RESOLUTION NO. 21-9847
A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF OPA-LOCKA, FLORIDA,
AUTHORIZING EMERGENCY WORK FOR THE
INSTALLATION OF CAMERA MONITORING
EQUIPMENT ON CAIRO LANE TO IDENTIFY
ILLEGAL DUMPING IN THE AMOUNT OF $9,721.00;
FURTHER AUTHORIZING THE CITY MANAGER TO
EXECUTE A CONTACT WITH BROADCAST
SYSTEMS, INC. AND TAKE ALL NECESSARY
ACTION; PROVIDING FOR AN EFFECTIVE DATE
WHEREAS, the City Commission of the City of Opa-Locka ("City
Commission") desires to protect its investment in the clean-up of roadway
improvements and work to prevent future illegal dumping along Cairo Lane and
NW 127th Street; and
WHEREAS, camera monitoring equipment is already installed on NW 127th
Street, however, the cameras are only facing in one direction; and
WHEREAS, the City Manager is requesting that the City Commission
authorize the installation of two (2) additional cameras on Cairo Lane which will
cover traffic exiting or entering NW 127th Street; and
WHEREAS, the City Commission finds it is the best interest of the City and
its residents enter into an emergency agreement with Broadcast Systems Inc.,
pursuant to the proposal attached hereto as Exhibit "A".
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA-LOCKA, FLORIDA, THAT:
Section 1. Adoption of Representations. The foregoing "Whereas" clauses
are hereby ratified and confirmed as being true and the same are hereby made a
specific part of this Resolution.
Section 2. Emergency Approval. The City Commission of the City of Opa-
Locka hereby authorizes emergency work for the installation of camera monitoring
equipment on Cairo Lane in the amount of $9,721.00 to identify illegal dumping.
Further, the City Commission hereby authorizes the City Manager to execute an
agreement for said work in a contract form acceptable to the City Attorney.
Section 3. Effective Date. This Resolution shall be effective immediately

upon adoption hereof and approval by the Governor of the State of Florida or his
designee.

Debris Removal, Cameras Installation, and Drainage Infrastructure Cleaning
in Cairo Lane and NW 127th Street
Staff Summary:
We are requesting approval from the City Commission to authorize the City Manager to accept emergency
proposals to clean the drainage systems along Cairo Lane and NW 127th Street, to remove all debris from the
right of way, and to install cameras to prevent illegal dumping actions in the area.
The Roadway and Drainage improvement Project for Cairo Lane and NW 127th Street was originally awarded
as a Design -Build project under the Request for Proposal (RFP) No: 15-2904100 on May 13, 2015; however,
the construction stopped in July 2019, leaving the project incomplete and causing the installed drainage
infrastructure to become filled with unsuitable materials.
The irregular conditions of this area have required the use of fill material to allow for vehicular traffic.
Moreover, the City has experienced several events of illegal dumping that have caused an accumulation of
debris in Cairo Lane that impedes access to existing infrastructure (manholes, catch basins, fire hydrants,
valves). The debris accumulated in the right-of-way and drainage infrastructure needs to be removed to
facilitate access to the existing infrastructures and to allow the field investigation activities (topographic
survey, geotechnical investigation, and assessment of the infrastructure) included in the development of the
basis of design for completion of stormwater, sewer force main, water system and roadway improvement of
Cairo Lane, part of the ongoing Condition Assessment & Evaluation project.
Addressing this issue, three contracts are proposed:
$120,424 World Petroleum - Removal of hazardous material from the NW 127th Street stormwater
drainage system.
$110,675 Envirowaste - Removal of illegal dumping from the Cairo Lane roadway and stormwater
drainage system.
$ 9,721 Broadcast Systems - Installation of camera monitoring equipment on Cairo Lane to identify
illegal dumping. Camera monitoring equipment is already installed on NW 127th Street.
Due to uncertain conditions that may arise in the removal of hazardous and other illegal dumped material, it
is proposed that a 10% contingency ($23,110) be added in regard to the first two contracts, to be released if
not required. All three contracts were procured on a sole source basis due to emergency conditions.
