Glenn Clerk Treasurer Greencastle Common Council Special Meeting Minutes August 25, 2009 4:00 P.M. Greencastle City Hall Call to Order; Roll Call A. Mayor Murray called the special session of the Common Council to order at 4:00 PM; Roll call: Adam Cohen, Jinsie Bingham, Terry J. Smith, Phyllis Rokicki and Mark Hammer present. Public Petitions and Comments III. Old Business A. Ordinance 2009 -5, An Ordinance Amending The City Of Greencastle Zoning Code Regarding Landscaping Standards, Second Reading 1. Motion by Adam Cohen to approve on second reading, second by Jinsie Bingham, unanimous approval. B. Ordinance 2010 -9, An Ordinance Amending Ordinance 2002 -6 Establishing School Zone Speed Limits Within The City of Greencastle, Putnam County, Indiana, Second Reading 1. Motion by Terry J. Smith to approve, second by Adam Cohen, unanimous approval. IV. New Business A. Ordinance 2009 -10, An Ordinance Designating Stop Intersections, First Reading 1. Mayor Murray read this Ordinance in its entirety. Motion by Adam Cohen to approve as presented, second by Jinsie Bingham, unanimous approval. B. Ordinance 2009 -11, An Ordinance Establishing The Size of The Departments Of City Government Of The City Of Greencastle, Indiana, Fixing Salaries For The Employees Of Such Departments And Fixing The Salaries Of Certain Other Appointed Officials For The Year 2010, First Reading 1. Mayor Murray reviewed this Ordinance in its entirety, with discussion regarding various department changes. 2. Motion by Jinsie Bingham to approve as presented on first reading, second by Mark Hammer, unanimous approval. C. Review of 2010 Budgets 1. Planner — Shannon Norman present for questions. Discussion. 2. Attorney — Laurie Hardwick present for discussion. 3. Police Department — Tom Sutherlin present for questions. Discussion. 4. Fire Department — Bill Newgent present for questions. Discussion. 5. Department of Public Works — Brad Phillips present for questions. Discussion. 6. Cemetery — Ernie Phillips present for questions regarding his budget. Discussion. 7. Board of Works, Common Council, Engineer budgets reviewed by Council. 8. Mayor budget reviewed by Council. 9. Clerk Treasurer Budget reduce CPA line item by $800.00 to $2200.00 10. CCD Budget reviewed by Council. 11. EDIT, TIF Budgets reviewed by Council. Discussion. 12. Park and Recreation — Rod Weinschenk present for questions and discussion.
