CALL TO ORDER - Acting- Chairman Leung 2. ROLL CALL PRESENT: ABSENT: Commissioners: - Curran, O'Leary, Leung Commissioners: - Cordes, Horton ALSO PRESENT: City Attorney Murphy, Community Development Director Persico, Planning Manager Starns, Associate Planner Gulick, Management Analyst Sun, and Community Development Secretary Venters Commissioner O'Leary made a motion to excuse Chairman Cordes and Commissioner Horton for due cause seconded by Commissioner Curran and unanimously carried. 3. CONSENT CALENDAR (Roll Call Vote) Commissioner Curran moved to approve the Consent Calendar as amended, seconded by Commissioner O'Leary and carried by Roll Call Vote. AYES: Commissioner - Curran, O'Leary, Leung NOES: Commissioner -None ABSENT: Commissioner - Cordes, Horton ABSTAIN: Commissioner -None The Consent Calendar consisted of the following items: A. APPROVAL OF MINUTES The Planning Commission is requested to review and approve: 1) Minutes of the Planning Commission Regular Meeting of August 27, 2013. 2) Minutes of the Planning Commission Regular Meeting of September 10, 2013. A PUBLIC WORKSHOP AND STUDY SESSION OF THE PLANNING COMMISSION OF THE CITY OF TEMPLE CITY TO REVIEW AND DISCUSS THE DRAFT 2014 -2021 HOUSING ELEMENT. Planning Manager Starns introduced Genevieve Sharrow of MIG / Hogle- Ireland to the Planning Commission. Ms. Sharrow, gave a PowerPoint presentation and provided the following summary: The Housing Element is one of the seven elements of the General Plan. The Housing Element is the only element in a General Plan that requires approval by the State of California. The State of California requires the next periodic update of the Housing Element be approved by February 2014. The Housing Element serves as a tool for the community to assess and address constraints to development and to guide housing development policy. The State of California Housing and Community Development (HCD) has determined that Temple City should have a policy in place to allow for 603 new housing units for the Housing Element period of 2014 -2021. To meet the Regional Housing Needs Assessment (RHNA) a portion of affordable housing will be allowable in the Downtown Specific Plan (DSP) along Las Tunas Drive as well as R -3 Zones that are not adjacent to the R -1 Zone. The current housing program has five goals: 1) conduct actions to make sites available to accommodate RHNA, 2) assist in the development of adequate housing, 3) address and remove governmental constraints, 4) conserve and improve the condition of the existing housing stock of affordable housing, and 5) promote housing opportunities for everyone. The proposed updated Housing Element will be brought forth to the Planning Commission then to the City Council in January of 2014. Acting- Chairman Leung opened the public hearing. Mary Kokayko, Temple City Resident, spoke in opposition of the Housing Element. Jerry Jambazian, Temple City business owner, asked if zoning would exist for special needs housing. Ms. Sharrow, explained that there is a wide range of types of housing that could help those with special needs from supportive housing to skilled nursing. Janice Helmer, Temple City resident, asked if the Housing Element could include single story housing or accommodate senior citizens. Ms. Sharrow, indicated that the Housing Element could include single story residences and accommodate senior citizens. " Planning Commission Minutes September 23, 2013 Page 3 of 4 Pages Planning Manager Starns added that there is an existing reasonable accommodation procedure to assist those on a case by case basis. Selenus Ong, Temple City resident, asked what action the City has taken toward attracting affordable housing developments. Ms. Sharrow, referred Mr. Ong to Appendix E of the report to indicate what the City has done since the last planning cycle. Community Development Director Persico reminded the public that it is not the City's responsibility to develop affordable housing but to make it possible for developers to build low and moderate income housing. Cecelia Rudar, Temple City resident, spoke regarding lack of affordable housing in Temple City. Temple City resident, spoke in favor of zone intensification in the residential areas. Jim Clift, Temple City resident, asked if sewer and water capacities were considered as part of the Housing Element. Ms. Sharrow, explained that the variables of establishing a housing needs assessment include Southern California Association of Governments (SCAG), Department of Finance, housing costs, rental surveys, income, and Housing and Urban Development (HUD). Planning Manager Starns, clarified that new projects are reviewed by service and utility providers prior to approval. Commissioner Curran asked if mixed -use and second unit housing are required to be low income developments and if inclusionary housing would be monitored. Community Development Director Persico explained that the Housing Elements is a tool for removing restrictions for Multi - Family housing, and second units are not necessarily limited to low income persons. Associate Planner Gulick pointed out that second units have a maximum rent amount, which is based on a percentage of the tenant's monthly income. The maximum rent amount requirement is stated in the covenant for the unit. Ms. Sharrow, indicated that inclusionary housing would be monitored. Acting- Chairman Leung closed the public hearing. The Planning Commission did not make a motion toward the Housing Element Workshop as the item was a discussion session. " " Planning Commission Minutes September 23, 2013 Page 4 of 4 Pages 8. COMMUNICATIONS - None 9. MATTERS FROM CITY OFFICIALS - None 10. UPDATE FROM COMMUNITY DEVELOPMENT DIRECTOR Community Development Director Persico announced that the next Planning Commission Meeting will take place on October 17. The item to be heard is a continued item for a preschool. The Historic Preservation Ordinance Workshop will take place on October 22, and a joint meeting of the Parks and Recreation Commission and the Planning Commission regarding the Parks and Open Space Masterplan will take place on November 12, and lastly on November 26 the Planning Commission will hold a workshop regarding the Sign Code Update. 11. COMMISSION ITEMS SEPARATE FROM THE REGULAR AGENDA Acting- Chairman Leung thanked the public for attending the Housing Element Workshop. 12. ADJOURNMENT NEXT MEETING OF: The Planning Commission Meeting was adjourned at 8:32 p.m. to the Planning Commission Special Meeting of October 17, 2013 at 7:30 p.m. in the Community Room at 9701 Las Tunas Drive.
