LaPORTE Commissioner Also attending: R. D. Worthing, Att'y. Henry F. Lilienthal and Kathleen Kirton. 1. Mayor Koch called the meeting to order. 2. Mr. LaPorte moved that the 'Minutes' of the Meeting held on May 81 1970 Be approved and that the reading thereof be waived. Motion was seconded by Mr. Hart and unanimously carried. 3. Mr. LaPorte moved that the Financial Report for May, 1970 be ap- proved as submitted, and that all expenses, as reflected therein, be approved. Motion was seconded by Mr. Hart and unanimously ac- cepted. 4. A letter of resignation from Mr. Richard Ward, to the Commission, was read and is filed with the official documents relating to the Commission Meeting of June 12, 1970. Mr. LaPorte moved that the resignation of Mr. Ward be accepted with regret. Motion seconded by Mr. Hoyle and unanimously approved. 5. Fir. Hart moved that Robert D. Worthing be appointed Town Manager j and Deputy Clerk for the Town of Gulf Stream, to fill the vacancy caused by the resignation of Mr. Ward, and that his salary be es- tablished at $7,500.00 per year. Motion was duly seconded by Mr. LaPorte and unanimously approved. 6. Police activity Reports were read covering the Month of May, 1970. 7. Three individuals names were submitted for consideration to fill the vacancy on the Town Commission for the unexpired term of Mr. Stewart Iglehart which expires on the third Tuesday of March, 1972: Mr. John C. Bordeman Mr. Robert A. Parrish Mr. George W. Walker Following general discussion, Mr. LaPorte moved that Mr. George W. [walker be appointed to the Town Commission to fill the unexpired term of Mr. Stewart Iglehart who recently resigned from the Town Commission. Motion was seconded by Mr. Hart, and upon Roll Call, unanimously carried. In compliance with Charter provisions Resolution No. 4 -70, confirm- ing said appointment of Mr. George W. Walker as a Member of the Town Commission of the Town of Gulf Stream, was submitted on first and final reading. On motion of Mr. LaPorte, seconded by Mr. Hart, said Resolution No. 4 -70 was passed and adopted. 8. Mr. John G. Hart, on motion of Mr. Hoyle, seconded by Mr. LaPorte, was appointed Deputy Mayor for the Town of Gulf Stream. Mr. Hart abstaining. 9. Resolution No. 5 -70, authorizing signatures of any two (2) Town Commission Members as acceptable for transaction of matters of finance, affecting the withdrawal of funds from the GENERAL FUND of the Town of Gulf Stream, on deposit at the Boynton Beach First National Bank, was unanimously adopted on motion of Mr. LaPorte and seconded by Mr. Hart. 10. Resolution No. 6 -70, authorizing signatures of any two (2) Town Commissioners as acceptable for transaction of matters concern- ing finance, effecting the withdrawal of monies from the WATER FUND and the RESERVE DEPRECIATION FUND accounts, on deposit at the First National Bank of Delray Beach, was unanimously adopt- ed on motion for its passage by Mr. Hart, seconded by Mr. Hoyle. 11. Resolution No. 7 -70, providing for entering the Safety Deposit Box No. 1950 at the First National Bank of Delray Beach, to be effected ONLY in the presence of any ONE Commissioner and the Town Manager, was unanimously passed and adopted following a motion for its passage by Mr. Hart and seconded by Mr. LaPorte. 12. Ordinance No. 70 -1, proposing a franchise grant to TelePrompTer Florida CATV Corporation was tabled for further study. 13. Following consideration of applications received for filling a vacancy in the Police Department, and the recommendation of the Chief of Police, the Commission was unanimous in its re- appoint- ment of Mr. Robert Mumma as a Police Officer on motion of Mr. ( LaPorte, seconded by Mr. Hart. 14. The Commission was advised of the resignation, from the Trash Collection Department, of Mr. Paul Bradwell. The Town Commission, on motion of Mr. Hart, seconded by Mr. Hoyle, accepted the resig- nation of Mr. Bradwell and in view of his eleven years of good service to the community, authorized severance pay of $1,000.00 to be effected in payments of $100.00 every two months commencing August 31, 1970. 15. Newly appointed Town Commissioner, Mr. George W. Walker, arrived at Town Hall and subscribed to the Oath of Office administered by the Town Manager. Mr. Walker then took his seat at the Commission table and assumed the duties of Town Commissioner as set forth in the Town Charter. 16. Bids for an automobile for administration usage had been solicited from: Adams Chevrolet Company Jerry Earl Pontiac Agency Earl Wallace Ford, Inc., Only two bids were received, Earl Wallace Ford, Inc., declining to bid: Adams Chevrolet Company BID $31017.81 Jerry Earl Pontiac $32356.54 The Town Commission, on motion of Mr. Hart, seconded by Mr. LaPorte, unanimously approved the low qualified bid, in the amount of $3,017.81, and directed its purchase with necessary funds to be appropriated from the General Fund Contingency account. t 17. Att'y. Henry Lilienthal informed the Commission that the Circuit Court of Palm Beach County, Florida has ordered that the Palm Beach County Tax Assessor and Tax Collector provide for assessment of all taxable properties comprising the Town of Gulf Stream, subject to ad- valorem taxation, and collection of all taxes levied on such assessments, respectively. FEE for said services, for the calendar year of 1970, shall total .6% of the total tax levy for the municipality on said total assessed valuations for 1970. Koch, Jr. Town of Gulf Stream After much careful deliberation, I have decided that I should submit to you my resignation as an employee of the Town of Gulf Stream in order that I might apply and actively seek the position of City Clerk for the City of Delray Beach. I will remain as long as necessary to help familiarize my replacement with the duties of the Town. I have only the greatest respect for the Town of Gulf Stream and its residents. That the plaintiffs will perform the services for the remaining defendants as provided under Chapter 69 -54 for the calendar year 1970 and the said defendants will compensate the office of the tax collector of Palm Beach County a sum equal to .287 of the total tax levy of the municipality for the calendar year 1970, and will compensate the office of the tax assessor of Palm Beach County a sum equal.to .327 of the total tax levy of the municipality for the calendar year 1970. 4. The tax collector of Palm Beach County will post an additional bond with good and sufficient surety, in the amount of $50,000, conditioned to duly and faithfully account for the additional taxes required to be collected by him under Chapter 69 -54_in accordance with Sec. 10 of said Chapter 69 -54.
