AUTHORIZING A PROFESSIONAL SERVICES CONTRACT
WITH CME ASSOCIATES, RE: IINIPROVEMENTS TO THE INTERSECTION
OF ROOSEVELT AVENUEJIVIINUE STREETNOST BOULEVARD
WHEREAS, the Borough of Carteret is in need of professional land surveying and
engineering services with regard to improvements to the intersection of Roosevelt
AvenueNlin ie Street/Post Boulevard; and
WHEREAS, CbIE Associates, 1460 Route 9 South, Howell, New Jersey 07731,
possesses the requisite experience and expertise to provide said services; and
WHEREAS, CME Associates has submitted a proposal to provide said services at a total
cost not to exceed 5117,000.00; and
WHEREAS, the Mayor and the Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for said purpose.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the
Borough of Carteret, County of Middlesex, State of New Jersey, as follows:
1. The proposal from CME Associates for professional surveying and
engineering services with regard to improvements to the intersection
of Roosevelt Avenue %otinue Street/Post Boulevard, at a total cost not
to exceed $117,000.00 is hereby approved.
2. This action is approved as an award of a professional services contract
pursuant to N.J.S.A 40A:11- 5(i)(a) awarded pursuant to the
Borough's Fair and Open process as authorized by law.
3. A copy of this Resolution be forwarded to the Borough's Purchasing
Department and CME Associates.

We are pleased to present our proposal for continued services for the Improvements to
the Intersection of Roosevelt Avenue and Minue StreeUPost Boulevard located in West
Carteret. As you are aware, CME Associates has been authorized and completed or is
completing the following phases to date:
Phase I — Land Surveying, Right Of Way and Base Mapping (Complete)
Phase II — Traffic Study and Concept Design Evaluation (Complete)
Phase III — Preliminary Design Phase
In order to continue advancing this project, we propose the services as identified below
including the final design phases for the improvements which are necessary to
accommodate the future redevelopment projects anticipated by the Borough.
The subject intersection is under the jurisdiction of Middlesex County and the New
Jersey Turnpike Authority. Approval from the two agencies will be sought. We are
currently reviewing a draft cost sharing agreement between the Borough and County for
funding of the intersection. The signal design and intersection improvements will
transition to the existing improvements on the Turnpike Bridge. The design will permit
the transition of the proposed signal to the eventual expansion of the subject bridge.
The agreement shall indicate that the Borough is the lead agency in implementing the
design and construction of the project.
The signalization improvements associated with the intersection will generally include
the installation of traffic signals, foundations, poles, electrical conduits, a controller
cabinet, a meter cabinet, junction boxes, video detectors, pedestrian push buttons,
crosswalks, traffic line striping and signage in accordance with the Manual on Uniform
Traffic Control Devices. The anticipated intersection, site, and geometric design

improvements shall be in accordance with Middlesex County Standards and "A Policy on
Geometric Design of Highways and Streets 2004 ", and shall include pavement
milling /reconstruction, hot mixed asphalt surface course installation, necessary roadway,
curb, sidewalk and median construction, landscape restoration, and other related work.
With this, we propose the following scope of services:
Final Design Phase
Work in this phase will include the preparation of final construction plans based on the
County's review of the preliminary construction plans. The plan set will generally consist
of a title sheet, location plan, legends, estimate of quantities, cross sections,
construction notes, construction plans, survey layout information, traffic signal signing
and striping plans, soil erosion and sediment control plans, electrical plans, maintenance
and protection of traffic plan and construction and electrical details. At this time, the
plans will need to be revised to include the recently installed driveway for the PC
Richards project and the inclusion of a left hand turn lane for same.
Parcel Mapping
Services included in this phase will include professional Land Surveying services
required for the creation of Right Of Way parcel maps, easement acquisition maps and
temporary construction easements with metes and bounds legal descriptions and will
include the following:
• Public records research and pre -field review
• Setup search points for field investigation.
• Field traverse, locations, and data collection.
• Field and office data plotting and analysis.
• Parcel base map generation.
• Prepare parcel maps.
• Prepare temporary construction easement acquisition maps.
• Prepare mete and bounds legal descriptions.
The fee provided for this phase is a budget amount and will be revisited once the extent
of property acquisition required is determined.

Permit Phase
This work will consist of securing permits from the following agencies:
• Freehold Soil Conservation District, if necessary, as determined by the ultimate
limit of disturbance required to address all erosion issues.
• County of Middlesex Engineering Department
• New Jersey Turnpike Authority
Preparation of Bid Documents
Work in this phase will include the preparation of contract bid documents, technical
specifications and final construction cost estimate for the project.
Utility Coordination
It is anticipated that extensive utility relocation work will be required prior to the
construction of the improvements. This phase is proposed to work with the utility
providers within the project limits to coordinate the upgrade or relocation of any utilities
prior to and during the construction phase.
Bid Phase Services
This phase will include the following services to publicly bid the project in accordance
with the Local Public Contracts Law:
1. Provide Bid Documents to Prospective Bidders as needed;
2. Provide Addenda for Clarification of Project Specifications;
3. Attend Bid Opening;
4. Analyze Responsible Bids and Recommend Contract Award;
5. Coordinate with the Borough as needed.

• Any environmental assessment and /or permitting including investigation for the
presence or absence of contaminated and hazardous or toxic materials in the
soil, surface water, groundwater or air on or below or around this site, or on any
property effected by the construction of the project. Should these services be
required, at the request of the Borough, these services will be provided and
considered as extra work and will be based on the hourly rate or a fixed fee
mutually agreed upon writing.
• The proposal does not include costs associated with bonding fees, legal fees,
subsurface investigations, permit fees, the acquisition of any permits not listed,
nor do they include Construction Phase Services.
• Our contract documents will include wording that requires the contractor to be
responsible for all applicable OSHA and other regulatory agency requirements,
as well as safety, construction means and methods, and the usual other
requirements that are normally included in our standard specifications.
• The proposal does not include costs associated with additional services that may
be required by the New Jersey Department of Transportation (NJDOT) except for
the NJDOT review for the proposed traffic signal.
• A quotation for construction phase services will be provided based on the extent
of improvements at the completion of this contract and upon award of a contract

to the successful bidder. At this time we recommend you budget $150; 00 for
this work
• Application fees are considered extra and will be requested at the time of
submission for any required building permits.
• Printing costs will be invoiced in accordance with our contract with the Borough.
• The above - quoted fees will be in effect for a period of twelve (12) months from
the date of this proposal; however, the fees on the hourly rate schedule are
subject to change by January 1 of each year.
Should you accept our fee estimate, kindly provide a purchase order or professional
services resolution authorizing same.
