HomeMy Public PortalAbout2020.03.18 PRAC MinutesParks & Recreation Advisory Committee Minutes March 18, 2020 6:00pm, American Legion Hall Committee Members Present: David Petty, Terry Edvalson, Forest Stanley and Donna Bush Staff Member Present: Kurt Wolf & Stefanie Bork Welcome- Meeting was called to order by Forest Stanley at 6:25pm Public Comment- No public comment Agenda Review & Updates- None Introduction of Guests: No guests present Review minutes from previous meeting: January minutes were reviewed, Terry Edvalson motioned, Donna Bush seconded, all were in favor. Business: 1.Parks and Recreation Shop Relocation- Kurt updated the committee on cost and design of the new shop and renovations to the 10 Bay onsite at the Historic Museum site. Phase 1 will consist of the main shop, office space and storage and phase 2 within 5 years with the addition of 2 bays to be added on to the Parks shop. Over budget costs were based on site work and prep of the grounds and fill dirt. Kurt hopes to reduce costs with some in house savings on material. Planning and zoning will be submitted by the end of this month and Kurt will present to the State Lands Department in April with a focus on the educational piece of recreation programming at the Historic Site. Kurt gave a brief update on the passing of the bond through City Council. City focus is on education and providing material to the public to educate themselves on the Library Bond. Stefanie handed out educational material generated from Erin Greaves in the Communications Department to PARC Committee members for their review. Terry voiced concern that the short time frame will limit the education of community members on how Parks and Recreation department will be affected and whether or not the bond will pass vote on May 191h, 2020. 2.Recreation Stefanie gave an overview on closed and current programming successes and failures. The Luminary walk was a successful event the second weekend of Winter Carnival with attendance of 150 walkers and received positive feedback. The Full Moon Snow Series was not as successful only one person was in attendance and the upcoming 2nd scheduled full moon experience has been canceled based on the weather forecast. Tots and Tykes movement sessions have been attended well with 13 toddlers registered for session 1 and 5 registered for session 2. 216 E. Park St. The Adulting 101 series of classes will continue through April next week's class will focus on Finances. Social Media feedback has been positive. Tara and Stefanie are currently completing Training with the Arthritis Foundation for the Walk with Ease program. The recreation department will host 3 sessions of 6-week programming for adults with a goal of reaching at least 100 community members. 3.Parks Department Winter carnival- Kurt voiced that it went well with minimal complaint on snow removal or sidewalk maintenance. Kurt said the partnership was great with the Chamber and the Parks crew members stepped up and helped get Sharlie down the parade route. Kurt and Tara helped with the close of the parade with the boy scouts on candy litter pick-up, following the parade. Terry commented on the sidewalk care and said USBank has been great with the follow-up and collaborating with Parks this winter season. Terry hopes business that maintained their walkways will be recognized by the City. Avalanche Beacon Training Park- Kurt informed that 7 beacons are located within Harshman Skate Park/Mountain Bike Skills Park and available to the public to practice avalanche beacon finding skills. This new feature was made possible by The Friends of the Avalanche Center and additional community sponsors. Wooley Boardwalk- Stefanie is working on completing a nomination packet for Wooley Boardwalk to be recognized by the Idaho Parks and Recreation Department as an outstanding park facility. If selected for award the Project will be recognized at the Idaho Parks and Recreation Conference at the end of April. 4. Next meeting date and agenda items: -Littoral Rights, IDL and Laura Moore Grant and altered design at Rotary Park -IRPA Conference 5.
