A Regular Meeting of the Mayor and Council of the Borough of
Carteret was called to order by Mayor James A. Failace, Thursday,
February I, 2001, 7:30 P.M., Municipal CourtlPolice Facility, 230
Roosevelt Avenue, Carteret, N.J.
Upon indi vidual roll call, the following were noted present:
Councilmember Jack Fazekas
" Remy Quinones
" Daniel Reiman
" Ronald Rios
" Janet Santoro
" Buddy Sohayda
Also noted present\oÆ'œ Nick Goldsack, Business Administrator
and Attorney Craig Coughlin.
The meeting was opened with a minute of silent prayer and the
Pledge of Allegiance by Mayor James A. Failace.
The Clerk stated that on January 26, 2001, in full compliance with
the Open Public Meetings Act, a notice of tonight's meeting was
sent to The Home News & Tribune, The Star Ledger and posted on
the bulletin board.
Mayor Failace said they have Certificates of Merit to give out and
he commented that the first group, a) Middle School Students
would not be present this evening so they would hold theirs until
the next meeting. He went on to say the next group of certificates
were for the Firefighters and that is in reference to the Industrial
Road Accident of January 12, 2001 and Councilman Rios would
present the certificates.
Councilmember Rios presented the certificates to Fire Captain
Robert Magella, Firefighter George Simms, Firefighter Dennis
Kopin, Firefighter Joseph Lombardi, Firefigher Nathaniel
Reynolds and Volunteer Firefigher Michael Menzoff Jr..
Mayor Failace said we also have Ce11ificates of Merit for the
Police for the Industrial Road Accident and Councilmember
Santoro will present them.

"APPOINTING BOROUGH ATTORNEY IN THE BOROUGH
OF CARTERET"
was Adoptcd. Upon individual roll call vote, Council members
Fazekas, Reiman, Rios, Santoro and Sohayda voted in the
affirmative. Councilmember Quinones Abstained.
Attomey Coughlin asked for a moment to speak. He congratulated
Mr. Bergen on his appointment for Borough Attorney and he
thanked every Councilmember past and present for giving him the
opportunity to be of service to the Borough and he especially
thanked Mayor, Jim Failace. He said he is a decent and faithful
man and he said he was fortunate to have been the Borough
Attomey for the last four (4) years and he enjoyed it and the people
and hoped he contributed to them.
Robert J. Bergen Esq. was then sworn in as Borough Attorney.
Following the swearing in he thanked Attomey Coughlin for
helping him over the last few days with issues that have come up.
He was very helpful and is sure he was an excellent Borough
Altomey.
ORDINANCE #01-6 was introduced on First Reading.
Council member Quinones made a motion to carry this. She has
some issues to discuss with the Council and she would like an
opportunity to do that at the Agenda Meeting.
Council member Reiman said Councilmember Quinones brought
up some issues but she wants to address the Board so she made a
motion to Table and Councilmember Fazekas second the motion.
Upon individual roll call vote Council members Fazekas, Quinones,
Reiman, Rios, Santoro and Sohayda voted in the affinnative to
Tahle Ordinance #01-6.

ESTABLISHING SALARY SCHEDULES AND FIXING THE
MANNER OF PAYMENTS OF SALARIES FOR VARIOUS
OFFICIALS AND EMPLOYEES OF THE BOROUGH OF

ORDINANCE #01-7 was introduced on First Reading.
Councilmember Santoro said she wanted to vote to Table this
ordinance. Upon MMS&C by Councilmembers Santoro and Rios
and individual roll call vote, Council members Fazekas, Quinones,
Reiman, Rios, Santoro and Sohayda voted in the affinnative to
Table Ordinance #01-7.

There being no further comments or objections to the Ordinance
the Mayor declared the Public Hearing to be closed upon MMS&C
by Councilmembers Fazkeas and Reiman and unanimous
affinnative vote of the full Council present.

