CEOs issued the property owner a code violation warning directing them to properly maintain the perimeter hedges. CEOs patrolling the area of the 100 Block of Park Drive noticed a pool service emptying a pool onto the roadway. CEOs initiated a NPDES investigation and immediately halted the activity. CEOs continue to monitor the beach areas for persons violating the Village’s leashed dog ordinances. The Code Enforcement Unit assisted patrol operations by manning a post for the Village’s Tree Lighting Event at Founder’s Circle. The unit’s presence at the scene allowed patrol officers to remain vigilant throughout the Village. Criminal Investigations The Criminal Investigations Division (CID) conducted two pre-employment background investigations for applicants to the position of recreation leader. The CID conducted a third background investigation for an applicant to the position of municipal service worker. The backgrounds used criminal justice sources and public records sources to verify information provided by each applicant. Background investigations help Village administrators ensure all hires meet established requirements. Detectives continue to investigate numerous retail thefts that occurred at the Bal Harbour Shops. Detectives are working with loss prevention officers and investigators from other jurisdictions to develop information that could identify the persons involved. Collins Corridor Unit (CCU) Citations Warnings Park Cit Arrests Reports Field Reports Ride Share Contacts Delivery Trucks 20 4 6 00 00 00 00 1 The Collins Corridor Unit (CCU) continued their traffic enforcement efforts and continued maintaining consistent high police visibility presence along Collins Avenue. The CCU also assisted road patrol officers, as needed and responded to numerous calls for service. The CCU also assisted the Surfside Police Department as they searched for an individual that was in possession of a stolen vehicle and fled from police. A CCU officer spotted the offender attempting to evade police capture and attempted to apprehend the suspect. The suspect jumped a fence into a backyard and was captured moments later without incident. The CCU assisted with providing security for those in attendance at the Tree Lighting Ceremony at Founders Circle and also assisted with safety and traffic control for a Pro-Israeli Vehicle Parade passing through Bal Harbour Village. The CCU Supervisor alongside several members on patrol assisted Miami Beach Police Officers in conducting a felony traffic stop on a vehicle suspected to be involved in a shooting in Miami Beach. The stop was conducted, and the driver was detained. Further investigation revealed the driver was the individual being sought by Miami Beach Detectives and was arrested. Marine Patrol / Beach Safety Officer Details Stops Citations Warnings Arrests Reports AOA Contacts 9 3 2 00 1 1 41 Marine Patrol continued their efforts this week in keeping Bal Harbour Village safe by conducting high visibility and directed patrols of the beach, coastline, sandbar, and the Marina. Additionally, marine patrol checked the Bal Harbour Waterfront Park during their tour of duty. Marine Patrol continued conducting early morning checks of the beach for cleanliness. No issues were found. Marine Patrol participated in a multi-agency Marine Patrol Operation which was hosted by Sunny Isles PD. The Marine Operation is part of an on-going initiative, coined “Operation Night Watch” which focuses on the enforcement and education of Maritime Laws and boater safety, Narcotic/Human Trafficking and illegal charter investigations. Marine Patrol assisted with road patrol, as needed. Throughout the weekend and early week, marine patrol responded to several calls for service and assisted Surfside Police while they searched for an individual that was driving a stolen vehicle in their city and ran from police. The suspect was apprehended and arrested by Surfside Officers. Marine Patrol responded to the request of a Bal Harbour resident who wanted to report a stationary vessel too close to their home. The Marine Patrol responded and determined the vessel was anchored in the appropriate location and was not close to the home or impeding the flow of other vessels traveling through the area. No noise complaints were received this weekend. Beach Safety Officer The Beach Safety Officer (BSO) was on vacation leave this period. In his absence, Marine Patrol, the Collins Corridor Unit (CCU) and road patrol officers conducted area checks of the beach and conducted inspections for cleanliness during their checks. Personnel also conducted area checks of the beach, hardpack, jetty and jogging path. No issues were reported. The beacon light at the end of the jetty was discovered to be inoperable. Public Works was notified. Summary of Noteworthy Calls for Service 11/17/2023 Baker Act 9705 Collins Avenue Officers responded to a juvenile female in mental crisis. She has a history of depression and was transported to a mental health facility for evaluation. 11/18/2023 Theft 9700 Collins Avenue Neiman Marcus store associates reported a theft in progress. The subjects concealed merchandise and exited the store. Officers arrived and canvassed the area for the subjects; however, they were unable to locate the individuals. This case has been forwarded to Criminal Investigations for follow-up. Completed by: Raleigh Flowers, Jr., Chief of Police Date: November 22, 2023 11/18/2023 Suspicious Person 135 Park Drive The reporter told officers they observed an unknown male walking down the street that may be disoriented. Upon making contact, officers determined the male entered the gated district on foot and became lost. The male was identified, did not have any criminal wants or warrants, was not suspected of any criminal activity and left the area without incident. 11/20/2023 Holiday Lighting Ceremony Founders Circle The Village of Bal Harbour conducted their annual Holiday Lighting Ceremony. Officers were placed on strategic posts to assist in traffic control and ensure the safety of all visitors attending the event. 11/20/2023 Baker Act 10200 blk Collins Avenue Officers initiated a traffic stop along the Collins Avenue corridor. During the traffic stop investigation the driver told the officers he was having suicidal thoughts and needed assistance. The driver was Baker Acted and transported to the hospital for further evaluation. 11/21/2023 Assist Other Agency 10200 blk Collins Avenue Bal Harbour Officers alongside a Miami Beach Officer conducted a felony traffic stop on a vehicle being driven by an individual wanted in connection to a shooting in Miami Beach. The individual was taken into custody and arrested by the Miami Beach Police Department. 11/21/2023 Baker Act 10200 blk Collins Avenue An unknown male was observed by an officer walking across Collins Avenue. Upon closer observation, the officer noticed the male was only wearing socks, underwear and a torn shirt. The officer made contact with the male and established that the male met the criteria for a Baker Act. The male was transported to Mt. Sinai Hospital for psychiatric evaluation and treatment.
