Harbour Police Department that I requested in order to enhance the flow of communication

Summary of Activities and Event
Code Enforcement
The Code Enforcement Unit continues its patrols of construction sites to ensure compliance with
recent changes in allowable work days. Code Enforcement Officers (CEOs) routinely check for
violations related to appearance and national pollutant issues (NPDES).
While patrolling the area of Bal Bay Drive, CEOs noticed the screening at a construction site was
damaged and in need of repairs. CEOs issued the property owners a code violation warning
and directed the contractor to replace the screening material.
A second site along Bal Bay Drive had a similar issue with the screening materials. CEOs issued
a code violation warning instructing all parties to replace the screens. CEOs noted the screens
could have been damaged by recent weather events.
CEOs responded to a complaint from Public Works pertaining to an NPDES violation at a
construction site along the 200 Block of Park Drive. The contractors allowed dirty water to spill
into the storm drains in violation of NPDES ordinances. CEOs issued the property owner a code
violation notice with a fine of $250 and directions to immediately remedy the violation.
A construction site along Camden Drive was also in violation of NPDES protocols. The
contractor left dirt and debris leading to the curb and failed to cover the area with gravel or sod
as required by code. CEOs issued the property owners a code violation notice and directed
the contractor to properly cover the area to prevent dirty runoff from flowing into the storm
drains.
Criminal Investigations
The Criminal Investigations Division (CID) conducted a pre -employment background investigation for an
applicant to the position of recreation leader. The backgrounds ensure all applicants meet Bal Harbour
hiring standard. Part of the records check include criminal backgrounds and clearance from the
Department of Children and Families for working with juveniles.
The CID assisted the Marine Unit by processing a recently issued civil citation for excessive noise from a
vessel. The citation was forwarded to the Clerk of the Court's Office for appropriate action.
Detectives concluded their investigation into a snatch -and -grab robbery that occurred several weeks ago
at a beachside condominium. The victim was involved in a sales transaction with the suspects when the
suspects grabbed a cellular phone from the victim's hand and fled. Several subpoenas led to information
about a possible suspect. The information allowed detectives to prepare a photo line-up to present to the
victim. The victim failed to identify the suspect. Further investigation revealed the suspect had a verifiable
alibi and was not at the scene of the crime when the robbery occurred. With the leads exhausted, the
investigation was suspended pending new developments.
Detective Gonzalez conducted CPR, AED, and stop -the -bleed training for Village employees. The training
is part of an ongoing effort to ensure Village employees are prepared for emergencies.
The end of year holiday season brings with it more opportunities for thefts. The CID remains in contact
with neighboring jurisdictions and their respective investigators to share crime related data. Detectives
work together to identify and arrest persons involved in cross -jurisdictional crimes.

The Collins Corridor Unit (CCU) continued their efforts in maintaining residents and those commuting
through Bal Harbour Village safe by continuing to conduct strategic enforcement along the Collins and 96
Street Corridors. Additionally, the CCU continued their community engagement efforts by attending
various community events.
This week, the CCU identified early morning traffic congestion at the 100th Block of 96th Street which was
caused by multiple improperly parked vehicles. The CCU quickly addressed the issue and did not
encounter any more problems for the remainder of the week. Multiple parking citations were issued to
the violators. While conducting traffic enforcement, the CCU conducted a traffic stop which resulted in
the arrest of the driver for an active bench warrant out of Miami Dade County. The drivers' license was
suspended multiple times and there was a seize tag order for the license plate of the vehicle. The license
plate was seized, and the vehicle was towed. The CCU attended the Yoga on the Beach event at the 100th
Block of 96th Street and attended the Gold Ribbon Parade by the Mystic Force Foundation, in partnership
with the Broward Sheriff's Office. The event was in honor of children with cancer and served as a reminder
that no child is alone in their fight.