The Clerk Stated that Ordinance #01-2 was introduced and passed
upon First Reading at a Regular Council Meeting of the Borough
Council of the Borough of Carteret held on January 18, 2001. It
was duly published in The Home News Tribune on January 23,
2001 with notice that it will be considered for final passage after
Public Hearing to be held on February I, 2001 at approximately
7:30 P.M. The Ordinance was posted on the bulletin board and
copies were made available to the general public and according to
law. she read the Ordinance by title.
Upon MMS&C by Councilmembers Fazekas and Reiman and
unanimous affinnative vote of the full membership present, the
Mayor declared the Public Hearing to be open.
There being no further comments or objections to the Ordinance
the Mayor declared the Public Hearing to be closed upon MMS&C
by Couneilmembers Fazekas and Rios and unanimous affinnative
vote of the full Council present.
Councilmember Quinones asked if this was intended to imply to all
Borough workers or just new hires.

The Mayor commented that the original ordinance was that they
couldn't move out of town at all and then it was changed to one (I)
year so he is confused as to which one would take precedence for
employees now working for the Borough.
Couneilmember Rios asked the Mayor if in the second paragraph
where it says "whereas the Mayor and Council have detennined
that it would be in the best interest of the Borough to extend the
theory for the period for required residency after appointment" that
means he would interpret that after appointment everyone from
here on in wants this officially adopted.
Council member Quinones said she doesn't think it is that clear that
is why she asked.
Mayor Failace said he had to agree with that and told
Couneilmember Rios that he respects his opinion but he is asking
the attorney if an employee who started two (2) years ago ch(bSesto
move out of the Borough, can he move out of the Borough.
Attorney Bergen said if it is the intent of the Council to reduce the
time period from having to live in the Borough forever as it had
been previously, until five (5) years then they should make that
clarification that it will imply to all employees. If it is their intent
that employees that were hired before exist under that old
ordinance then that is what you should do also. He commented that
they have to understand that the employees are going to serve
rights that they feel they have and he feels their interpretation
would be is the ordinance they were hired under would control
them and he feels if they want to clarify that they should clarify
that.
Councilmember Reiman said he agreed with that because they
would not want to effect any current employees. The prior Council
alread y amended that to say the one (I) year.

Pat Crilley said if that is the case it is fine they are going to do it
anyway, but that may not be the case and why encourage it false if
you are not going to re-advertise. He is just saying to be a little
cautious because chances are you are probably going to re-
advertise it anyway but if you carry this ordinance instead of
voting on it you can then vote on it without re-advertising it, if you
are not going to change it.
Attorney Bergen said he agreed that could be true but he thinks if
the ordinance is going to change in accordance to who the
ordinance applies to he doesn't think there is any way it is going to
be anything other than a substantial change and he would advise
that they would re-advertise it. Unless, you adopt it in exactly the
same fonn if they think it is possible.
Mr Carmichael then introduced himself. He questioned why should
this be established as distinguishing benefits for certain Borough
employees.
Mayor Failace said the reason for that is the prior Council, last
year, eliminated benefits for Mayor, Council, Borough Attorney
and Prosecutor.
Mr. Cannichael asked why.
Mayor Failaee said they eliminated it because they thought it
would be a savings for the Borough and now they are bringing
them back.
Mr. Carmichael commented that this is re-establishing it.
Mayor Failace agreed.
Jim Stone, Carterct resident of forty-two (42) years. He said it
upsets him about the medical coverage. He commented the last
Council Meeting he was at, they polled the Council. One (I) person
wanted it, two (2) people got covered by work, another person
didn't want it and one (I) person wouldn't commit and he assumed
he wouldn't commit because he wanted to vote and give it to
somebody else and he didn't want to say he could get covered at
work and we had one (I) maybe. As a part time job it is not fair to
the taxpayers in Carteret that we should pay this kind of money for
it. He said the School Crossing Guards are only covered for
themselves, not their families. He then referred to the newspaper
editoral of January 20th saying it was a disgrace. He commented
they come to a meeting with the intentions of who could get the
Mayor this week.
Mayor Failace interrupted Mr. Stone telling him there was a time
limit to speaking on this ordinance but he could again get up
during the Public Portion of the meeting.

