alum), aerating with bubbles. are options. Are the bottom sediments hazardous?
If so, no go. Marine and Fresh Water Quality Committee has one opinion. ODAC's
rharae is different.
REVIEW OF SEPTEMBER 9 MEETING OF STAKEHOLDERS IN DREDGING OF
NAUSET ESTU_ARY< INCLUDING THE CAPE COD NATIONAL SEASHORE.
REPRESENTATIVES OF THE SELECTBOARDS AND AGENCIES OF THE TOWNS OF
EASTHAM AND ORLEANS AND OTHER INDIVIDUALS PLUS THE WOODS HOLE
GROUP.
The meeting today focused mainly on the MOU draft, which will be substantively
revised and re-circulated. The original draft contemplated having a stakeholder
group and a second citizens advisory committee. The new draft will have one
combined group. The seashore, Eastham BOS and Orleans BOS will appoint the
stakeholder group and the MOU will say that the groups agree to work together for
the next six months. WHG will be doing a red tide study and shellfish study. The
stakeholder group will review those studies and will then decide whether to make
the permitting applications. Will Eastham and the Seashore participate past this
initial study step? The deadline for filing is to be March so that decision will happen
before spring town meetings.
Rick Francolini - productive meeting. Kevin Galligan kept it on point. Eastham is
only agreeing to participate in this one step.
Charlie asked what we can do with no consultant and no staff.

Keon's memo was about the cost of a 670 (Barnstable County sized dredge). The
Edgartown dredge is smaller with part time municipal employees. $140,000 in
salary as opposed to 900,000
Rick Francolini - areas historically dredged in Pleasant Bay would be an
opportunity for this committee's focus.
What are the historically dredged areas in Pleasant Bay - Maintenance dredging.
Did they do Campbell's Boat Yard? Shellfish analysis has already been done. 2016?
v WHG? Where can the spoils go?Wilkinson can take all of the sand we could give
We need the whole report from the Pleasant Bay Alliance December 2011 and
sad it to the website archive and the WHG 2017 report
