The Agenda Meeting of the Mayor and Council of the Borough Agenda Meeting
of Carteret preceding the Regular Meeting of August 16, 2012
was held on Thursday, August 2, 2012, 6:00 P.M., Memorial
Municipal Building, 61 Cooke Avenue, Carteret, New Jersey.
The following were noted present: Roll Call

Also noted present was Kathleen M. Barney, Municipal Clerk Noted Present
and Michael Sica, Esq. sitting in for Mr. Bergen, Esq., Law
Director.
Noted absent was Council President Jorge Diaz. Noted Absent
The Clerk stated that the 2012 Annual Notice was mailed to Statement of Meeting
The Home News Tribune, The Star Ledger and posted on the Notice
bulletin board on January 9, 2012. Notice was published in The
Home News on January 9, 2012 and The Star Ledger on
January 10, 2012.
The meeting was opened with a minute of Silent Prayer and Silent Prayer/
The Pledge of Allegiance led by Mayor Daniel J. Reiman. Pledge of Allegiance
Upon MMS &C by Councilmembers DiMascio and Bellino and Approval of Minutes
unanimous affirmative vote of the five (5) members present,
the minutes of July 19, 2012 were approved as transcribed and
engrossed by the Clerk.

The Clerk stated that Ordinance #12 -12 was introduced and
adopted on First Reading at a meeting of the Borough Council
of the Borough of Carteret held on July 12, 2012. It was duly
published in The Home News Tribune on August 10, 2012with
notice that it will be considered for final passage after Public
Hearing to be held July 17, 2012 at 6:00 P.M. The Ordinance
was posted on the bulletin board and copies were made
available to the general public and according to law, she read
the Ordinance by title.
Open Upon MMS &C, by Councilmembers Sitarz and Bellino and
unanimous affirmative vote of the (5) five members present,
the Mayor declared the Public Hearing to be open.
There were no comments from the Public.
Councilmember Krum asked if this was the one that goes in the
Comments back of the park.
Mayor Reiman said Pauline Street is going to heading
Northbound. It would now be two -way traffic on the other
streets; you'd be able to go in. The issue with the sight
(inaudible) coming out.
Councilmember Krum asked if that was one way out, one
street.
Councilmember Bellino said when you come out of the park
you make a left, don't come straight up.
Closed There being no further comments or objections to the
Ordinance the Mayor declared the Public Hearing to be closed
upon MMS &C by Councilmembers Sitarz and Bellino and
unanimous affirmative vote of the (5) five members present.
Noted absent was Councilmember Diaz.

"AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER "Vehicles & Traffic
254, SECTION 27 ENTITLED 'Vehicles and Traffic' OF THE
CODE OF THE BOROUGH OF CARTERET"
was finally adopted. Upon individual roll call vote Finally adopted
Councilmembers Bellino, DiMascio, Krum, Naples and Sitarz
voted in the affirmative. Councilmember Diaz was noted
absent.

RE: Police Vehicles
& CAD System
"AN ORDINANCE OF THE BOROUGH OF CARTERET, IN THE
COUNTY OF MIDDLESEX, STATE OF NEW JERSEY, APPROVING
AND AUTHORIZING THE ENTERING INTO, EXECUTION AND
DELIVERY OF A LEASE AGREEMENT WITH THE MIDDLESEX
COUNTY IMPROVEMENT AUTHORITY RELATING TO THE
ISSUANCE OF COUNTY - GUARANTEED CAPITAL EQUIPMENT
AND IMPROVEMENT REVENUE BONDS, SERIES 2012 OF THE
MIDDLESEX COUNTY IMPROVEMENT AUTHORITY"
The Mayor asked if the Council had any questions or
comments.
Councilmember Sitarz asked if this was for the purchase of
Police Vehicles.
Mayor Reiman replied yes. This is a five (5) year lease
purchase with the County. Ordinance #12 -13 and #12 -14 are
sister Ordinances. One has to do with the lease and one has to
do with a loan. This is for the purchase of three (3) additional
police vehicles as well as the possible purchase of a computer
aided dispatch, CAD System for the police department.
Open Upon MMS &C by Councilmembers Sitarz and DiMascio and
unanimous affirmative vote of the five (5) members present,
the Mayor declared the Public Hearing to be open.
There were no comments from the Public.
Closed There being no comments or objections to the Ordinance the
Mayor declared the Public Hearing to be closed upon MMS &C
by Councilmembers Sitarz and Krum and unanimous
affirmative vote of the five (5) members present.

