CALL TO ORDER Chairman Georgino called the Parks and Recreation Commission Regular Meeting to order at 7:30 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: ABSENT: Commissioner- Haddad, Lopez, Rosso, Georgino Commissioner Fish ALSO PRESENT: Parks and Recreation Director Burroughs, Lead Tree Trimmer Cruse Vice - Chairman Haddad moved to excuse Commissioner Fish for cause, seconded by Commissioner Lopez and unanimously carried. 3. PLEDGE OF ALLEGIANCE Chairman Georgino led those present in the Pledge of Allegiance to the Flag. 4. PUBLIC COMMENTS ON ITEMS NO LISTED ON THE AGENDA - None 5. CONSENT CALENDAR Commissioner Rosso moved to approve the Consent Calendar, seconded by Vice - Chairman Haddad and unanimously carried. The Consent Calendar consisted of the following items: A. APPROVAL OF MINUTES  SPECIAL MEETING OF NOVEMBER 12, 2013 Recommend Action: Approve APPROVAL OF MINUTES  MEETING OF DECEMBER 18, 2013 Recommended Action: Receive and file B. ATTENDANCE /ACTIVITY REPORTS  DECEMBER 2013 Recommended Action: Receive and file PARKS & RECREATION COMMISSION MINUTES Page 2 January 15, 2014 MONTHLY REPORT ON SHERIFF'S DEPARTMENT ACTIONS AT LIVE OAK PARK AND TEMPLE CITY PARK — DECEMBER 2013 Recommend Action: Receive and file 6. UNFINISHED BUSINESS - None 7. NEW BUSINESS A. REQUEST FOR REMOVAL OF A HOLLY OAK (QUERCUS ILEX) TREE LOCATED AT 5349 PERSIMMON AVENUE Parks and Recreation Director Burroughs presented the staff report. Eddie Coco, property owner addressed the Commission regarding removal of the tree and the need to eliminate acorns from falling on his driveway due to possible bodily injury. Joanne Coco, property owner stated the tree is life threatening to their health and causes her acute pain when stepped on even one acorn. .Commissioner Rosso asked staff for the distance between the tree and driveway. Tree Trimmer Lead Worker Cruse said the tree is 15 to 20 feet from the driveway and the canopy covers approximately 5 to 10 feet of the corner of the driveway and sidewalk. The tree is between 50 — 55 years. Commissioner Rosso asked if trimming the north side of the tree away from the driveway would be an option. Tree Trimmer Lead Worker Cruse stated that could be done but the trimming should be scheduled during the summer. Director Burroughs said staff would support the option of trimming the tree away from the driveway to see if that would remedy or reduce the number of acorns that land on the driveway. Vice - Chairman Haddad concurred. Commissioner Rosso moved to request staff to trim the Holly Oak tree located in the parkway at 5349 Persimmon Avenue between July and August 2014 away from the driveway to reduce or eliminate acorns from dropping on the driveway, seconded by Vice - Chairman Haddad. B. REQUEST FROM TEMPLE CITY AMERICAN LITTLE LEAGUE (TCALL) FOR AUTHORIZATION TO ALLOW AN OUTSIDE VENDOR TO SELL ITEMS AT LIVE OAK PARK FOR THEIR 2014 OPENING CEREMONIES Parks and Recreation Director Burroughs presented the staff report. Commissioner Lopez moved to approve the request from Temple City American Little League to allow an outside vendor to sell items at Live Oak Park for their 2014 opening ceremonies with the condition the league provides adequate supervision and cleans the area after the event, seconded by Vice - Chairman Haddad and unanimously carried. • Director Burroughs notified the league representative that their request for post season use will be addressed when more information is received. 8. COMMUNICATIONS — None 9. ADDITIONAL ORAL COMMUNICATIONS FROM THE AUDIENCE — None 10. MATTERS FROM CITY OFFICIALS A. PARKS AND RECREATION DIRECTOR'S REPORT Director Burroughs reviewed upcoming department programs and events. She announced submissions for the Outstanding Older American of the Year are currently being taken. The Request for Proposals (RFP) for the Dial -A -Ride service is being developed. The focus of the February 19th Parks and Recreation Commission meeting will be on transportation services. Vice - Chairman Haddad moved to receive and file the Director's Report, seconded by Commissioner Rosso and unanimously carried. 11. COMMISSION ITEMS SEPARATE FROM THE REGULAR AGENDA A. CHAIRMAN GEORGINO thanked staff for the 2014 Parks and Recreation calendar and reviewed enhancements to the upcoming Camellia Festival. 12. ADJOURNMENT The Parks and Recreation Commission Meeting was adjourned at 8:01 p.m. to the Parks and Recreation Regular Commission Meeting of Wednesday, February 19, 2014, at 7:30 p.m. in the Council Chamber at 5938 Kauffman Avenue.