Councilmember Reiman told Councilmember Quinones that she
was correct, the letter of research prepared for him by the CFO was
incorrect, so that research was not done by himself but by the
professional staff people of the Borough.
Council member Quinones commented that he stood there and
made a statement by it.
Council member Reiman said that was correct that he relied on the
infonnation given to him by the CFO, who was incorrect and he
apologizes if it was incorrect. He did say you took them for six (6)
months, never the less, you did accept the benefits.
Councilmember Quinones said she had just reimbursed the
Borough.
Couneilmember Reiman said that was correct and he commented
"two years too late". He then said he voted Yes.
Councilmember Rios said this had been in effect for many years in
this Borough and he personally will not accept any benefits
because he gets them from his employer, however, he thinks it has
been in effect for so many years and he thinks it should continue to
compensate some of the Councilpersons who may not have the
opportunity to have health benefits afforded by their employer. He
said it is ironic how this was changed two (2) months before the
election and commented he did not think it was coincidental but
done purposely. The prior administration had the opportunity to get
away with leaving it the way it was all those years and all of a
sudden two (2) months before the election they change it. It
became a political affair for this past election. He voted Yes.
Councilmember Santoro said one of the members who voted for
appealing this had accepted benefits for six (6) years. One of the
attorneys had accepted them for four (4) years. It was strange that
when changes were to take place, now we were eoncemed with the
statements for the taxpayers, when it was a $34,000.00 statement
instead of the $84,000.00 that the Mayor said were potential
statements. $118,000.00 was added to the medical benefits when
they added the Crossing Guards, who are a part-time status, so
that extends any part-timers from here on to be eligible for that.
She commented that we should not take it away from them but at
the same time we didn't create the benefits to the Councilor
certain Borough employees, as stated, these were in existence to be
repealed only after or during an election taking place and she votes
Yes.
Mayor Failace interrupted saying he wanted to clarify something.
He said he explained to Councilman Rios a: the last meeting that
June of last year, at an Agenda Meeting, he brought this up, no one
had won or lost an election.
Councilmember Rios asked when it was finally adopted.

Upon MMS&C by Councilmembers Rios and Fazekas and
unanimous affirmative vote of the full Council present, the Mayor
declared the Public Hearing to be open:
Daphne Miles, 45 Pulaski Ave., spoke, asking if the position of
Deputy Mayor is a paid position.
Mayor Failaee said no.
Daphne asked if the Council now is reaping the benefits of this
Deputy Mayor not getting paid because, if her memory serves her,
the Mayor took that salary and you put it in his ·and Kathleen
Barney's (inaudible).
Couneilmember Reiman told Daphne that was for the Mayor's
Aide position, this is the Deputy Mayor's position two (2)
distinctive .............
Daphne said Deputy Mayor, Mayor's Aide, all equivalent to the
same thing.
Mayor Failaee told Daphe it was, then went on to say the old
Ordinance said Deputy Mayor and that Mayor Sica, a long time
ago, created the position of Mayor's Aide, never created the
position in the Ordinance, but created a Salary Ordinance that paid
the Mayor's Aide. So that was wrong the way they did it. It was
the Mayor's Aide that got something, this Deputy Mayor has
nothing.
Daphne said getting back to the money Mayor Sica gave his aide,
the prior Mayor and Council did what with it?
Mayor Failace said they took the money away and gave it to the
Mayor and Council.
Daphne said this Mayor and Council is benefiting off of what they
did.
Mayor Failace said in a round about way.
Daphne said so what actually happens is the Mayor doesn't get to
have a Deputy Mayor or Mayor's Aide but they get to spend the
money.
Mr. Cannichael asked if they are talking about salaries.
Mayor Failace said they are talking about the position of Deputy
Mayor being eliminated.
Mr. Cannichael said they eliminated that situation.
Mayor Failace said it is a non-paying position, there is no money
involved.

