HomeMy Public PortalAbout2011.241 (11-15-11)RESOLUTION NO. 2011.241 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING THE PROPOSED FEE ADJUSTMENTS AND HEREBY AMENDING THE CITY'S ADOPTED FISCAL YEAR 2011 -2012 MASTER FEE SCHEDULE WHEREAS, the City Council of the City of Lynwood (the "City Council ") adopted the City of Lynwood's Fiscal Year 2011 -2012 (FY 12) Master Fee Schedule on June 7, 2011; and WHEREAS, at the time the Master Fee Schedule for FY 12 was adopted, staff was in the process of reviewing the City's fee schedules for City facility rentals and recreation programs and services the City offers; and WHEREAS, per Ordinance No. 1291, the City Manager has the authority to adjust City fees and charges to recover a percentage of costs reasonably borne in providing products and services as set forth in the Ordinance; and WHEREAS, many of the City facility and service fees were last amended in 2006, and since then, the cost to operate these facilities has risen by 35% while the fees have not increased and thus, revenue recovery has remained the same over the last few years; and WHEREAS, in order to achieve greater revenue recovery and have City facilities become more self- sustaining to offset increased operating costs and alleviate General Fund strain, staff has identified a need to amend several existing fees and add new fees to the City's Master Fee Schedule; and WHEREAS, on November 1, 2011, the City Council held a duly- noticed public hearing at the Lynwood City Council Chambers, considered all documentary evidence and verbal testimony and closed the public hearing; and WHEREAS, further, staff has identified additional fees not listed in the Master Fee Schedule and would like to add accordingly. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY RESOLVE AND DETERMINE AS FOLLOWS: Section 1. The City Council of the City of Lynwood approves the Proposed Fee Adjustments hereto attached as Exhibits (Exhibits A, B & C) and hereby amends the FY 2011 -12 Master Fee Schedule. Section 2. This Resolution shall go into effect immediately upon its adoption, and fee adjustments and new fees will become effective day of adoption. Section 3. This City Clerk shall certify as to the adoption of this Resolution. PASSED, APPROVED and ADOPTED this 15 day of November, 2011.
