Reiman at 6:00 P.M., Thursday, June 21, 2012, Council Chambers, 61 Cooke Avenue, Carteret, New Jersey. Upon individual roll call the following were noted present: Councilmember Vincent Bellino " Jorge Diaz Dennis DiMascio " Randy Krum Joseph Sitarz Noted absent was Councilwoman Susan Naples. Also noted present was Borough Attorney Robert J. Bergen, Esq. and Municipal Clerk Kathleen M. Barney, MMC. At this time the Mayor asked that all cell phones be turned off or on silent. The meeting was opened with a minutes of Silent Prayer and the Pledge of Allegiance led by Mayor Daniel J. Reiman. Mayor Reiman asked that anyone wishing to sign in to address the Governing Body to please do so now. Council Meeting Roll Call Noted Absent Noted Present Silent Prayer/ Pledge of Allegiance 1 June 21, 2012 Statement of The 2012 Annual Notice was mailed to The Home News Meeting Notice Tribune, The Star Ledger and posted on the bulletin board on January 9, 2012. Notice was published in The Home News Tribune on January 9, 2012 and in The Star Ledger on January 10, 2012. Approval of Upon MMS &C, by Councilmembers Diaz and Sitarz and Minutes unanimous affirmative vote of the five (5) members present, the minutes of June 7, 2012 were approved as transcribed and engrossed by the Clerk. Public Portion, Public Portions on Resolutions /Agenda Items and New Resolutions, Agenda Business - Items & New Busines Upon MMS &C, by Councilmembers Diaz and Krum and Open to Public unanimous affirmative vote of the five (5) members present, the meeting was opened to the public. Louis Wilden stated that he is here to discuss the Glass Discussion Wilden Steagall Bill #1489. He said he has literature to pass out L. regarding Glass Steagall and also information on NAWAPA creating a continental system of water regulations. Bill #1489 would restore the Glass Steagall prudent banking system. He has a resolution of support from the Middlesex County Board of Freeholders. He asked for a resolution from Carteret asking that Bill #1489 be implemented. He asked that they call Congressman Sires for his support. Mayor Reiman asked if he met Congressman Sires. Felipe Souza Mr. Wilden said his colleagues have met with him. Felipe Souza is here from the same organization. He wants to urge the Borough to pass Glass Steagall. Right now the 2 June 21, 2012 money in your pocket can be all you'll have. If it doesn't pass we could be the next Greece or Spain. We could go to the banks or ATM and they'll be nothing there. We could go to a store and the bread will be $20.00. Without Glass Steagall that's the reality. We have to keep investment banks away from commercial banks. Then we could tell Wall Street just because you made a bad investment we are not going to bail you out. He asked them to urge our representatives to pass the Glass Steagall Act. Mayor Reiman said obviously we have not had an opportunity to read it. We will have to take a look at it and consider it for a future Council Meeting. As the bill is proposed, it is looking to separate Commercial Banks from Non- Commercial Banks. Any proposals for the Federal Reserve System? Mr. Wilden said they would like to convert to a National Bank, The Mayor thanked Mr. Wilden. Re: Remedial Work Regarding the Carteret Boat Ramp Parking Lot. Discussion Continued Closed to Public Resolution a June 21, 2012 Mayor Reiman said this is remedial work with regards to the Boat Ramp. We are trying to get our money back from the DEP. We have to submit some remedial action plans with regard to this. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Krum and Sitarz voted in the affirmative. Councilmember Naples was noted absent. Councilmember Krum asked the Mayor if they were still in Discussion remediation for the slips at the Waterfront. Mayor Reiman replied they have some dollars set aside from the DEP. It is under the HDSRF Fund. We hope to be out to bid sometime this summer and start remediation before the end of the year. At the moment we do not have our Waterfront Development permit. We have applied for it and the DEP is considering it. The Mayor said he had a meeting that afternoon with Cindy Randanzo from the DEP. HARBOR Opts which is basically a lobbying organization for some of the industry and for the pilot association they have been opposing for any recreational use of the channel. They have been opposed to it from the beginning and they have tried to stop us with the Pier Extension, the Boat Ramp and the floating dock. They have always lost. The US Supreme Court has ruled in the past that the channel is as much for recreational use as it is for commerce. Once we get through with the permit process and get the permit we will know a better time frame on this. Councilmember Krum said that the residents were asking him and he didn't know. Q June 21, 2012 Mayor Reiman said if all goes well we could be in the ground this Discussion year, otherwise there is a moratorium. The Army Corp. has a Continued moratorium on dredging from January 1 until June 31. If we don't get in before the winter then it'll take place next year. Upon MMS &C by Councilmembers Diaz and Bellino, all bills Bill List appearing on the prepared list, properly audited and signed were ordered to be paid. