POLICE AND FIRE COMMISSION MEETING MINUTES OCTOBER 4, 2000 MEMBERS PRESENT: MEMBERS ABSENT: OTHERS PRESENT: 9:15 A.M. CONFERENCE ROOM - POLICE DEPT. Ron Bosi, Todd McEldowney, Ed Caron, and Mark Nienstaedt None Fire Chief Don Knutson, Chief James C. Sebestyen, Captain Glenn Parmeter, Firefigher Dale Jefcik Meeting called to order by President Ron Bosi. Meeting was posted and media notified in compliance with the open meeting law. APPROVAL OF MINUTES: Approve minutes of September 6, 2000 meeting MOTION BY CARON, SECOND BY McELDOWNEY TO APPROVE THE MINUTES OF THE MINUTES OF SEPTEMBER 6, 2000. ALL AYE, MOTION CARRIED. FIRE DEPARTMENT 1. Chief's report The Fire Chief's report was circulated among all members. A copy is attached hereto and incorporated herein. 2. Firefighters' written report No written report from the firefighters 3. Update on promotional procedure Chief Knutson stated they agreed upon what was discussed at the last meeting. President Bosi stated that the Police and Fire Commission still has the final say. 4. Update on Inspection Department duties Chief Knutson advised that he had selected Ken Claflin, Terry Williams and Tom Waydick for the building inspection positions that were instituted. Chief stated they were studying for the four aspects of the certification program and will be going through the testing process. POLICE DEPARTMENT 1. Chief's report The Chief's activity report was circulated among all members. A copy is attached hereto and incorporated herein. 2. Police Officers' written report No written report from the officers. 3. Confirmation of Sara Eichman's probationary period Chief stated that Sara has done extremely well and is able to go out and do her job effectively and efficiently. He also stated that Sara displays a very professional attitude and the comments from citizens, and school officials are that she is doing a real good job. Chief Sebestyen recommended that Sara be confirmed as a full time officer with the department. Captain Parmeter stated that Sara is an excellent addition to this department. MOTION BY NIENSTAEDT, SECOND BY McELDOWNEY THAT SARA EICHMAN BE CONFIRMED AS A FULL TIME POLICE OFFICER FOR THE RHINELANDER POLICE DEPARTMENT. ALL AYE, MOTION CARRIED. MISCELLANEOUS 1. Anything of informational or emergency nature The Commission discussed the use of E -Mail. However, Commissioner Nienstaedt stated that he was not sure if it quite time for that. However, felt that it needs to be a goal of the departments over a reasonable time. Mark suggested possibly a web page first which could reduce some of the paper work. Chief Sebestyen stated that the people on the eligibility list will be contacted to see how many are available. However, he thought it would be wise to begin the eligibility process as soon possible. This matter will be on next month's agenda. 2. Future Agenda a. The next regular meeting of the Police and Fire Commission has been scheduled for Wednesday, November 1, 2000 at 8:30 A.M. Ron Bosi, Pres Police and Fire Commission RHINELANDER FIRE DEPARTMENT 128 West Frederick Street Rhinelander, Wisconsin 54501 DON KNUTSON Fire Chief TO: Police and Fire Commission FROM: Fire Chief Don Knutson SUBJECT: September Activity Report DATE: October 4, 2000 Commission Members: September provided to be a very busy month for our department. All of the crews continued with their Fire Inspection training on 9/14, 15 & 20. There are two more months to go in this certified program. My intention is to defer the second portion of this program in lieu of providing officer training to all of our personnel. This was part of my main plan when I took over this job, so the time might be right to accomplish this. All crews are continuing their American Heat video series training. Inspection routes were completed on the North and South sides of Brown St. along with the near North side. Four of our members attended various classes at the Tomahawk Fire School on 9/9&10. A class that was set up for Tomahawk was conducted at our station on 9/8 for silo fire training. This class was paid for by Nicolet College and will come in handy with the issues that we have had at the Red Arrow plant with their silo storage issues. We provided fire extinguisher training and a brief burn prevention and treatment talk to Headwaters staff on 9/27. We provided a brief training session for the Parks and Rec staff on 9/7 and 9/21 that are monitoring the skateboard park. We also had a familiarization session on 9/19 with SMH ambulance staff as to what they could assist our department with during stand by at structure fires. We assisted Nicolet College staff at the Paper Mill with ladder and hose evolution training on 9/21. Half of our personnel attended a performance evaluation training session of 9/29 sponsored by CVMIC, our worker's compensation carrier. Because of the inclusion of performance evaluations in our promotional criteria, I felt that it is important to provide this level of training to all staff members. This not only shows the officers doing the evaluations what to consistently look for in an employee's performance, but it also shows the employee what is expected of him by the department. The other session will be held on 10/16 for the remainder of our staff. Ken Claflin and Dale Wege attended a quarterly training session in Green Bay on 9/13 for the UST/AST program. They also monitored the removal of underground tanks at Concrete Products and Remington Oil on River and Maple St. These are the last of the federally regulated tanks to be addressed in the City. I met with a representative from Wisconsin Central Railroad on 9/5 to facilitate the removal of an abandoned building on railroad property on Eagle St. The necessary work is being done on this matter. Asst. Wisconsin 54501 Phone 715-365-5300 Fax 715-365.5313 ACTIVITY REPORT SEPTEMBER 2000 Glenn t Parmeter Captain of Police September at the Rhinelander Police Department was relatively busy. One issue continuing to plague the department is the parking complaints on the streets around the Rhinelander High School. Chief Sebestyen, Captain Parmeter and several officers have engaged in monitoring the parking as well as continuing to have officers write citations for violations. On Friday, September 22, the NORDEG Drug Unit made twenty three arrests in the city after a lengthy drug investigation. Three separate warrants were served and two individuals from Milwaukee were involved. Also, the first draft of the 2001 police department budget was submitted to the Mayor for her consideration. This budget as those in recent years went in without frills. Chief Sebestyen met with Public Works Superintendent Gary Knutson to discuss parking matters throughout the city. The Chief has begun research in other communities which may enable the city to consider other options for parking issues dealt with on a regular basis. Training this month was as follows: Sergeants Allen and Lueneburg attended a three day supervisors school at NCTC in Wausau. On the 6th and 7th, Officer Martin attended a Gang Symposium put on by the State of Wisconsin in Rhinelander. Sergeant Melau attended a Rifle Instructor course on September 6 - 8. On the 13'h & 14'h of the month all sworn personnel qualified with their duty weapons and were familiarized with the department rifles. On September 18'h & 19', Dispatchers McGill and Dail attended the "Power Phone Seminar" for dispatchers. "home of the tioda,;..