It was created by the fonner Mayor, not the position, a Salary
Ordinance. It was not done right. A salary ordinance was created
for the Mayor's Aide for $10,000.00. He mentioned to
Councilmember Reiman that he was going to fix that because that
is what was in the book. After that this Council chose that they
should take that away because people might think that they might
have more power when the ordinance specifically states that he
reports to him, answers only to him and he speaks only what he
tells him to speak when he goes wherever he goes, etc., they don't
think that the citizens or the others in the state would understand
that.
Cindy DeCamp asked if this Council would be willing, if there is
such a discrepancy over the title of Deputy Mayor, to establish a
title of Mayor's Aide.
Councilmember Quinones asked why we have to advertise it.
Couneilmembers Reiman said they didn't have a problem with that
and Councilmember Reiman said at the next Agenda Meeting that
will be there.
Couneilmember Quinones again stated why they should have to re-
advertise if the function is essentially the same.
Cindy DeCamp understands that everybody is busy but she feels if
someone is willing to come in and help the Mayor then why not.
Mayor Failace said for them to understand that the Mayor's Aide
will still speak on his behalf and still go to meetings, etc. and he
hopes the citizens understand that the title Deputy Mayor a
non........
Cindy De Camp said is a non voting..... ...as long as he has
someone to help him out.
Pat Crilley, 4 Capp Street spoke and said he is a little disappointed
in this ordinance and he will tell you why, this Council decided to
waste taxpayer's money in advertising this ordinance and when the
editorial appeared in the paper, whether you agree with it or not,
the first comment he got from a person who is not politically aeti ve
is what this Council has done is drag this Council back three (3)
years to the kind of politics that it was then. He said it seemed
Carteret had not been in the paper with negative press for three (3)
years. He said all your changing is the (inaudible) for this position
and he asked what they are afraid of , are they so insecure as a
Council that they are afraid to call someone a Deputy Mayor. He
said it don't make sense in less there is a deep rooted fear that this
Deputy Mayor is going to take over then he asks why spend the
money.
Jim Mancuso said it seems this Council is afraid that the people
don't have the intelligence to understand what the Deputy Mayor
was and these are the same people who voted for this Council and

she had to call one of the Police Officers in for a Sobriety Check at
the door. She voted No.
Council member Santoro commented that at the last couple of
meetings when the Mayor and Councilmember Quinones want to
take all the pokes and jabs and sarcasm......... ..she had seemed to
be the long dissenting vote the past year, her and Councilmember
Sohayda and they sat there and took it time after time. She said this
is a new Council and they may not always be in total agreement
but to sit constantly with sarcasm that she initiates will get them no
where.
Couneilmember Quinones told Couneilmember Santoro that she
didn't have a problem with it because Councilmember Santoro
feels comfortable doing all the time.
Councilmember Santoro said she does move on with the Deputy
Mayor's position which has not been filled since Mr. Orlando
filled the position and we had a Mayor's Aide, whether it be by
Salary Ordinance or appointment on January 1st, where the Council
voted for those two (2) individuals to sit in those positions. She
does move to eliminate the Deputy Mayor's Aide and set in motion
to correct, if there was no ordinance set in that position, for
Mayor's Aide, then we set the position correctly, because evidently
it was filled for the past years and until this was brought up nobody
even realized it.
Mayor Failace said to rest assure that Ordinances #01-01, # 01-02,
#01-03 and #01-04 he will Veto in five (5) days.
Councilmember Santoro asked Attorney Bergen when they are
vetoed, what happens.
Attorney Bergen said it will come back and the Council can
ovenide the Mayor's Veto.
Couneilmember Santoro said the Mayor even knowing that the
Council still will have the vote to put these into effect, will still
waste the time and go ahead and Veto it, just like he did for the
attorney to carryover for thirty (30) days.
Mayor Failace said it is his right as Mayor to Veto an Ordinance
that he does not believe in, that he doesn't have any faith in. Not to
waste any time, he wanted the public to know that he has that right
and why he is doing it. It is that simple and he questioned why a
Councilwoman would even question .................. .she has made
him known many times that he is net, that he doesn't have any
power, or that this Council will do what they have to do. He said
this is the one thing he is allowed to do so let him do it.

