DRAFT MINUTES
1. ROLL CALL: A regular meeting of the Town Council was called to order at 6:30 pm in the
Richard E. Mastrangelo Council Chamber, Administration Building. Present for the meeting
were Councilors John A. Donohue, Susan G. Falkoff, Anthony Palomba, Angeline B. Kounelis,
Cecilia Lenk, Vincent J. Piccirilli, Jr., Kenneth M. Woodland, Vice President Stephen P.
Corbett and Council President Mark S. Sideris. Also present were the Town Manager Michael
J. Driscoll, Town Attorney Mark Reich and Council Clerk Valerie Papas.
2 EXECUTIVE SESSION — 6:30 PM: To discuss strategy with respect to litigation Merullo v
Watertown. Vice President Corbett moved to go into executive session for the above stated
purpose noting that discussing the matter in open session would have a detrimental effect on the
Town's strategy with respect to litigation; seconded by Councilor Donohue and adopted by
unanimous voice vote with Councilors John A. Donohue, Susan G. Falkoff, Anthony Palomba,
Angeline B. Kounelis, Cecilia Lenk, Vincent J. Piccirilli, Jr., Kenneth M. Woodland, Vice
President Stephen P. Corbett and Council President Mark S. Sideris voting in the affirmative.

5. EXAMINATION OF MINUTES: July 30th September 24th
Councilor Piccirilli moved the minutes of July 30th, seconded by Councilor Donohue and
adopted by unanimous voice vote with Councilors John A. Donohue, Susan G. Falkoff, Anthony
Palomba, Angeline B. Kounelis, Cecilia Lenk, Vincent J. Piccirilli, Jr., Kenneth M. Woodland,
Vice President Stephen P. Corbett and Council President Mark S. Sideris voting in the
affirmative.
Councilor Piccirilli moved the minutes of September 24th seconded by Councilor Woodland
and adopted by unanimous voice vote with Councilors John A. Donohue, Susan G. Falkoff,
Anthony Palomba, Angeline B. Kounelis, Cecilia Lenk, Vincent J. Piccirilli, Jr., Kenneth M.
Woodland, Vice President Stephen P. Corbett and Council President Mark S. Sideris voting in
the affirmative.
6. PUBLIC FORUM:
Ed Shinebarton — praised the success of Faire on the Square.

7. PRESIDENT'S REPORT:
The Chair stated that there will be a special election on December 10th; and requested a motion
to move the regularly scheduled Town Council meeting from Tuesday, December 10th to
Monday, December 9th. So moved by Councilor Piccirilli, seconded by Councilor Donohue and
adopted by unanimous voice vote with Councilors John A. Donohue, Susan G. Falkoff, Anthony
Palomba, Angeline B. Kounelis, Cecilia Lenk, Vincent J. Piccirilli, Jr., Kenneth M. Woodland,
Vice President Stephen P. Corbett and Council President Mark S. Sideris voting in the
affirmative.
8. COMMITTEE REPORTS:
a) Joint Committees on Personnel & Town Organization and Public Works report and action
on a DPW Organizational Report - Susan Falkoff/Cecilia Lenk, Chairs. Councilor Falkoff and
Councilor Lenk read the Committee report. Councilor Piccirilli moved to accept the report,
seconded by Councilor Lenk and adopted by unanimous voice vote with Councilors John A.
Donohue, Susan G. Falkoff, Anthony Palomba, Angeline B. Kounelis, Cecilia Lenk, Vincent J.
Piccirilli, Jr., Kenneth M. Woodland, Vice President Stephen P. Corbett and Council President
Mark S. Sideris voting in the affirmative.
Councilor Lenk moved to support the three Committee recommendations which include Public
Works to come back with a timeline and estimated cost/proposal for what is needed for the
Technology for the interrelated Asset Management/Work Activities; the DPW to come back
with the development of Service Level Definitions for review by the Town Council; and the
DPW to development a set of Policies and Procedures by looking at other communities,
seconded by Councilor Kounelis and adopted by unanimous voice vote with Councilors John A.
Donohue, Susan G. Falkoff, Anthony Palomba, Angeline B. Kounelis, Cecilia Lenk, Vincent J.
Piccirilli, Jr., Kenneth M. Woodland, Vice President Stephen P. Corbett and Council President
Mark S. Sideris voting in the affirmative.
b) Committee on Public Works report and action on plowing of private ways — Cecilia Lenk,
Chair. Councilor Lenk read the Committee report. Councilor Falkoff moved to accept the
report, seconded by Councilor Woodland and adopted by unanimous voice vote with Councilors
John A. Donohue, Susan G. Falkoff, Anthony Palomba, Angeline B. Kounelis, Cecilia Lenk,
Vincent J. Piccirilli, Jr., Kenneth M. Woodland, Vice President Stephen P. Corbett and Council
President Mark S. Sideris voting in the affirmative.
c) Committee on Economic Development & Planning report on the Railroad property — Stephen
E. Corbett, Chair. Vice President Corbett read the Committee report. Councilor Donohue
moved to accept the report, seconded by Councilor Falkoff and adopted by unanimous voice
vote with Councilors John A. Donohue, Susan G. Falkoff, Anthony Palomba, Angeline B.
Kounelis, Cecilia Lenk, Vincent J. Piccirilli, Jr., Kenneth M. Woodland, Vice President Stephen
P. Corbett and Council President Mark S. Sideris voting in the affirmative.
The Chair noted that the right of first refusal has been extended to October 31St. The Chair
suggested that a letter be sent to Mass DOT so that the Town can officially place their interest
in the property and hold off on any further action. The Chair asked Attorney Reich for a legal
opinion on sending the letter. Attorney Reich stated that the expression of interest would be
worded so as not to preclude the town to negotiate an agreement.
Councilors Lenk and Donohue expressed their support for sending the letter.
So moved by Councilor Falkoff, seconded by Councilor Piccirilli and adopted by unanimous
voice vote with Councilors John A. Donohue, Susan G. Falkoff, Anthony Palomba, Angeline B.
Kounelis, Cecilia Lenk, Vincent J. Piccirilli, Jr., Kenneth M. Woodland, Vice President Stephen
P. Corbett and Council President Mark S. Sideris voting in the affirmative.
The Chair asked Attorney Reich to draft a letter to Mass DOT expressing the Town's interest in
the property.
d) State, Federal & Regional Government report and action on the appointments of Ms. Dugan
and Ms. Mainelli to the Board of Election Commissioners — Angeline B. Kounelis, Chair.
Councilor Kounelis read the Committee report. Councilor Woodland moved to accept the
report, seconded by Councilor Falkoff and adopted by unanimous voice vote with Councilors
John A. Donohue, Susan G. Falkoff, Anthony Palomba, Angeline B. Kounelis, Cecilia Lenk,
Vincent J. Piccirilli, Jr., Kenneth M. Woodland, Vice President Stephen P. Corbett and Council
President Mark S. Sideris voting in the affirmative.
Councilor Kounelis moved the appointment of Ms. Mainelli, seconded by Councilor Woodland
and adopted by unanimous voice vote with Councilors John A. Donohue, Susan G. Falkoff,

