CALL TO ORDER: Pursuant to the agenda posted on November 21, 2007, Chairman Griffiths called the joint meeting of the Planning Commission and Parks and Recreation Commission to order at 7:30 p.m. on Tuesday, November 27, 2007. 2. ROLL CALL: PRESENT: Planning Commissioners Griffiths, Blum, LeBerthon, Seibert and Yu  Parks & Recreation Commissioners Chavez, O'Leary, Fish and Goad ALSO PRESENT: City Manager Martin, Community Development Department Manager Lambert and Parks & Recreation Director Burroughs ABSENT: Commissioner Sternquist Commissioner O'Leary - Made a motion to excuse Parks and Recreation Commissioner Sternquist for due cause, seconded by Commissioner Fish and unanimously carried. 3. PLEDGE OF ALLEGIANCE: Led by Chairman Goad 4. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA: No one came forth at this time. 5. CONSENT CALENDAR: None 6. UNFINISHED BUSINESS: None 7. NEW BUSINESS: A. PRESENTATION: THE PARKS AND OPEN SPACE TASK COMMITTEE HAS SUMMARIZED THEIR FINDINGS AND WILL PRESENT TWO MAJOR RECOMMENDATIONS TO THE PLANNING COMMISSION AND THE PARKS AND RECREATION COMMISSION REGARDING INCREASING PARKLAND IN TEMPLE CITY. IF THE RECOMMENDATIONS ARE APPROVED, THIS MATTER WILL BE BROUGHT FORTH TO THE CITY COUNCIL FOR CONSIDERATION OF THE PROPOSED GENERAL PLAN AMENDMENT. Joint Meeting of Parks and Rec. and Planning Commissions Page 2 Minutes November 27, 2007 RECOMMENDATION: APPROVE THE RECOMMENDATIONS OF THE PARKS AND OPEN SPACE TASK COMMITTEE AS PRESENTED Chairman Griffiths — Asked for a presentation from the Parks and Open Space Task Committee. Director Burroughs - Stated that the Parks and Open Space Task Committee was formed by the Planning Commission, who of which the Parks and Recreation, as well as, the Planning Commission participated in. Stated that the discussions primarily focused on open space and parkland in residential and commercial zones throughout the City. Stated that the Open Space Element of the General Plan was reviewed with the decision to establish criteria for possible park expansion and to seek areas for pocket parks. Stated that recommendation #1 is to establish the following criteria for purchasing property for pocket/neighborhood parks in residential zones: • Size should be a minimum of acre (approximately 11,000 s.f.) • Could be smaller if adjacent to an existing park or public school field • Corner lots, preferably in medium or high residential density zone • Lots or easements adjacent to Eaton or Arcadia Wash or existing park or public school fields • Adequate on- street parking • Amenities could include (depending on size) 1. Picnic tables & benches 2. Barbecues 3. Playground equipment/play area 4. Lighting 5. Tennis /basketball courts Community Development Manager Lambert — Stated that recommendation #2 is to establish parkland in newly developed commercial areas such as: • New commercial developments on properties ' /z acre or larger shall incorporate some form of open space for public use ▪ At least 5% of the lot size shall be used as public open space • The commercial open space could include: 1. Arcade style walks with trellises 2. Decorative benches 3. Gardens (i.e. rose gardens) • If the commercial development borders residential properties, then the open space shall serve as a buffer between the commercial and residential properties • An alternative to the open space requirement, would be to have the developer pay an impact fee, for example: A $10,000 impact fee for every 1/2 acre of lot size if the 5% public open space criteria is not met. Chairman Griffiths — Asked if there were any questions from the Planning Commission or the Parks and Recreation Commission for the Parks and Open Space Task Committee. The Commissioners had questions for the Parks and Open Space Task Committee at this time. • Joint Meeting of Parks and Rec. and Planning Commissions Page 3 Minutes November 27, 2007 Commissioner Fish — Asked Planning Chairman Griffiths if a developer impact fee is customary. Chairman Griffiths — Stated that developer impact fees are not out of the ordinary. Chairman Griffiths — Asked if there were any additional questions from the Planning Commission or the Parks and Recreation Commission for the Parks and Open Space Task Committee. The Commissioners did not have questions for the Parks and Open Space Task Committee at this time, however, wished to discuss the presentation further. Commissioner Yu - Stated that ADA accessible parking should be added to Recommendation #1 and restrooms for pocket parks should be considered. Stated that the