Lochner, IncSponsored by: City Manager RESOLUTION NO. 20-9820 AN EMERGENCY RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, RATIFYING THE CITY MANAGER'S DECISION TO ISSUE A PURCHASE ORDER FOR H.W. LOCHNER, INC. FOR THE PROVISION OF QUALIFIED PROFESSIONAL SERVICES TO DESIGN AND PREPARE A COMPLETE SET OF CONSTRUCTION CONTRACT PLANS FOR THE RETENTION POND REHABILITATION PROJECT AT GLORIETA GARDENS APARTMENTS; AUTHORIZING THE CITY MANAGER TO ENTER INTO A FORMAL AGREEMENT REGARDING SAME, IN AN AMOUNT NOT TO EXCEED THIRTY-SIX THOUSAND SIX HUNDRED DOLLARS ($36,600.00); PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, pursuant to the Development Agreement between the City and Glorieta Partners, LTD (known as "Glorieta Gardens Apartments" or _Glorieta Apartments"), Glorieta Apartments is required to maintain the retention pond to prevent flooding in the area; and WHEREAS, the Pond has not been properly maintained, resulting in severe flooding events in the localized area in recent years; and WHEREAS, to protect life, health, and safety, the City desires to make the immediate necessary repairs to promote proper drainage in the Glorieta Gardens Apartments area. It is the City's intent to seek reimbursement from Glorieta Gardens Apartments; and WHEREAS, on June 10, 2020, through Resolution #20-9767, the City Commission of the City of Opa-Locka ("Commission") accepted bid proposals from several firms for continuing professional architectural and engineering consulting services pursuant to RFQ No. 20-0324200. The Commission further authorized the City Manager to enter into multiple agreements for architectural and engineering consulting services as provided therein; and WHEREAS, the City Commission approved entering into an agreement with H.W. Lochner, Inc. for architectural, construction testing, inspections and general consulting engineering services; and Resolution No. 20-9820 WHEREAS, H.W. Lochner, Inc. ("Firm") has proposed a scope of work / proposal for all project management and professional engineering services required for the design and preparation of a complete set of construction contract plans for the Retention Pond Rehabilitation Project at Glorieta Gardens Apartments, pursuant to the proposal attached hereto as Exhibit "A", in an amount not to exceed Thirty - Six Thousand, Six Hundred Dollars; and WHEREAS, the City Manager recommends acceptance of the Firm's proposal and recommends that the City enter into an agreement with H.W. Lochner, Inc. as set forth herein, to immediately initiate the Retention Pond Rehabilitation Project initial phase at Glorieta Gardens Apartments; and WHEREAS, the City Commission finds that it is in the best interest of the City and its residents to ratify the City Manger's decision to issue a purchase order for H.W. Lochner, Inc. for the provision of qualified professional services, as set forth herein, and enter into an agreement with H.W. Lochner, Inc. for same. NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA: Section 1. The recitals to the preamble herein are incorporated by reference. Section 2. The City Commission of the City of Opa-Locka hereby ratifies the City Manager's decision to issue a Purchase Order for H.W. Lochner, Inc. for the provision of qualified professional services to provide all project management and professional engineering services required for the design and preparation of a complete set of construction contract plans for the Retention Pond Rehabilitation Project at Glorieta Gardens Apartments, pursuant to the proposal attached hereto as Exhibit "A", in an amount not to exceed Thirty -Six Thousand, Six Hundred Dollars and in contract form to be approved by the City Attorney. Section 3. This Resolution shall take effect immediately upon adoption, and is subject to the review of the State of Florida Financial Emergency Board for the City of Opa-Locka, FL. Based on the developer's agreement, Glorietta Gardens constructed a retention pond on City -owned land. The agreement is to maintain the pond to prevent any flooding in the area. However, the pond hasn't been properly maintained, resulting in severe flooding events in the localized area in recent years. To protect life, health, and safety, the City has chosen to make the necessary repairs to promote proper drainage in the area. Although the ultimate funding of this project hasn't yet been established, it is the City's intent to seek reimbursement from Glorietta Gardens Apartments. HW Lochner was one of the Consultants selected and approved by the City Commission through Resolution 20-9767 to be part of the City's Library of Licensed Architects and Engineers to provide Architectural and Engineering Consulting Services. This firm will provide the specifications and design basis to allow the City prepare the Request for Proposal documents to advertise this project. Resolution # 20-9767 accepting BID Proposals for continuing Professional Architectural and Engineering consulting Services pursuant to RFQ 20-0324200 LOCHNER CONSULTANT WORK ORDER PROPOSAL Detention Pond Rehabilitation Project At Glorieta Gardens Apartment Date: October 16, 2020 Dear Mr. Airia Austin: HW Lochner, Inc. proposes to provide the services identified below for the project entitled "Detention Pond Rehabilitation Project at Glorieta Gardens Apartment", pursuant to RFQ No. 20-0324200 for Architectural and Engineering Consulting Services, submitted on May 15, 2020. GENERAL The general objective for the Consultant is to provide all project management and professional engineering services required for the design and preparation of a complete set of construction contract plans for the Detention Pond Rehabilitation Project at Glorieta Gardens Apartment, as listed below. Elements of work shall include drainage analysis, drainage plans production, and permitting. All plans and design documents are to be prepared with Standard English values in accordance with all applicable City of Opa-Locka manuals and guidelines, as well as the Miami -Dade County Public Works Manual, Miami -Dade County PERA, SFWMD Manual, and the Florida Greenbook (Manual of Uniform Minimum Standards for Design, Construction, and Maintenance for Streets and Highways. II. SCOPE OF WORK Project Activity 1: Specifications Package Task No. 1 Specification Package Preparation This task includes preparing a specifications package utilizing the City of Opa-Locka boilerplate. Project Activity 2: Drainage Analysis Task No. 2.1 Drainage Map Hydrology Define the system hydrology by delineating the contributing drainage areas and determine runoff coefficients for the existing detention pond. LOCHNER Date: October 16, 2020 Work Order Proposal Page 2 Task No. 2.2 Design of Stormwater Management Facility Design stormwater management facilities to meet requirements for stormwater quality treatment, attenuation and aesthetics. Develop proposed pond layout (contributing drainage basin, shape, contours, slopes, volumes, tie-ins, aesthetics, etc.), perform routing, recovery calculations, and design the outlet control structure. Also includes performing one field review of the project site, two meetings with the City of Opa-Locka staff and one meeting with Miami -Dade County PERA Task No. 2.3 Drainage Design Documentation Report Compile drainage design documentation into report format. Include documentation for all the drainage design tasks and associated meetings and decisions. Task No. 2.4 Cost Estimate Prepare cost estimates for the drainage components, including earthwork for drainage pond. Quality Assurance/Quality Control Incorporated into Tasks 2 above Includes implementation of QA/QC plan. Also includes internal peer review and/or constructability reviews, responses to comments and any resolution meetings if required. HW LOCHNER will provide copies of QA/QC documentation in digital format per submittal at 60% and 100%, where applicable. Copies will include signature or stamp that QA/QC was completed. Supervision Incorporated into Tasks 2 above Includes all efforts required to supervise all technical design analysis and plans production. Coordination Incorporated into Tasks 2 above Includes all efforts to coordinate with all disciplines of the project team to produce a final set of construction documents. COMPENSATION Consultant shall perform the Work detailed in this Proposal for a Total fee of Thirty Six Thousand, Six Hundred Dollars and Zero Cents ($36,600.00). The City shall not be liable for any fee, cost, expense or reimbursable expense or other compensation beyond this amount. Cost breakdown is shown below.