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Krum and Sitarz voted in the affirmative. Councilmember Naples was noted absent. REPORTS BUILDINGS & GROUNDS - Committeewoman Naples was noted absent. In her absence the Mayor reported Progress. FINANCE & ADMINISTRATION - Committeeman Diaz reported for several weeks the finance department has been busy preparing for the annual audit. It is underway and going very well. Progress. FIRE & DOMESTIC PREPAREDNESS -- Committeeman Krum reported on June 16th the Fire and EMS participated in Kinder Morgan worse case Scenarios Drill. The Drill included members of Kinder Morgan Emergency Response Team and their Office of Emergency Management and the Police Department. We also have four (4) officers attend a two (2) day tactical command class for fighting fires in garden apartments and local dwellings at the Middlesex Fire Academy. On a sad note, on June 11th a long time member of our morning checkup program, Mary Cero, passed away. Mary was in the program for fourteen (14) years and referred to the firefighters & EMT as her Fire Kids. Mary passed away at the age of 104 years old and her morning conversations will be greatly missed. Other than that, Progress. Reports Buildings & Grounds Finance & Adminstration Fire & Domestic Preparedness 7• June 21, 2012 Parks, Recreation & PARKS, RECREATION & PUBLIC PROPERTY- Committeeman Public Property Bellino reported there has been a normal weather and clean up is ongoing. Progress. Re: Kelly Miller The Mayor said they had a fantastic Charity Circus with the Kelly Traveling Circus Miller Traveling Circus. This is their first venue into Carteret. It was sold out shows and we had to add a fifth show to it. It was really a spectacular time and very affordable for families to come and enjoy. The Mayor thanks the Parks Department for their assistance. Police POLICE- Committeeman Sitarz reported that they are waiting for one more police car to come in and then all the new police cars will be on the road. Other than that, Progress. Public Works Comments PUBLIC WORKS - Committeeman DiMascio reported that he spoke to Mr. DuPont about six weeks ago about the railing on Roosevelt Avenue as you come off the Turnpike. The Mayor said we sent a letter to the Turnpike and the County. The County said it is the Turnpikes responsibility and the County says it is the Turnpikes responsibility. Committeeman DiMascio said that they called Deputy Director Ronald Rios to see what he could do. The Mayor said Ralph Albanir who oversees Public Works and John Reiser, the Engineer from the County has taken the position that those improvements have not been accepted by the County from the Turnpike. So therefore they are saying is that the Turnpike needs to fix the railing, but they need to fix some of the curb -cuts and the Handicapped crosswalks before the County will N June 21, 2012 take the responsibility. So it seems to be some sort of match between the County and the Turnpike. We are going to go on record telling the Turnpike they need to fix those improvements. They did come in and modify the timing at one of those intersections but there's still more to do. Committeeman DiMascio said Hickory and Hagaman again. The Discussion patch that Public Service patched. He spoke to Mr. DuPont again Continued and he said he thought they already fixed that. It is worse now almost like a sinkhole. The Mayor asked if he knew what utility it was. Councilmember DiMascio replied PSE &G. The Mayor said the only way we can get their attention is by not paying ... We just got the Water Company to fix Matthew St. where they had a water leak. We held back $330,000.00 dollars back, Re: PSE&G almost 18 months worth of bills before they came and fixed it. We will now continue to play that game with PSE &G until they get the work done Councilmember DiMascio reported Chestnut and Jackson; the Discussion residents are complaining that it is a very dangerous intersection Re: Blinking Li=ght because the cars are shooting right through the stop sign there. He or stop said he didn't know if they could put a four- way Stop or a Blinking stop. 9. June 2t 2012 Mayor Reiman said they could get Public Works to add a blinking red light above the Stop Sign. There is plenty of visibility. You can see the stop sign but they are blowing past the stop sign. We'll look to add a blinking flasher. Councilmember DiMascio addressed Council Bellino about Veteran's Field and who maintains the field. Councilmember Bellino said the Parks Department maintains Veteran Field. Discussion Councilmember DiMascio asked if there was a certain brush to maintain the field. Councilmember Bellino replied if required than yes, if not required than no. Mayor Reiman said about twice a year an outside contractor comes in with a machine that looks like a sweeper, it has a brush on it and it re- grades all the rubber pellets around. Councilmember DiMascio said for the amount of time it is being used, it should be done every two weeks. Mayor Reiman said two weeks isn't feasible from a cost prospective but perhaps we could increase how often it is being done. 10 June 21, 2012 Councilmember Bellino said to try to keep up with it, even our fields here we get done every quarter because the pitching mounds get ripped up. Councilmember DiMascio said there are patches on the field, he Discussion was watching a game on Sunday and it is wearing out, I don't want Continued to lose the field. Mayor Reiman said we will raise that with the maintenance contractors and the Parks Department. Councilmember Bellino said it should have been done last week and replaced already. It is an ongoing thing. Councilman DiMascio said that is the only field I see like that. Out of town keep coming in and running tournaments here. Mayor Reiman asked who's running it from out of Town. Councilman DiMascio replied that he didn't know. They just say it is out of towners coming in and running tournaments. Mayor Reiman said you should verify that. Tonight is the High School Graduation and he wished the Senior Class the best of luck. He will also be heading down, momentarily to the County Freeholders Meeting. The County has a resolution on for tonight for a grant of Seven million dollars for our Waterfront project. We look forward to picking up that check.