Marine Patrol continued their efforts in maintaining Bal Harbour Village safe by continuing to conduct
direct patrols, high visibility, and enforcement of maritime laws throughout our coastal and intra-coastal
waterways.
Marine Patrol helped an exhausted paddle boarder near Sand Spur Island. The paddle boarder was
brought back to his original launch location (Oleta State River Park).
Marine Patrol received very few noise complaints this weekend. However, during patrols, a marine officer
encountered a vessel playing excessively loud music directly behind 224 Bal Bay Drive. The marine officer
had met with the vessel captain earlier in the day and advised him and the occupants of the Miami -Dade
County Noise Regulations. Since the operator had been made aware of this regulation, the marine officer
issued the boat captain a $100 civil citation for the offense. Upon being issued the violation, the operator
of the vessel left the area.
While patrolling the area of the jetty, the marine officer was flagged down by a swimmer who had found
a large black box in the water with a battery inside. The box and battery were determined to be the same
box found in the water last week which powers the beacon light at the end of the jetty. Contact was made
with Public Works, and they were advised.
Several calls were received about vessels blocking the access path behind 224 Bal Bay Drive. Marine
Patrol responded and, on all occasions, Marine Patrol officers determined the vessels were anchored at
a sufficient distance away from the sea wall, not causing any kind of obstruction. The marine patrol officer
s oke with the complainant who made this office re- uest for assistance.
Beach Safety Officer
The BSO continued his efforts along the beach this weekend by continuing to conduct high visibility
patrols along the beach. This weekend, the BSO met with Bellini and Kenilworth beach staff to provide
them with new beach flags. The BSO contacted Public Works and advised them the Bellini was in need
of a new flagpole, as the beach attended stated they recently lost theirs. The BSO checked the sports
photos along the jogging path at the end of each day and conducted beach area checks for cleanliness.
The BSO conducted frequent checks of the Farmers Market being held at the 100th Block of 96th Street
and followed up with Public Works in regarding the beacon light not working at the end of the jetty.

The reporter told officers the decedent had been battling a lengthy illness and was found unresponsive.
Miami -Dade homicide was notified and released the body to the funeral home. No signs of trauma or
foul play were noted in the investigation.
11/24/2023
Arrest - Warrant
10200 Block of Collins Avenue
Officers initiated a traffic stop along the Collins Avenue corridor. During the traffic stop investigation,
officers discovered the driver had an active arrest warrant. The driver was placed under arrest and
transported to jail.

9700 Collins Avenue
Sak's loss prevention officers detained an adult male who had stolen over $1000 of merchandise. Bal
Harbour officers responded and arrested the male for a felony retail theft and transported him to jail

Officers responded to the store Gucci regarding a theft. Upon the officers' arrival, the store employee
said two subjects entered the store, removed two handbags from the shelf, and exited the store. The
subjects were not able to be located. This case has been forwarded to the Criminal Investigations
Division for follow-up.

9700 Collins Avenue
Gucci reported a theft in progress occurring on the second floor; the subject concealed merchandise
and exited the store without paying. Officers arrived and canvassed the area for the subject; however,
were unable to locate any individual matching the description. This case has been forwarded to the
Criminal Investigations Division for follow-up.

Assist Citizen
10100 Block of Collins Avenue
Officers met with a resident at a beachside condominium who wanted to report three vehicles as stolen.
Further investigation revealed the victim entered into a consignment sale agreement with a dealer in the
City of Miami to sell the car. The victim alleged the dealer sold the cars but did not pay him his share of
the proceeds. The victim was advised to seek legal counsel since the case was a civil matter involving a
failed transaction.

Truist Bank
A resident reported she transferred a large sum of money via a wire transfer pursuant to a realtor's
instruction. When the realtor did not receive the money, the victim discovered the money may have
been wired to a fraudulent account. The case was referred to CID for follow-up investigation.

Arrest - Theft
9700 Collins Avenue
An individual stole a wallet from Sak's on November 15t" and left the store. On November 29" -the same
individual returned to the store seeking a refund for another purse they had purchased. The individual
was positively identified and arrested for the theft of the wallet and transported to jail.