Kelly Colozzo asked if the list is ready for the appointments for
the Redevelopment Agency.
Mayor Failaee said there is a number of lists and they will hear it
this evening.
Upon MMS&C by Councilmembers Reiman and Rios and
unanimous affinnative vote of the full Council present the public
portion on resolutions was closed.
RESOLUTION #01-35 was introduced by the Mayor and referred
to the Council for action.
Upon MMS&C by Councilmembers Rios and Santoro
RESOLUTION #01-35
"PROFESSIONAL SERVICE CONTRACT FOR LEGAL
SERVICES"
was adopted. Upon individual roll call vote Councilmembers
Fazekas, Reiman, Rios, Santoro and Sohayda voted in the
Affinnative. Councilmember Quinones Abstained.
RESOLUTION #01 36 was introduced by the Mayor. Mayor
Failace asked the Council to Table this for a number of reasons and
one of them is that they had kept him in the dark and did not tell
him who they chose as the attomey or the engineering finn and he
has some questions that he needs to be answered, that needs to be
addressed before this is done. One is, T&M was the engineer many
years ago when they had some thirty (30) million dollars of sewer
projects that were done and when he found out on his own that
T&M was chosen he went back and went through every resolution
and he has some questions. He has minutes from a meeting where
the prior mayor accused them of costing this town $340,000.00. He
commented that he didn't want to do this publicly and he wished
the Council would have come to him sooner.
Councilmember Reiman said he was surprised, (inaudible)
resolutions, he questioned how he knew who the engineer was
going to be.
Mayor Failace told him he found out and then went through the
resolutions and he said also T&M had done work in Woodbridge
and in a report he obtained from our old engineers, T&M basically
blamed Carteret for the problems in a portion of Woodbridge's
sewer system. He doesn't know if there is any conflict there and he
went on to say he has some problems and all he wants is answers
to his questions.

Mayor Failacc said when they do the Planning Board on January
1st they have two (2) or three (3) Planning Board Members and
they vote on each name individually from one (I) resolution.
Councilffiember Quinones asked Attorney Bergen if voting on it
this way would make the resolution ineffective.
Attomey Bergen said no.
Mayor Failace again asked for a motion for John Riggio for a five
(5) year term.
Councilmember Quinones made the motion.
There was no second.
Mayor Failace said how sad that someone that has been involved
in this since the beginning, has gone to the schools............
Couneilmember Quinones said not putting Mr. Riggio on this
makes no sense, he is probably the most qualified person.
Mayor Failace said he is the most influential, ran the (inaudible)
Committee Meetings, got the Smart Vote Grant for $57,000.00. He
told John Riggio he was afraid it was because he is his friend.
Mayor Failace asked for a motion for Tony Neibert. He is our

