RESOLUTION AUTHORIZING A PROFESSIONAL SERVICES CONTRACT
ENGINEERING SERVICES WITH T &M ASSOCIATES —
WATERFRONT PARK AND FERRY TERINHNAL GENERAL ASSISTANCE
WHEREAS, the Borough of Carteret is in need of specialized engineering services with
regard to Waterfront Park and Ferry Terminal general assistance; and
WHEREAS, the Borough's Consulting Engineers, T &M Associates, possess the
requisite skill and expertise to provide said services; and
WHEREAS, T &M Associates has submitted a proposal to provide said engineering
services at a total cost not to exceed $10,000.00; and
WHEREAS, the Mayor and Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that fluids are or will be available
for said purpose.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough
of Carteret, County of Middlesex, State of New Jersey, as follows:
L The proposal front T &M Associates for engineering services related to
Waterfront Park and Ferry Terminal general assistance at a total cost
not to exceed $10,000.00 at the rate set forth in T & M's existing
contract with the Borough is hereby approved.
2. Annexed hereto is a copy of said proposal.
3. This action is approved as an award of a professional services contract
pursuant to N.J.S.A. 40A:I 1- 5(1)(a) in accordance with the Borough's
Fair and Open Process as authorized by law.

Dear Mayor Rehnan:
As requested, we are submitting the below scope of services and fee estimate for professional
services to provide the Borough will general engineering assistance related to the development of the
marine ferry terminal, waterfront parking facilities, and Greemvay along the Arthur Kill.
The Borough and DuPont Corporate Remediation Group (DuPont) have been working together in an
effort to develop various properties at the Arthur Kill waterfront related to the Borough's f iture ferry
terminal and DuPont's environmental remediation of its waterfront property. Related to these
matters, as requested, T &M Associates has been providing general engineering assistance to the
Borough.
hr order to achieve the Borough's objectives moving fortivard, we propose to provide the following
general engineering services:
1. T &M will attend meetings with representatives of DuPont and their legal and envirommental
consultants to review and define the property development issues and coordinate the
dissemination of project related information to and fiom DuPont.
2. We will provide general technical support and available background information on the site
of the Borough's proposed ferry service terminal to DuPont and the Borough.
3. T &M will meet with and assist DuPont's staff and engineering consultants relative to the site
use issues for the property in question and provide ferry terminal design data as necessary.
4. Specific items of work related to the DuPont site remediation will include review of DuPont
site capping plans; Greenway Easement dedication; additional property acquisitions fi•om
DuPont; and various dealings with the NJDOT and FHWA related to the use of federal funds.
5. Specific items of work associated with the development of the Borough's ferry terminal and
parking facilities include concept plan modifications; cost estimate revisions; meetings with
ferry operators; support in seeking county open space funding; and preparation of alternate
parking plans for the ferry and entire Borough waterfront property.
We are prepared to provide the above general engineering services outlined above and other related
services upon your authoriza ' Based on this general scope of services, we recommend an initial
