AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT
BETWEEN THE BOROUGH OF CARTERET AND MIDDLESEX
COUNTY DIVISION OF SOLID WASTE MANAGEMENT
E -WASTE SUBSIDY PROGRAM
BE IT RESOLVED by the Mayor and Council of the Borough of Carteret that the
Mayor and appropriate Borough Officials are hereby authorized to execute the E -Waste
Subsidy Program Agreement between the Borough of Carteret and Middlesex County
Division of Solid Waste Management, in a form approved by the Borough Law Director
and Director of Municipal Engineering & Public Works.
Adopted this 2l' day of June, 2012
and certified as a true copy of the
original on June 22, 2012.

Middlesex County, through the Division of Solid Waste Management, has had a successful e -waste
program in effect since 2000. We contract with a responsible vendor for the recycling of these items. Our
vendor accepts e -waste (televisions, computers, etc.) in two different manners. E -waste is either delivered
directly to the vendor at scheduled times by residents; or the municipalities themselves make arrangements for
bulk delivery or pick up by the vendor of e -waste that has been collected fiom its residents
Prior to 2011, the County assumed all recycling costs, which was over $300,000 per year by 2010.
Since 2011, via the adoption of the State Electronic Waste Management Act, manufacturers have been
responsible for funding the recycling of certain e -waste items. The County's current e -waste contract is
resulting in revenue being received back from the vendor because of this new law.
We are offering your town the opportunity to share in this subsidy. To that extent, enclosed are four
(4) copies of the interlocal service agreement covering the E -waste Subsidy Program. If acceptable, all 4
copies must be officially executed (official signatures, municipal seal and a copy of the ordinance or resolution
authorizing the execution of the agreement) and returned to us so that the Board of Chosen Freeholders may
approve and execute same. Thereafter, a fully executed copy will be returned to your municipality along with
a package of instructions on how to submit a properly documented reimbursement request.
If your municipality chooses to contract with your own vendor for e- waste, please contact the Division
of Solid Waste Management to discuss the minimum documentation requirements you should request of your
vendor so that you can be assured that your e -waste is being handled in a responsible manner. Also, please be
advised that if you utilize a vendor other than the County's contractor, your municipality will not be able to
participate in the remaining aspects of the County's e -waste contract, including the delivery of consumer
electronics and mercury containing devices to the contractor's facility by residents.
