RESOLUTION AUTHORIZING A PROFESSIONAL ENGINEERING SERVICES
CONTRACI' WITH T &M ASSOCIATES — FERRY TERMINAL
PARKING LOT PRELIMINARY DESIGN
WHEREAS, the Borough of Carteret is in need of specialized engineering services with
regard to the Ferry Terminal Parking Lot Preliminary Design; and
WHEREAS, the Borough's Consulting Engineers, T &VS Associates, possess the
requisite skill and expertise to provide said services; and
WHEREAS, T &M Associates has submitted a proposal to provide said engineering
services at a total cost not to exceed $39,250.00; and
WHEREAS, the Mayor and Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for said purpose.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough
of Carteret, County of Middlesex, State of New Jersey, as follows:
1. The proposal from T&M Associates for engineering services related to
the Ferry Terminal Parking Lot Preliminary Design at a total cost not
to exceed $39,250.00 at the rate set forth in T & M's existing contract
with the Borough is hereby approved.
2. Annexed hereto is a copy of said proposal.
3. This action is approved as an award of a professional services contract
pursuant to N.J.S.A. 40A:11- 5(1)(a) in accordance with the Borough's
Fair and Open Process as authorized by law.

Preliminary Design
Scope and Fee Estimate for Professional Services
Dear Mayor Reiman:
March 5, 2012
T &M Associates is pleased to submit this scope and fee estimate for professional services
associated with the Preliminary Design of the Arthur Kill Ferry Terminal Parking Lot. The basis
for this scope of services is the project concept plan entitled Parking Lot Site Plan — 742 Spots
prepared in December 2011.
SCOPE OF SERVICES
The following is a list of improvements to be included in the preliminary site plan design:
• The overall site plan to be included in the preliminary design will consist of a 700 to 750
car surface parking lot, associated access aisles, the trail head of the proposed waterfront
greenway or river walk, connections to the existing waterfront park access road and
parking lot, and a building pad location for a future ferry terminal service building.
• The site plan will also include the conceptual layout of the future ferry terminal boat slip
and proposed marine improvements along the shoreline so that the site and marine
improvements are generally aligned and site grading in and around these facilities is
considered,
• The site plan will be designed on an 8 acre parcel of the former DuPont property. Five
(5) acres owned by the Borough and three (3) acres owned by DuPont Co.
• The parking lot will be curbed and designed with a full depth pavement section generally
consisting of 6 -inch DGABC, 4 -inch Superpave Base Course and 2 -inch Superpave
Surface Course.
• The parking lot site plan will be designed to comply with NJDEP Stormwater
Management regulations.
In order to achieve the Borough's objectives, we propose the following scope of services.

A. PRE - DESIGN PHASE
Field surveys will not be conducted for this phase of the project. We will obtain and
utilize existing conditions base mapping prepared by the E.I.'DuPont Company
(DuPont) for the site. We have assumed that this mapping will be supplied in
AutoCAD format. We have also assumed that DuPont will supply a filling and
grading for the site depicting rough site grading prior to placement of an
environmental site cap.
2. We will conduct a preliminary review of the datum and existing topographic
information presented on the DuPont Plan.
3. New project base maps will be prepared for the preliminary design utilizing the
DuPont mapping in AutoCAD format at a scale of 1" = 30' and tax map accuracy
right of way lines will be shown on the base maps.
4. We will obtain and review the most current DuPont site "Filling and Grading Plan"
being designed by Geosyntec for DuPont.
5. The site plan will show existing and proposed easements and regulatory restrictions
such as the government pier head and bulkhead lines.
6. The proposed DuPont Co. Greenway Easement dedication across its property will be
added to the site plan for purposes of showing the proper alignment of the Borough's
proposed river walk.
7. We will conduct field investigations to confirm existing topographic information
provided by DuPont Co.
B. DESIGN PHASE
1, A preliminary design will be prepared and will include the following items.
a. Graphical horizontal geometry denoting pavement dimensions, parking
spaces, ADA spaces, curve radii, aisles and limits of curbing,
b. Preliminary grading, including a preliminary drainage system design and
layout. The drainage system design will include the location of drainage
structures and piping, but pipe sizing calculations and pipes will not be
performed at this time. Due to the presence of onsite contaminated soils, we
believe that low impact development (such as water quality swales) will not
be required by NJDEP. Storm water will be treated with manufactured
devices.

c. Proposed typical sections.
d. Updated preliminary construction cost estimate.
2. The preliminary design will be presented as a preliminary set of construction plans in
AutoCAD format to support the preparation of a future final design and future
construction drawing set and will consist of the following:
a. Title sheet with key map.
b. Standard Legend and Typical Sections sheet.
c. Construction Plans (I " =30').
d. Layout and Grading Plans indicating proposed parking lot and roadway
centerlines tied to a established baseline line for the future lot construction.
e. Soil Erosion and Sediment Control Plans Standard details.
f. Standard Construction Details for typical project elements.
We will schedule and attend a maximum of two working meetings with DuPont Co.
and its consultants to review and coordinate this preliminary parking lot plan with the
DuPont Filling and Grading Plan.
4. It is expected and our services include limited revisions with respect to the our
preliminary grading plan based on our meetings with DuPont and its consultants
referenced in Item 3 above.
S. Quantities will be estimated by item for the preliminary construction cost estimate.
6. We will review the preliminary plans with appropriate Borough officials when
complete and submit three (3) copies of the plans to the Borough.
EXCEPTIONS
The following exceptions are noted and these specific services are excluded from this scope of
services:
The preliminary parking lot design drawings will show existing Wetlands and State Open
Waters as previously delineated by others for the DuPont Co. Our services do not
include new or updated delineations.
We will not schedule or attend an NJDEP pre - application meeting for future
environmental permits and approvals.

This scope of services does not include preparation of any project permits or agency
approval applications.
We will not prepare nor will the plan include a metes & bounds description for the three
(3) acre parcel to be acquired by the Borough from DuPont.
Utilities for the future ferry slip or service terminal building are not included in the
preliminary design.
FEESCHEDULE
We are prepared to initiate the design services outlined above upon your authorization. Based on
this scope of services, we propose a fee of $39,250 to be billed monthly utilizing our current
billing rate schedule.
