ROLL CALL PRESENT: ABSENT: ALSO PRESENT: PLANNING COMMISSION TEMPLE CITY, CALIFORNIA REGULAR MEETING OCTOBER 22, 2013 - 7:30 P.M. - Chairman Cordes Commissioners: - Curran, O'Leary, Leung, Cordes Commissioners: - Horton City Attorney Murphy, Community Development Director Persico, Planning Manager Starns, Andrea Galvin, President of GPA Consulting Inc., Jenna Kachour Associate Preservation Planner of GPA Consulting Inc., and Community Development Secretary Venters Commissioner O'Leary made a motion to excuse commissioner Horton for due cause seconded by Vice - Chairman Leung and unanimously carried. 3. PLEDGE OF ALLEGIANCE • 4. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA 5. CONSENT CALENDAR - None 6. UNFINISHED BUSINESS - None 7. NEW BUSINESS • A. A HISTORIC PRESERVATION WORKSHOP TO ESTABLISH A HISTORIC PRESERVATION PROGRAM AND ORDINANCE. RECOMMENDATION: RECOMMEND THAT THE CITY COUNCIL EITHER PROCEED OR NOT PROCEED WITH THE CREATION OF AN HISTORIC PRESERVATION ORDINANCE Planning Manager Starns gave a PowerPoint presentation and briefed the Planning Commission and the public regarding the proposed Historic Preservation Program. A questionnaire was distributed to the public for participation and input. He introduced Andrea Galvin, President of GPA Consulting Inc., to conduct the Historic Preservation Workshop and engage the public. Andrea Galvin, President of GPA Consulting Inc., gave a PowerPoint presentation, provided examples of historic preservation from various cities, and identified structures that could potentially be designated as historic in Planning Commission Minutes October 22, 2013 Page 2 of 4 Pages Temple City. A Historic Preservation Program should not have a "cookie - cutter" approach. A Historic Preservation Ordinance that would work well for any city is derived from public input and values. At this time she asked the public for input. Wendy Payne, Temple city resident, asked if residential properties that were developed prior to the incorporation of the City would have historic relevance. Mary Kokayko, Temple City resident, spoke in favor of a Historic Preservation Program. Temple City resident, requested additional information regarding how a Historic Preservation Program would affect commercial and residential use zones. Planning Manager Starns, explained commercial and residential buildings that are deemed historic whether they are developed prior to or after incorporation of the City are required to retain the integrity and character defining features. Additions that could be removed are allowable for a structure that is deemed historic. He provided a PowerPoint presentation to show examples of good and bad additions to historic structures. Andrea Galvin, President of GPA Consulting Inc., spoke about the process for establishing a Historic Preservation Ordinance. Jerry Jambazian, Temple City business owner, asked Ms. Galvin how many cities have a Historic Preservation Commission. Andrea Galvin, President of GPA Consulting Inc., responded that approximately 50 percent of cities have a Historic Preservation Commission. Wendy Payne, Temple City resident, asked Planning Manager Starns if the City intends to offer incentives for owners of historic properties. Planning Manager Starns, explained that the Mills Act is an incentive for the property owner of a structure deemed historic. Gayle Theilacker, Temple City resident, spoke in opposition of the Mills Act. Temple City resident, asked if a historic ordinance would be tailor made to Temple City. City Attorney Murphy, clarified that every historic ordinance is tailor made to each city. Andrea Galvin, President of GPA Consulting Inc., assured the public that a well written ordinance would identify a property owners rights. Typically a property will not be designated historical without the property owners consent. • " " Planning Commission Minutes October 22, 2013 Page 4 of 4 Pages Community Director Persico, suggested that a middle ground would be to recommend that a Historic Preservation Program be included in the General Plan. Commissioner O'Leary made a motion to recommend that the City Council not proceed with the creation of a Historic Preservation Ordinance. The motion died, as no Planning Commissioner seconded the motion. Commissioner Curran made a motion to recommend that the City Council proceed with the creation of a Historic Preservation Ordinance with the General Plan seconded by Vice - Chairman Leung and carried by roll call vote. AYES: Commissioner - Curran, Leung, Cordes NOES: Commissioner- O'Leary ABSENT: Commissioner -Horton ABSTAIN: Commissioner -None 8. COMMUNICATIONS - None 9. MATTERS FROM CITY OFFICIALS - None 10. UPDATE FROM COMMUNITY DEVELOPMENT DIRECTOR Community Development Director Persico announced that the City Council adopted its first Yard of the Quarter program. The first award will be issued for the fall quarter, judging is scheduled to take place shortly. The next Planning Commission Meeting will take place November 7tn regarding land use items, November 12th a joint meeting of the Parks and Recreation Commission and the Planning Commission is scheduled to discuss the Parks and Open Space Master Plan, and on November 26th a workshop will be held regarding a proposed Sign Code Update. 11. COMMISSION ITEMS SEPARATE FROM THE REGULAR AGENDA Chairman Cordes attended a Parks and Recreation Meeting regarding parks and open space, and encouraged the public to attend. The Planning Commission Meeting was adjourned at 9:44 p.m. to the Planning Commission Special Meeting of November 7, 2013 at 7:30 p.m. in the Council Chambers at 9701 Las Tunas Drive. Seetary vv Planning Commission Minutes October 22, 2013 Page 3 of 4 Pages Temple City resident, asked Planning Manager Starns if a Building Permit could be issued for roof repair if the property in question was included in the previous Historic Resources Survey. Planning Manager Starns, assured the resident that they may visit City Hall for an over the counter Building Permit. Gayle Theilacker, Temple City resident, asked City Attorney Murphy if she is required to disclose that a property is potentially historic if she decides to sell her property. City Attorney Murphy, responded that the Historic Resources Survey list has been invalidated and there is no current Historical Preservation Ordinance. Manuel Valenzuela III, Temple City resident, supports historic preservation. Chairman Cordes, requested that he would like to turn the discussion to the Planning Commission at this time. Commissioner Curran, asked Planning Manager Starns if there would be cost to the City for a establishing a Historic Preservation Program. Planning Manager Starns, stated that the City Council has budgeted money to hire a consultant for the historic preservation process. Vice - Chairman Leung, asked Planning Manager Starns if there are advantages or disadvantages in having a Historic Preservation Program. Planning Manager Starns, indicated that it depends on what you would want to include in a Historic Preservation Ordinance. If no action is taken, all restrictions would remain the same. Commissioner Cordes, asked Planning Manager Starns what benefits other cities have experienced who have established a Historic Preservation Program, and to bring the Commission and public up to date regarding establishing a Historic Preservation Program since last year. Planning Manager Starns, explained that some cities prefer to concentrate on residential areas while other cities put more effort in preserving landscaping. Insufficiencies were found on the Historic Resources Survey from a year ago therefore the sites could not be validated as historic. Commissioner Cordes, implied that he is favor of development as well as historic preservation, however there should be a balance of both. He expressed concern that there may not be a middle ground at this point regarding both development and historic preservation. • • •