(3) names off his list. He told the Mayor he sat here many times
and said it doesn't matter who is on this committee because he will
watch them like a watch dog and he will prove that he does, as the
rest of this Council. He told him it doesn't matter who is on the list
as long as they are good hard working dedicated people who will
look to redevelop and he voted Yes.
Councilmember Quinones said she was not given a copy of the list.
She received a phone call from Council President Fazekas about
4:40 this afternoon and this was after she found out that there was
about five (5) different lists submitted with all these different
names. The bottom line is this should have been handled two (2)
months ago and they didn't do that or discuss the names. They did
it at the eleventh hour with no thought.
Mayor Failace asked how Councilman Reiman dare make that
statement, that he asked for the names three (3) weeks ago and
they chose to ignore him. Last week Councilman Fazekas said he
put out a memo at 4:00 p.m., on Thursday of the Agenda Meeting,
how dare he say that. He questioned why they had the names for
Councilman Fazekas and for the Mayor, who had asked two (2)
weeks earlier, they had no names for him and they had no excuses.
Councilmember Reiman told the Mayor that when he originally
submitted the names, the Council hadn't seen them back in
December. He don't understand why he is playing politics. He
asked to move on and make these appointments and get the
Redevelopment Agency approved so they can begin the work they
need to do.
Mayor Failace said he need;to clarify again the Councilpeople did
not have the names in December because he asked the
Councilpeople for names in December and they gave them none."1

handed this to him and said we put our list together. He said they
have people on this list that cost this Borough a couple of hundred
dollars in legal fees and commented that it was a great list. He said
there was no respect for him. He questioned why would
Councilman Fazekas, last Thursday, say he put out a Directive,
when he put out one, two (2) weeks prior. How dare they and they
tell him he is involved in the politics of it. It had nothing to do with
politics.
Councilmember Santoro asked the Mayor when he first took office
(inaudible) and they said to the Mayor at that time, "You will be
the weakest Mayor."
Councilmember Quinones commented that Councilmember
Santoro is rude and arrogant.

Upon MMS&C by Councilmember Rios and Sohayda and
individual roll call vote Councilmembers Fazekas, Quinones,
Reiman, Rios, Santoro and Sohayda voted in the Affinnative.
Mayor Failace said they have a consensus of Michael Kepich for
three (3) years, Tom Lang for two (2) years and Tony Neibert for
five (5) years. He said the Council has thirty (30) days to make the
rest of the appointments.
Attorney Bergen said he believes the Council has thirty (30) days
not to accept his nominations and then the Council has the
opportunity to go forward and make those appointments.
Mayor Failace said he was sorry and that he was absolutely right.
Attorney Bergen commented that he said that to clarify it to him
and that is why he would have preferred they do it with separate
resolutions. He asked if they had one (I) five (5) year seat open.
The Governing Body said that was correct.
Attorney Bergen went on to ask, one (I) four (4) year and one (I)
three (3) and one (I) one (I).
The Governing Body agreed.
Councilmember Santoro made a motion to nominate Larry
Aleksandrieh for a five (5) year tenn. He is an engineer and he is
on the Zoning Board, he serves on the School Board, he is a
Volunteer Fireman, a First Responder and is active in Girls
Softball.
Mayor Failaee said he certainly does not disagree with him. He put
him on the Urban Enterprise Zone and the Zoning Board, where
he is Chainnan. He is also President of the Board of Education. His
problem with this is not that he is not qualified, he is eminently
qualified to sit on this Board but the problem he believes is , as the
Councilwoman said, he is on the Urban Enterprise Zone.
Councilmember Santoro said he is going to be resigning from the
Urgan Enterprise Zone.
Mayor Failace said okay but he is the President of the Board of
Education. They are in their own gigantic building program and
doing a good job with the building and education and he would
think that should take 90% of his time. This not only needs the
time, you need to go to school, you need to go to classes.
Council member Santoro asked the Mayor if he has ever known
Larry Aleksandrich to not do a good job at whatever he is doing.
Mayor Failace said he doesn't disagree with that but it may be his
own constraints that stop him.

