WELCOME Monty welcomed Melissa Memory, Superintendent at Fort Pulaski National Monument,to the Main Street Board of Directors. Melissa was appointed at the December 12, 2013 City Council meeting to serve as the ex-officio representative of the Tybee Island Tourism Council. MAIN STREET BOARD OF DIRECTORS MINUTES: November 20,2013 Brenda made a motion to approve the November 20, 2013 Main Street Board of Directors minutes. Jim seconded the motion. Ted emailed his approval of minutes to Chantel prior to the meeting. The motion passed unanimously. DOWNTOWN DEVELOPMENT AUTHORITY(DDA) UPDATE Jim reviewed the information provided during the Main Street webinar, What Main Streets Need to Know for 2014, earlier in the day. Allowing assistance with building improvements will be one of the benefits provided through a DDA, should council choose to activate the DDA. Chantel noted that the topic of whether to activate the DDA or not was discussed at the December 12 City Council meeting. Vicki took the opportunity to speak in favor of activating the DDA during the visitor portion of the City Council meeting. Monty noted that some comments/concerns were as follows: 1) can projects be limited by city council, 2) can council set criteria for the DDA. A few items Directors reviewed that would be of benefit in having a DDA are as follows: 1)Tybee Post Theater and the Carbo House having the opportunity to pursue a DDRLF, 2) low interest loans for property acquisition in the future by the Historical Society and the Maritime Academy, 3)facade matching grant program. Another workshop to discuss the DDA was suggested by City Council. Chantel will follow up with Bill and Monty and provide an update to Directors as available. BY-LAWS&2014 MEETING CALENDAR Chantel confirmed Directors received the 2014 Board of Directors meeting dates. She asked that the committee chairs determine meeting dates so that she may add them to the calendar. Chantel reviewed the changes to the By-Laws as follows: 1) changed Better Hometown to Main Street within the document, 2) added an ex-officio member representing the Tybee Island Tourism Council to Article 5: Board of Directors. Brenda made a motion to approve the By-Laws as presented. Katie seconded the motion. The motion passed unanimously. Monty signed the approved By-Laws as Chair. Approved: 1-15-14 Page 1 of 2 THIRD THURSDAYS ON TYBEE Chantel reported that the Call for Submissions has been announced. She thanked Jim and Vicki for reviewing the Call and providing input. Directors discussed musicians and actors (i.e. performing artists) for the 2014 series. The deadline for interested artists to submit for consideration is February 6. COMMITTEE REPORTS Promotions: Katie reported that Tybee for the Holidays has been going well. She recommended doing the Community of Giving the same way next year because there has been amazing participation and it is an excellent way to help others during the season. Chantel reported she has done one pickup of donations so far. It was from Tybee Animal Care. Directors agreed that Lights on for Tybee was successful from feedback provided so far noting it was the largest turnout and best performances yet. Glor na Daire Academy of Irish Dancers are interested in coming back next year. Monty commented that the parade was successful as well. Chantel reported that there were 26 entries in this year's parade. Chantel continues to update the facebook page and information on the website as needed. The restaurant information for Christmas Eve, Christmas Day and New Year's Day is current with information provided so far. Design: Chantel reported in Vicki's absence that that Carmine with the DCA Design Studio is finalizing the swatch boards to accompany the design guidelines the HPC is reviewing. Directors do need to decide how the $1,500 donation will be spent on Preservation/Design projects. She reported that allowing 6' storefront awnings was considered during the last City Council agenda, but has been postponed for sidewalk dimensions to be provided at the next meeting for approval. OTHER BUSINESS Brenda reported that she did receive information from Swank Productions regarding Main Street hosting movies at Memorial Park.The cost per movie ranges from $175 to$325. The board discussed showing the movies during the summer months. Brenda will put together information regarding the details of sounds, backdrop for the movie to be shown, equipment,times, etc. The item will be discussed at the next Board of Directors meeting. NEWS FROM DIRECTORS Katie announced that she and her family are moving to Illinois at the end of the month. She commented that she has enjoyed serving as a director for Tybee's Main Street and having a successful store on Tybrisa. Directors discussed the banner fee that City Council is considering. Monty reported that murals and the like are untapped opportunities for the island and he is going to discuss the topic when he officially takes office. ADJOURN The meeting adjourned at 7:15pm.