proposed five percent requirement for parkland per half acre in newly developed commercial areas in recommendation #2 should be increased. Commissioner O'Leary — Stated that the Task Committee initially targeted an area near Temple City High School, however determined the cost of 5 — 6 lots would be cost prohibitive. Stated that an alternative would be to create a "middle town commercial area" by placing pocket parks and buffer zones throughout the City. Stated that an ideal location to create a buffer zone would be near the former Alpha Beta site, or to place a pocket park on Las Tunas Drive. Commissioner Blum - Stated that the cost to create parkland may be an issue, however, other sources of funding exist such as, state bonds and grants. Stated that a goal could be set to obtain additional parkland or open space in a specified timeframe. City Attorney Martin — Stated that the subject of Eminent Domain has not been considered an option to secure additional open space or parkland. Stated that the option of purchasing property has been discussed, however, no comment has been made on a particular source of funding. Commissioner Seibert — Stated that Eminent Domain should be considered a tool to acquire additional park space or open space if necessary, however, the choice to do so depends upon the City Council. Vice Chairman Blum — Stated that a person may be willing to donate parkland to the City. Commissioner Le Berthon - Stated that unused land that had been donated to a church could be sold to the City to incorporate into parkland. Commissioner Yu — Stated that the county could be contacted regarding available open space by Eaton Wash. City Attorney Martin — Stated that the City Council has asked the Planning Commission and the Parks and Recreation Commission for a recommendation regarding parks and open space in Temple City. Stated that if there are no amendments to the recommendations made by the Parks and Open Space Task Committee, this item should be forwarded to the Planning Commission to set a public hearing. Joint Meeting of Parks and Rec. and Planning Commissions Page 4 Minutes November 27, 2007 Commissioner Seibert — Stated that he would like to amend the Task Committee's recommendation to add: 1) Eminent Domain, 2) donations, grants and state bonds as options to acquire parkland, 3) to not have restrooms in pocket parks, and 4) to have ADA accessible parking, and to have a target date to acquire one acre of parkland in three years and two acres of parkland in five years. Commissioner Chavez — Stated that he could make the findings to approve the amended recommendations. Commissioner Le Berthon = Stated that he concurs with Commissioner Chavez. Commissioner Seibert — Stated that he concurs will fellow Commissioner Le Berthon. Commissioner O'Leary — Stated that he also concurs with his fellow Task Committee members. Commissioner O'Leary — Made a motion to accept the amended recommendation from the Parks and Open Space Task Committee seconded by Commissioner Chavez, and unanimously carried by the following Roll Call Vote from the Parks and Open Space Task Committee. ROLL CALL AYES: O'Leary, Le Berthon, Seibert, Chavez NOES: None Chairman Griffiths — Asked if anyone from the public would like to speak regarding the presentation from the Parks and Open Space Task Committee. One person came forth at this time. Anonymous Speaker — Asked Director Burroughs what amenities would be included in a pocket park, and what purpose pocket parks serve. Recreation Director Burroughs — Stated that pocket parks are small neighborhood parks for nearby residents and are beneficial to the community. Stated that the amenities that would be included in a pocket park would depend on the size of the property. Chairman Griffiths — Asked if anyone else from the public would like to speak regarding the presentation from the Parks and Open Space Task Committee. No one came forth at this time. Commissioner Seibert - Made a motion to set the amended recommendations made by the Parks and Open Space Task Committee for a public hearing held by the Planning Commission, seconded by Commissioner Le Berthon and unanimously carried. Commissioner O'Leary - Made a motion to approve the amended recommendations made by the Parks and Open Space Task. Committee, seconded by Commissioner Chavez and unanimously carried by a Roll Call Vote. ADJOURNMENT: Commissioner Goad - Adjourned the joint meeting of the Planning Commission and the Parks and Recreation Commission meeting at 8:12 p.m. to the regular Planning Commission meeting.
