HomeMy Public PortalAbout08-16-12cAlJaE' 16, 2012 A Regular Meeting of the Mayor and Council of the Borough of Carteret was called to order by Mayor Daniel J. Reiman at 6:00 P.M., Thursday, August 16, 2012, Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon individual roll call vote the following were noted present: Councilmember Vincent Bellino Jorge Diaz " Dennis DiMascio Rand Krum Joseph W: Sitarz Noted Absent was Councilmember Susan Naples and Municipal Clerk, Kathleen M. Barney. Also noted present was Linda A. Rivera, Assistant Municipal Clerk and Robert Bergen, Borough Attorney. The meeting was opened with a minute of silent prayer and the Pledge of Allegiance led by Mayor Daniel J. Reiman. The Clerk stated that on January 9, 2012 the 2012 Annual Notice was mailed to The Home News Tribune, The Star Ledger and posted on the Bulletin Board. Mayor Reiman asked Gina and Diane Gruskowski to come forward. Diane first thanked the Mayor and Council for the scholarship award from the Mayor's Children's Charity Fund and for the way they have helped in memorializing Danielle. She spoke on what progress has been made to keep what happened to Danielle from happening again. Gina was commended on her essay and presented with her award. There were no comments from the public. Mayor Reiman explained in reference to #12 -140, this had to do ihyor tairrmi, Re: with the sewage study from The Stevens Institute of Technology Resolution #12 -140 and Huber Operations Safety Manual for the future marina. Mayor Reiman then asked if there were any questions on any of the resolutions and there were no questions. Councilmember Naples was noted Absent. %yor Reinm Mayor Reiman said to be included on the bill list will be an item Amaxh)nt to payable to Nathan Hale Parent Teacher Organization for a the Bill List $1,000.00 (one thousand) dollar donation from our Municipal Alliance Trust Fund, T -15- 56814- 299 -201, explaining we had made a commitment to help support the uniform programs and this will become mandatory effective in September for the entire school. Mayor Reiman then asked for a motion to pay the bills as amended. Notion to Pay Bills as An2rded Upon MMS &C by Councilmembers Diaz and Sitarz, all bills PAY4Nr OF appearing on the prepared list, properly audited and signed were BI1 T ordered to be paid. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Krum and Sitarz voted in the Affirmative. Councilmember Naples was noted Absent. Ell kgtBt 15, 2012 REPORTS: Inspections of Buildings —July 2012. Upon MMS &C by Councilmembers Diaz and Sitarz and unanimous affirmative vote of the five (5) Councilmembers present, it was ordered to be approved. COMMITTEES: BUILDINGS & GROUNDS: Committee Chairperson Naples was noted Absent. FINANCE & ADMINISTRATION: Committee Chairperson Diaz reported the Tax Collection Department is in tax collection period which ends on September Ist and all sewer bills have been mailed. Under Finance the auditors have completed the field work for the 2011 audit and the report should be made available to us within the next few months. Continued progress. FIRE & DOMESTIC PREPAREDNESS: Before Committee Chairperson Krum gave his report Mayor Reiman informed him that while he was away on vacation, he had the opportunity to meet with Captain Bonner 'and Chief O'Connor and instructed them, on behalf of both of them, that every piece of apparatus is to be brought up one hundred per cent and explained that the monies have been in place for this and they have been waiting for Central Vehicle Maintenance to do those items. He went on to explain that we cannot wait any longer for it to be done in house so we have professionals and contractors on the outside that can do it much easier, quicker and cheaper. Committee Chairperson Krum thanked him for allowing them to have an open bank account so we could get these things done. He then reported on July 9 th the Fire Department responded to a E•ORq R of B A Id 1 5 a !:y -M� = house fire on Lincoln Avenue and the first arriving units were met Cont: with fire coming out of three (3) windows on the second floor. He then thanked the fire fighters for their quick action which kept the fire from spreading and thanked the Woodbridge Fire Company who responded to assist. He reported everyone got out safely. He went on to report on August 4` the Fire and EMS Units participated in the Health Fair in Chrome Park and on August 7 the Fire Department participated in National Night Out and visited more than fifty (50) homes. Progress. PARKS, RECREATION & PUBLIC PROPERTY — Committee Chairperson Bellino reported consistency with the day to day operations and construction on the water park is ongoing. He said the first layer of the parking lot has been completed and they have not determined whether it will be a one -way. He then reported the County Park in West Carteret is open and people are frequenting it, commenting he had been there himself and said it is looking beautiful. He then referred a few things to Counciimember DiMascio that he had taken notice of on National Night Out, about the streets. He said by Lefferts Street, where the soccer field is, it is a very narrow road and people zip up the street and the residents there are concerned that there house may get hit. He said they would like to see if a speed bump could be put there just before Musi's driveway so they will slow down by the time they get to the houses. He also reported on Fitch Street, whether or not related to the department, people are coming down Roosevelt Avenue and making a quick right on to Pershing Avenue and a left on to Fitch Street, thinking they will omit the light, but it is a dead end so they are making quick U -turns in the parking lot where there are children. He said they need a "Children at Play" sign. Progress. POLICE: Committee Chairperson Sitarz thanked everyone that participated in National Night Out and said it was a success. He reported they will be doing an inventory of the Police Cars deciding how many cars they will get rid of and how many new R AUNT 16, 2012 cars should be purchased. He went on to report he spoke with GIM= Cont: Freeholder Rios about getting the grass cut on the right hand side of the bridge coming down. Progress. Mayor Reiman said there is a match between the Turnpike and the County to see who has responsibility and until that is resolved and commented the Turnpike is saying they are not accepting the improvements that have to do with the guard rail at the base of the Turnpike entrance that was damaged as well as the ADA accessible sidewalks and curb cuts. He said the Turnpike will be coming in tomorrow or Monday and cut back all of the shrubbery on the north side if you are heading west bound on Roosevelt Avenue at the base of the bridge. PUBLIC WORKS: Committee Chairperson DiMascio reported that he would look into what Councilmember Bellino had brought to his attention and he will speak to Mr. DuPont. He said on National Night Out he spoke to some residents who informed him if you go down Holmes Street the sign says Holmes Avenue, so that will be changed. Progress. BOARD OF EDUCATION: Mayor Reiman reported that Councilmember Naples was Absent and he reported Progress in communications.
