RESOLUTION NO. 62 -9PC
RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF TEMPLE CITY RECOMMENDING TO THE CITY
COUNCIL GRANTING OF A ZONE VARIANCE IN ZONE
VARIANCE CASE NO. 61 -24 TO CLYDE AND EVA CASNER
OF AND CONCERNING PROPERTY LOCATED AT 5620 -5636
NORTH ROSEMEAD BOULEVARD, TEMPLE CITY, SUBJECT
TO CERTAIN CONDITIONS.
THE PLANNING COMMISSION OF THE CITY OF TEMPLE CITY DOES RESOLVE
AS FOLLOWS:
WHEREAS, Clyde and Eva Casner, hereinafter referred to as
Applicant, filed on November 30, 1961, an application for a zone
variance, requesting permission to build a building for purposes
of storage and light manufacturing in zone P on the premises
located at 5620 -5636 North Rosemead Boulevard, Temple City,
California, and
WHEREAS, on January 15, 1962, after notice duly given pursuant
to law, a public hearing was held before the Planning Commission
at the hour of 8 :00 p.m., and
WHEREAS, the Planning Commission heard from all persons
desiring to speak for or against the subject variance, and
WHEREAS, the Planning Commission has duly deliberated on the
merits of the application for zone variance,
NOW, THEREFORE, the Planning Commission of the City of
Temple City Does Resolve as Follows:
SECTION 1. There are exceptional and extraordinary circum-
stances applicable to the property of the Applicant that do not
apply generally to the property or class of use in the same
vicinity.
SECTION 2. That the granting of the variance of the Applicant
is not detrimental to the public health, general welfare and con-
venience of the community and will not be injurious to the property
in the same vicinity.
SECTION 3. That it is recommended to the City Council of
the City of Temple City that the variance as requested be granted,
subject to the following conditions:
• (a) That the property be developed substantially in compli-
ance with the plot plan, consisting of two pages, on
file with the case.

(b) That the area shown in blue upon page 1 of said plot
plan, which area is further designated by two markings
indicating "Proposed Bldg. ", shall have built thereon a
cement block or concrete tilt -up building or buildings
which building or buildings shall comply with all
building requirements of the City of Temple City.
(c) That the construction authorized by this exception be
completed prior to January 1, 1963.
(d) That upon completion of the building referenced in
paragraph (b) above the area designated in blue upon
page 1 of the aforedescribed plot plan designated as
"Proposed Bldg. Storage & Mfg. ", consisting of 1700
square feet and the area designated in blue designated
"Storage" consisting of 1410 square feet shall be used
for storage only and for no other purpose without a
further variance granted therefor.

(e) That upon completion of the building referenced in
paragraph (b) above the area designated in blue upon
the aforedescribed plot plan (page 1) designated
"Storage & Mfg." consisting of 1500 square feet shall
be used for storage and the following described manu-
facturing: The fabrication of metal extruded parts
in which the only moving machinery used is one ten
inch (10 ") steel cutting saw and two 2 horsepower
bench mounted drill presses.
The manufacturing use permitted in paragraph (e)
immediately above shall be operated only between the
hours of 8 :00 a.m. and 6 :00 p.m. Mondays through
Saturdays.
The area shown upon page 2 of the aforedescribed plot
plan described as "Contra Storage Area ", in two
rectangular areas designated by red marks shall be
used for storage only of machinery and equipment
customarily used not as a part of the construction
but in the actual construction work. The City Council
shall determine any question as to what shall constitute
machinery and equipment."
(h) The entire area on page 2 shown in solid red color
with the exception of the area hereinafter stated,
shall be paved with asphaltic concrete of a thickness
and grade as shall be approved by the building depart-
ment of the City of Temple City.
(1) Two percent of the aforesaid area shall be landscaped
and the remainder shall be marked and laid out for
parking in a manner approved by the City Manager of
the City of Temple City. The paving, landscaping and
development for parking shall all be done on or before
January 1, 1963.
(j) There shall be constructed along the entire property
line of the area in which the variance is sought,
except where the; building shall be constructed as set
forth in paragraph (a) above, a six foot (6') masonry
block wall.

(k) In the event any of the foregoing conditions shall
not be complied with, or shall be violated, this
variance shall cease and terminate.
(1) That the variance, if approved by the City Council not
be effective for any purpose until the owner of the
property involved has filed with the City Clerk of
Temple City his affidavit stating that he is aware of
and accepts all of the conditions of the variance as
granted.
