RESOLUTION NO. 20-9824
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
OPA-LOCKA, FLORIDA, AUTHORIZING THE CITY MANAGER TO
PIGGYBACK THE CITY OF OAKLAND PARK CONTRACT #R-2017-
032 WITH RMPK FUNDING, INC. FOR GRANT WRITING SERVICES
AND ENTER INTO A CONTRACT WITH SAME, THROUGH
SEPTEMBER 30, 2021, AS ATTACHED HERETO AS EXHIBIT "C", IN
AN AMOUNT NOT TO EXCEED TWENTY-FIVE THOUSAND
DOLLARS ($25,000); APPROVING A CONTRACT WITH RMPK
FUNDING, INC. FOR GRANT WRITING SERVICES, PROVIDING
FOR INCORPORATION OF RECITALS; PROVIDING FOR AN
EFFECTIVE DATE
WHEREAS, in recent years the City of Opa-Locka, Florida ("City") has received
some grants through the State's Revolving Fund Program. The City desires to obtain
additional grant funds to acquire additional funding sources for the City's General
Fund; and
WHEREAS, while the City remains in a state of financial emergency and with
revenue sources extremely uncertain due to the pandemic, the City can benefit greatly
this year from the availability of grant writing services, and
WHEREAS, Staff recommends approval of this Resolution, as it will assist with the
relatively low level of other General Fund funding resources; and
WHEREAS, Staff has identified an effective grant writing service, RMPK Funding,
Inc. of Jupiter, Florida ("Contractor")("RMPK Funding"), which has achieved positive
results for various municipalities in South Florida, including the City of Oakland Park;
and
WHEREAS, RMPK Funding currently has a contract with the City of Oakland Park,
FL which has been renewed due to that City of Oakland Park's satisfaction with
services provided. These same services are being offered to the City of Opa-locka under
the same terms as a piggyback agreement; and
WHEREAS, on April 5, 2017, the City of Oakland Park awarded RMPK Funding a
two-year contract for grant writing consulting pursuant to Contractor's submission for
Request for Proposals ("RFP") #030917 (Contract attached hereto as Exhibit "A"). The
contract expired April 4, 2019 but was subsequently renewed for another 2 -year period,
providing a new contract expiration date of April 4, 2021 (Contract renewal resolution
attached hereto as Exhibit "B"); and

WHEREAS, Ordinance No. 2020-07 reflecting the City's Purchasing Code allows
for purchases and acquisitions under contracts of the federal government, the State of
Florida or its political subdivisions and also municipal co-operative purchasing
organizations and programs. The City Manager has determined that the prices of the
original contract are competitive and reasonable; and
WHEREAS, the City Commission finds that it is in the best interest of the City to
piggyback the City of Oakland Park's Contract # R-2017-032 with RMPK Funding, Inc.
in order to benefit from already negotiated rates and enter into an agreement with
Contractor for grant writing consulting, as attached hereto as Exhibit "C", in an
amount not to exceed Twenty -Five Thousand Dollars ($25,000.00).
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF OPA- LOCKA, FLORIDA:
SECTION 1. The recitals to the preamble herein are incorporated by reference.
SECTION 2. AUTHORIZATION
The City Commission of the City of Opa-locka, Florida hereby authorizes the City
Manager to piggyback the City of Oakland Park contract with RMPK Funding, Inc. for
grant writing services through September 30, 2020, as attached hereto as Exhibit "C",
with a not -to -exceed amount of $25,000 and with the provision for renewal for two two-
year terms, subject to the approval of both parties and the appropriation of funding for
these services in future year budgets.
SECTION 3. SCRIVENER'S ERRORS
Sections of this Resolution may be renumbered or re -lettered and corrections of
typographical errors which do not affect the intent may be authorized by the City
Manager, or the City Manager's designee, without need of public hearing, by filing a
corrected copy of same with the City Clerk.
SECTION 4. EFFECTIVE DATE
This Resolution shall take effect upon the adoption and is subject to the approval of the
Governor or Governor's Designee.