Mayor Failace said he did not think they could do this because
.........the attorney will have to correct me if I am wrong, but let
me just get back to this. He then read aloud about creating a
Redevelopment Agency and he said it talked about the members
and it said, "not more than two (2) of the Commissioners can be
officers or employees of the Borough of Carteret. Not more than
two (2) of the Commissioners shall be members of the Borough
Council." He asked Attorney Bergen if he interprets that as two
(2) and two (2) or............
Attorney Bergen said he would interpret that as two (2).
Mayor Failace said as two (2) separate and then he asked if
members of the Borough Council are officers of the Borough of
Carteret.
Attorney Bergen said they are but when you go back and look at
the statute, the statute provides a separate appointment procedure
for the Councilmembers and then it says you shall go back and try
to appoint the staggered tenns so much in line with what is left, so
when he reads that statute his interpretation of it is that the intent
was that the Couneilpeople would be separate from the Borough
Officials, but, again he doesn't know if it has been litigated or
there has been an issue of, but, the way they set out the tenns and
separately provide the Councilmembers as one (I) years tenns, no
matter what happens he believes they want the Councilmembers to
be in addition to those.
Mayor Failace told the Clerk to poll the Council.

BUILDINGS & GROUNDS: Committee Chairperson Quinones
said just to update everybody on Tony Neibert's status, he is
recovering and doing better. He may be starting physical therapy
next week. Although the Construction Office is certainly moving
along, his absence is certainly felt and they hope to have him back
in three (3) or four (4) weeks. She congratulated Sharon Seymore,
who was recently elected to serve on the MCEOC Board of
Trustees, regarding the Head Start Program and she thinks she
should be commended for wanting to contribute to the community
in what she thinks is a meaningful way. She said she is still in the
process of reviewing and evaluating some open issues with the
buildings. Some of the open items at this point are the Court Room
and Fire House and CO issues. She said the main objecti ve for her,
at this point, is to finally get the Senior Community Center open
and she would like to have it possibly open by the end of the
month. She would like to look into getting some furniture.

computer software. They conducted interviews for an EMT to
replace a retiring Firefighter, Captain Tim Horton. Hopefully they
will have a recommendation for the Council at our next Agenda
Meeting. Progress.
PARKS & RECREATION: Committee Chairperson Santoro said
from January to March, at the Middle School, there is a Basketball
Program every Saturday and around sixty (60) students are
involved in it. They arc looking to expand it next year and bring
younger students into it. Basketball is the growing thing for the
children in our town. Work on the lighting has begun on Veterans
Field and we expect that will be finished by March 1st.
At approximately 9:28 p.m. Couneilmember Quinones was noted
Present.
Committee Chairperson Santoro went on to mention that only
painting remains to be done at the dug out at Sullivan Field.
Originally we estimated a cost between nine (9) and eleven (11)
thousand dollars and our workers did the work themsel ves at a cost
of three (3) thousand dollars and that was a terrific savings and she
thanked them for doing the work. The Community Development
Grant that Councilmember Reiman had mentioned is going to have
$3500.00 for the lining of the basketball courts in Chrome. We will
be getting the Block Grant for $3500.00. They sat down with Mr.
Riggio, Mr. Kately and Beverly Hedesh for a Green Acres Grant
and we put different items on that grant and hopefully we will get
some of the items back, like fixing the lake in Carteret Park, doing
an amphitheater, fixing the field over at the Recreation Building
where the Sportsman play. It was passed back at the last election
for the penny cent tax for the Open Space Green Acres. We may be
able to do matching funds and get more of this work done.
Progress.
POLICE: Committee Chairperson Santoro said they had a Police
Committee Meeting with the Director and next week they hope to
be interviewing candidates. We did have a transfer officer, through
the course of this year, who had gone back to New Brunswick,
where she had come from, so we are beginning the process of
interviewing to fill that position. Also, we have been working on
the budget for the Police and they are looking to hold it the same as
last year, but also bringing up the personnel, possibly another
officer besides that, bringing us an occasional couple of cars
because we constantly have to be replacing them, plus just being
very confident that we can do the training and keeping the Police
Department in top shape.
PUBLIC WORKS: Committee Chairperson Sohayda said the
Sewer Department has been keeping up with thcir cleaning of the
Wet Wells and the servicing of their Pump Station, which is their
primary task from day to day, as well as assisting in excreting
different chemicals or water levels for certain areas. Our Recycling
Department has been keeping its daily task of keeping in touch

