THIS AGREEMENT is between ANNA LINDQUIST (hereinafter Contractor) and the City
of McCall (hereinafter City of McCall) and outlines the terms under which Contractor agrees to
provide services for and behalf of City of McCall.
WHEREAS:
A. The City of McCall is the recipient of grant funding from Blue Cross of Idaho
Foundation for Health Grant Funds to support the McCall community garden; and
B. Contractor is a student at McCall Outdoor Science School (MOSS); and
C. Contractor will provide services to the City of McCall and MOSS to further the
Greenhouse Gas Inventory and Climate Action Plan (CAP) initiatives and will be
overseen by the Community and Economic Development Director and other assigned
City Staff; and
D. The City of McCall will pay Contractor for these services from the above-referenced
grant funding.
In consideration of the financial payments and other conditions outlined herein, IT IS
HEREBY AGREED by and between the parties as follows:
1. Term and Consideration. This Agreement will commence on May 18, 2020 and
terminate six ( 6) weeks from the commencement date. The consideration for this Agreement is the
sum of $4000 (the "funds"), payable through an invoicing process as work is completed.
2. Use of Funds. Contractor agrees that the funds shall be used only to advance the
purposes of this Agreement and the scope and work product hereof as hereinafter set forth and shall
not be used for any other purpose or in any way that would contravene the agreement under which
the City of McCall received the grant from Blue Cross ofldaho Foundation for Health Grant Funds.
Contractor agrees that the City of McCall may, at any time, conduct an audit of the Contractor's
expenditure of the funds to ensure that the funds are being used in accordance with this Agreement and
the grant from Blue Cross ofldaho Foundation for Health Grant Funds.
3. Scope. Contractor will work under the Community and Economic Development
Director to begin the process of creating a draft CAP for the city of McCall, Idaho. (Typically, a
Climate Action Plans with public involvement may take from six months to one year to complete,
and therefore it is not expected that a final version of the CAP will be finished at the time of the
termination of this Agreement). Contractor will primarily focus on establishing an overall vision for
climate change mitigation and adaptation, assessing what the City of McCall is already doing
towards adaptation and mitigation, researching other Plans to identify key topic areas and
recommended actions, finishing a greenhouse emissions assessment, and beginning to build cross-
sectoral and community support for a CAP to determine to focus of the final plan. In furtherance of

these objectives, Contractor agrees to:
A. Assess baseline inventories and assessments by:
• Evaluating the greenhouse gas inventory created by MOSS;
• Assessing existing policies and suggested policies from Master Plans and
agency capacity to adapt and mitigate to the projected impacts of climate
change; and
• Determining if the City of McCall would like to or needs to conduct a climate
change vulnerability assessment to identify current and future impacts of
climate change before going further.
B. Build government capacity and support by:
• Meeting with city government officials to develop support across sectors;
• Gathering input from key departments and agencies to determine the scope of
the project and encourage a sense of ownership;
• Internally completing the Climate Action Plan scoping tool developed by
ICLEI (see attached); and
• Identifying and evaluating any barriers or challenges that will limit the City
of McCall's capacity to create or carry out a CAP.
4. Timeline. The City of McCall and Contractor agree that Contractor shall adhere to
the following timeline:
• Week 1: Overview of city government and the agencies and staff involved in
sustainability and the climate action plan. Gather all collected data in order to
finish greenhouse gas emissions assessment.
• Week 2: Finish greenhouse gas emissions assessment.
• Week 3: Complete a review of existing and suggested city policies and from
the Master Plan.
• Week 4: Complete a review of similar city's climate action plans.
• Week 5: Begin ICLEI's CAP scoping tool worksheet with city staff.