Staff Summary:
In recent years the City has received some grants through the State's Revolving Fund program. However,
this program isn't available to the City at this time until annual fiscal audits are completed without
exceptions and the City successfully completes the Cairo Lane and Burlington Canal projects which are
partially funded by this program.
Additionally, during the development of the FY 21 budget, it was discussed that one of the reasons the City
has a very high property tax millage rate was the relatively low level of other General Fund funding sources,
exacerbated by an extremely limited number of grants related to General Fund activities.
Staff has identified a very effective grant writing service, RMPK Funding, of Jupiter, Florida, who has
achieved excellent results for various municipalities in South Florida. One city that has benefited from the
services of RMPK Funding is the City of Oakland Park in Broward County. Attachment #6 is a link to the
RMPK Funding response to a FY 17 Oakland Park RFP for grant writing services which discusses in great
detail this firm's accomplishments and the various government organizations that have received grants
through RMPK Funding submissions.
Attachment #3 is the initial contract between the City of Oakland Park and RMPK Funding and Attachment
#4 is the renewal of this contract which is still in effect. This contract is identical to the one proposed for
the City of Opa-locka and qualifies as the basis for piggyback approval.
Although $25,000 is proposed as the upper limit of the contract, this contract doesn't commit the City to
spend any money at this time. The implementation of this contract results in RMPK Funding meeting with
the City to better understand the City needs. After that, RMPK Funding will propose various grants believed
to benefit the City. Attachment #5 reflects the typical cost for the submission of various grants with City
approval required before any project goes forward. Consequently, the City is continually in the position of
controlling the expenditures under this contract. As indicated on this attachment, if a submission doesn't
receive a grant, it may be submitted again in following years if approptiate and at no extra cost.
The contract includes the provision for the renewal of the contract for two two-year terms, subject to the
agreement of both parties and subject to funds be appropriated for these services in future budgets since the
City can't commit to future spending until budgets have been adopted appropriating funds for these services.
Financial Impact - Budget Amendment #1, adopted by the Commission on November 19, 2020 established a
budget of $25,000 for this service in the Non -Department division, Other Professional Services. It should be
noted that the FY 21 Budget also includes $65,000 for grant writing services in the Enterprise Funds.
Consequently, any costs incurred in the submission of grants supporting the various Governmental Funds will
be charged to the budget established by the FY 21 Budget Amendment #1 while costs incurred in the
submission of grants benefiting the Enterprise Funds will be charged to this latter budget. Even though there
are two funding sources for grant writing services, the $25,000 indicated in the proposed contract for the year
can't be exceeded without further Commission approval. It should be noted that the five-year plan assumed
there would be at least $200,000 of grants per year in support of Governmental Fund activity.
Proposed Action:
Staff recommends the City Commission approve the contract with RMPK Funding

17 bids and has made a recommendation to the City Commission:

22 Section 1. The foregoing "WHEREAS" clause is true and correct and hereby
23 ratified and confirmed by the City Commission. All exhibits attached hereto are hereby
24 incorporated herein.

26 Section 2. The City Commission of the City of Oakland Park. Florida hereby
27 accepts the recommendation as submitted by the City's selection committee and
28 determines that RMPK FUNDING. INC. is the most responsible and most responsive
29 bidder for grant management services:

31 Section 3. The City Commission of the City of Oakland Park. Florida hereby
32 approves and authorizes the appropriate City official to execute a contract with RMPK
33 FUNDING. INC. for grant management services: a copy of the contract is attached
34 hereto as Exhibit "A

37 Section 4. All Resolutions or parts of Resolutions in conflict herewith. be
38 and the same are repealed to the extent of such conflict.

40 Section 5. If any clause, section or other part of this Resolution shall be
41 held by any court of competent .jurisdiction to be unconstitutional or invalid, such
42 unconstitutional or invalid part shall be considered as eliminated and in no way
43 effecting the validity of the other provisions of this Resolution.