PUBLIC PORTION ON RESOLUTIONS /AGENDA ITEMS AND
NEW BUSINESS.
Upon MMS &C, by Councilmembers Sitarz and Naples and
unanimous affirmative vote of the five (5) members present,
the Mayor declared the Public Hearing to be open.
There were no comments from the public.
There being no comments or objections the Mayor declared the
Public Hearing to be closed, upon MMS &C by Councilmembers
Sitarz and DiMascio and unanimous affirmative vote of the five
(5) members present.
Mayor Reiman read the Resolutions into the record:

Mayor Reiman said he's appointing Ajmar Johal Singh to the
Library Board of Trustees.

Keystone NJP II, LLC.

Mayor Reiman said around ten (10) years ago we condemned Mayor's Comments
the parking lot that serves as the parking for the Waterfront
Park. It is the first parking lot next to the pier. It has worked its
way through court and ultimately the courts gave them more

money than we valued the property at. We were able to get the
Mayor' balance of the funds from Middlesex County Open Space Fund
Continued last year. They have their money. This is just basically
authorizing the final settlement with Keystone so we'll have
access through their property. We'll own that particular
parking lot as we have for the past ten (10) years but it also
gives us the ability to condemn the rest of the property down
the road if we ever needed either for Redevelopment or Open
Space.

National The Mayor spoke about National Night Out, August 7, 2012
Night Out with the National Association of Town Watches -
sponsoring a Nationwide Crime Drug Violence Prevention
Program.
Proclamation PROCLAMATION
BOROUGH OF CARTERET MIDDLESEX COUNTY NEW
JERSEY PROCLAMATION NATIONAL NIGHT OUT 2012
WHEREAS, the National Association of Town Watch
(NATW) is sponsoring a unique, nationwide crime drug and
violence prevention program on August 7Lh, 2012 called
"National Night Out "2012;
WHEREAS, the "29th Annual Night Out" provides a unique
opportunity for the Borough of Carteret to join forces with
thousands of other communities across the country in
promoting cooperative, police community crime prevention
efforts; and
WHEREAS, the Crime Prevention Unit plays a vital role in
assisting the Carteret Police Department through joint
crime, drugs and violence prevention efforts in the Borough
of Carteret; and
WHEREAS, it is essential that all citizens of the Borough of
Carteret be aware of the importance of crime prevention
programs and the impact that their participation can have a
reducing crime, drugs and violence in the Borough of
Carteret; and
WHEREAS, police- community partnerships, neighborhood
safety, awareness and co- operation are important themes
of the "National Night Out" program;
NOW, THREFORE, WE, The Mayor and Council do hereby
call upon the citizens of the Borough of Carteret to join the
Carteret Police Department's Crime Prevention Unit and
the National Association of Town Watch in supporting the

29th Annual National Night Out" on August 7th, 2012 as
"National Night Out" in the Borough of Carteret.
FURTHER, LET IT BE RESOLVED THAT WE, The Mayor
and Council, do hereby proclaim Tuesday, August 7th, 2012
as "National Night Out" in the Borough of Carteret.
Mayor Reiman asked if there was any business to be added. Business to be Added
Committeeman DiMascio reported that he had nothing to
discuss at this time.
Committeeman Krum said he usually makes all the National
Night Out but next week he'll be on a little Siesta out of the
country.
Councilmember Naples said to Councilman Krum that she
would give his regards to the residents.
Councilmember Sitarz wanted to ]snow if they were
supposed to have a hearing concerning Gio's. Every time Discussion
we're supposed to have it, it gets postponed and Gio keeps
operating and he just got caught again with after hours. As
long as we keep postponing what is the sense of going after
him?
Mayor Reiman replied that we can't have the
administrative hearing until the criminal component is
done. He still has pending criminal charges and if in fact he
is found guilty on certain charges relative to crimes then he
will automatically be barred from holding a liquor license.
We can't have our hearing because he is not going to be
able to testify in front of our hearing if the criminal charges
aren't heard. So that is a catch 22 but it happens all the
time. Once it is heard and resolved in the courts we can
have our administrative hearing but we also don't have the
burden of proof that the courts have to find. To find him
guilty of a criminal offense there's a certain burden of proof
if his bar just becomes a hazard and a health concern for us.

Councilmember Sitarz wanted to know what the progress
was with the CAD System.
Mayor Reiman said they looked at three (3) different
systems and one (1) was eliminated and there are two (2)
other systems that we are looking at., By putting the
Ordinances in place this evening and by making funding
available for as early as September. It sets aside dollars to
buy this system whether it's this year or next year. But it
will put the money in place so we just have to select the
system we are comfortable with and works and won't be
out of date in a year or two (2).
The Mayor asked Councilman Bellino if he had any business
to discuss.
Councilmember Bellino replied that he had no business.
Adjourned After no further discussion, upon MMS &C by
Councilmembers Sitarz and DiMascio and unanimous
affirmative vote of the five (5) members present, the
meeting was adjourned at approximately 6:10 P.M.