Woodland, Vice President Stephen P. Corbett and Council President Mark S. Sideris voting in

10. COMMUNICATIONS FROM THE TOWN MANAGER:
a) Consideration of a transfer of funds related to a Committee on Economic Development &
Planning recommendation. Delayed until October 22nd.
b) Request for Confirmation of appointment and reappointments to the Cable Access
Corporation Board of Directors. Referred to Committee.
c) Former Police Station Re -use and request for referral to Committee. Councilor Woodland
moved to refer the matter to the Economic Development and Planning subcommittee, seconded
by Vice President Corbett and adopted by unanimous voice vote with Councilors John A.
Donohue, Susan G. Falkoff, Anthony Palomba, Angeline B. Kounelis, Cecilia Lenk, Vincent J.
Piccirilli, Jr., Kenneth M. Woodland, Vice President Stephen P. Corbett and Council President
Mark S. Sideris voting in the affirmative.
The Manager announced the corrected yard waste dates as: October 11th and the 25`h. And the
corrected Household Hazardous Waste date of October 19`h
The Manager announced the special state primary on October 15`h
11. REQUESTS FOR INFORMATION — none noted.
12. ANNOUNCEMENTS:
Vice President Corbett announced a bill against Bullying in the Workplace and asked that we
raise awareness of this issue and encourage all employers to provide a healthy, safe and abuse
free workplace.
Councilor Kounelis announced: A groundbreaking event will be held on Friday October 11 at 2pm for
the Trapelo Road reconstruction project in Belmont. The event will take place near the intersection of
Trapelo Road and Belmont Street at the MBTA turnaround, which is just outside the entrance of the
Oakley Country Club.
Councilor Lenk announced a Town wide recycling day; November 2nd at the new recycling
center.
Councilor Donohue announced that applications are available for the Annual Road Race.
Councilor Falkoff announced that on October 19th 9-12 noon; a Comprehesive Planning forum
at the Middle School will be held.

14. ADJOURNMENT: There being no further business to come before the Town Council,
Councilor Donohue moved to adjourn the meeting at 8:00 pm, seconded by Councilor Woodland
and adopted by unanimous voice vote with Councilors John A. Donohue, Susan G. Falkoff,
Anthony Palomba, Angeline B. Kounelis, Cecilia Lenk, Vincent J. Piccirilli, Jr., Kenneth M.
