Dear Interested Party:
The Payette National Forest is proposing to sell property that has been identified as excess to
the Forest's needs. This land sale is authorized pursuant to the Forest Service Facility
Realignment and Enhancement Act of 2005 (Title V. P.L. 109-54) (FSFREA). This Act
provides authority to the Secretary of Agriculture to convey an administrative site, or an
interest in an administrative site, that is under the jurisdiction of the Secretary by sale, lease,
exchange, or by a combination of sale and exchange, or by such other means as the Secretary
considers appropriate.
The objective of this project is to dispose of administrative sites that have been identified as
excess and in retum reduce the Facilities maintenance costs. Funds from the sale will be
retumed to the Forest for facilities maintenance or can be used to build new facilities. The
property being proposed for conveyance is bare land located within the city limits of McCall,
Idaho. The property is described in the attached Notice of Realty Action.
As stated in the Notice of Realty Action, the Forest is requesting comments on this project. If

NOTICE OF PROPOSED REALTY ACTION FOR A DIRECT SALE

McCall Riverview Parcel Conveyance
Notice is hereby given that the Forest Service, United States Department of Agriculture, is
proposing to sell the lands identified below at not less than the market value pursuant to the
Forest Service Facilities Realignment and Enhancement Act of 2005 (Title V. P.L. 109-54)
(FSFREA).
The proposal for sale includes the following lands and interest in lands under the jurisdiction of
the Forest Service:
Payette National Forest
Valley County, State of Idaho
Boise Meridian
T. 18 N., R. 3 E.
Sec. 16
A parcel of land being a portion of that certain Record of Survey, recorded as Instrument No.
134732 on March 27, 1984, in Book 1, Page 217 of Record of Surveys, Valley County, Idaho,
and more particularly described as follows:
Commencing at the section comer for sections 16, 17, 20 and 21, T. 18 N., R. 3 E. B. M., the
POINT OF BEGINNING; thence N. 0° 33' 24" E., along the section line between sections 16
and 17, a distance of 1325.43 feet to the S1/16 comer for sections 16 and 17; thence N. 89°
55' 17" E., along the north boundary of the SWY4SW1/4 section 16, a distance of 299.00 feet
to a point on the easterly right-of-way line for Mission Street; thence S. 0° 33' 24" W., along
the easterly right-of-way line, a distance of 385.43 feet to a point of curvature; thence along
a curve to the right a distance of 307.69 feet to the point of tangency, said curve has a radius
of 848.51 feet with the cord bearing of S. 10° 56' 42" W., and a chord distance of 306.01
feet; thence S. 21° 20' 00" W., continuing along the said right-of-way line, a distance of
542.04 feet to a point of curvature; thence along a curve to the left a distance of 138.89 feet
to a point on the section line for sections 16 and 21, said curve has a radius of 472.60 feet
with the cord bearing of S. 12° 54' 52" W., and a chord distance of 138.39 feet; thence S. 89°
38' 17" W., along the section line between sections 16 and 21, a distance of 21.92 feet to the
section comer for sections 16, 17, 20 and 21, and the Point of Beginning.
Parcel contains 6.396 Acres more or less.
The property consists of bare land, located within the City limits of McCall Idaho. The mineral
estate will be included in the estate to be sold.
The property is proposed for direct sale to the City of McCall, with the intended future use as
part of the Riverfront Park Project, unless environmental analysis or lack of city funding
preclude the action. Should that occur the property would be sold under competitive bidding
procedures. The sale will be subject to valid existing rights and encumbrances of record. The
Forest Service may also include in the conveyance any reservation necessary to protect the
interests of the United States. Specific terms of the sale will be provided in an Offer to Sell
which will be made after all environmental studies and other required analysis are completed and
final decision to sell the property is made.
Federal law requires purchasers to be U.S. citizens, 18 years of age of older; a corporation
subject to the laws of any State or of the United States; a State, State instrumentality, or political
subdivision authorized to hold property; or an entity, including but not limited to associations,
partnerships, capable of holding property in the State. Proof of qualification to purchase the
property will be required.
Additional detailed information, including complete property description, maps, list of
reservations and encumbrances, etc. is available for review during regular business hours at the
McCall Ranger District Office, 102 W Lake Street, McCall, Idaho.
The Forest Service, Intermountain Region, has made a preliminary assessment that this proposal
falls within a category of actions listed in the Forest Service NEPA Handbook (FSH) that are
excluded from documentation in an Environmental Assessment (EA) or Environmental Impact
Statement (EIS) and that no extraordinary circumstances exist that would preclude use of the
category FSH 1909.15, Chapter 31.12(7)—Sale or exchange of land or interest in land and
resources where resulting land uses remain essentially the same. As required by the National
Environmental Policy Act, the Forest Service is seeking comments to help identify significant
issues related to the proposal. Unless scoping indicates extraordinary circumstances exist which
may significantly affect the environment, the decision to proceed will be documented in a
Decision Memo and the decision will not be subject to appeal, in accordance with 36 CFR
215.12(f).
The Forest will be taking comments related to the proposed sale for a period of 30 days from the
date of publication of this notice. The general public and interested parties, who wish to offer
