RESOLUTION NO. 21-9840
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF OPA-LOCKA, FLORIDA, DIRECTING THE CITY
MANAGER TO ESTABLISH A YEAR-END STATE OF THE
CITY REPORT AND ANNUAL REPORT OF THE CITY;
PROVIDING FOR INCORPORATION OF RECITALS;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, pursuant to Article II, Division 2, Section 2-65 of the City of Opa-
Locka's Code of Ordinances, "the Mayor shall prepare and deliver a report on the
State of the City to the people of the City of Opa-Locka, Florida ("City") between
January 1St and January 30th annually"; and
WHEREAS, in preparation of the City's annual State of the City address and
to keep the City Commission of the City of Opa-Locka, Florida ("City Commission")
abreast, the City Manager shall be required to prepare a year-end State of the City
Report and Annual Report to the City Commission on November 30th each calendar
year to allow for consultation with the City Commission; and
WHEREAS, the preparation of said report will allow the City to increase
transparency, help the City connect with its constituents, recognize areas of
improvement and set a policy agenda for the year ahead. Said report would also
permit effective communication between residents and business owners of the City;
and
WHEREAS, the City Commission finds it in the best interest of the City to
receive a year-end State of the City Report and Annual Report on November 30th of
each calendar year.
NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA-LOCKA, FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Manager is hereby directed to prepare a year-end State of
the City Report and Annual Report to the City Commission on November 30th
each calendar year.

Section 3. This Resolution shall take effect immediately upon adoption, and is
subject to the review of the State of Florida Financial Emergency Board for the
City of Opa-locka, FL.