Ms. Seymore interrupted saying he was somebody in our best
interest, a Spiritual Leader. His church comes here to find out what
goes on in our community. She told Mr. Reiman he sits up there
like he is God and makes decisions for them. He doesn't even ask
us and when he does ask us he goes around and does just the
opposite. She asked if they do not matter. She said they come
down there to get their votes and then he comes here and does just
the opposite. She said it is disgusting, at this point it is like a joke.
Everything is pointed at the Mayor instead of (inaudible).
Levi Jones then spoke. He said he has lived here for fifty-six (56)
years and he comes to Council Meetings and he has never saw
Councilmembers like these six (6). They do not deserve to be on
the Council. You (the Mayor) is the head of the household, as far
as he is concerned and it is not right to talk to him like that. He
said they have to start acting like the people in the Chrome Section
are human.
Kelly Collozzo then spoke. She asked Councilmember Reiman
about the statement he had made earlier saying ,"they should be
commended for wanting to do something for Chrome". She asked
what that meant.
Councilmember Reiman said the statement was that anyone that
allowed their name to be put on the list should be commended for
wanting to serve the community.
Ms. Collozzo told him he did not say that he said "Chrome."
Couneilmember Reiman said he did say "Chrome, wanting to serve
Chrome." He said he also said "wanting to serve Chrome, lower
Roosevelt Avenue, the community as a whole. " That is what he
means by that statement. He commented that they could pull the
tapes. He doesn't understand why they would de-rate somebody
who is looking to serve the community, whether it is in one (I)
section of town or the entire community.
Ms. Collozzo said it is that the main point of this redevelopment is
lower Roosevelt A venue, which they call Chrome.
Council member Reiman said to initiate lower Roosevelt A venue.
Ms. Collozzo said that is what they are looking at and he and all
those sitting up there saying that they want to move forward, well

Ms. Urena asked, in reference to our garbage and our recycling, if
our trucks circle the area because she sees them leave refrigerators
for many weeks. She questioned why they would pass them up.
Councilmember Sohayda said he didn't know the answer to that
question but he would find out. He said they don't have a lot of
manpower and they are working the best they can with what they
have.
Ms. Urena said she sees the trucks go by and pass things up and
never come back to pick them up. She then went on to say that
another issue she has is the Redevelopment Board. She said she
has lived in Chrome for ten (10) years. She said when the name
Chrome came up it was to have been a positive name and the
people in the city make it negative and she said this is not right
because it is in everyones best interest to have every part of the
town looking good. She said there is no shopping or delivery for
them and yet we all pay our taxes and yet they all degrade Chrome.
Councilmember Quinones said they do not all degrade anything.
Ms. Urena said the Goveming Body should exercise a little
restraint at their meetings. She said it would look nice to see in the
paper about how nice our meetings went. She then commented she
had gone to the Board of Education Meeting yesterday and she was
very impressed on how that meeting went.
Mayor Failace told her that was a group of people who agree with
each other all the time.
Ms. Urena said they did not all agree but, they did not go out of
hand with their disagreements.
Pat Crilley, 4 Cap Street had some questions. He asked
Councilmember Santoro if she could update the ShoreCrest Park
project.
Councilmember Santoro said they received the equipment. It is in a
trailer in storage and we arc looking in order of finishing the
outstanding projects right now and as soon as we can we are
installing the equipment.
Pat Crilley said he believes when they have the control of Council
they have every right to put in the people that they see fit, that they
can work with. He would never question that. The only thing he is
asking this Council to remember about people that have been on
this Council previously is when other people had control there was
cooperation still, there was communication between different
groups. He said don't stand up there and allow anyone to point a
finger and say they didn't tell them. He told them to do what it is
they have to do, but just communicate. He then commented that
they had put four (4) Borough Officials on the Redevelopment
Committee, which he believes is illegal. Mr. Kepieh, Mr.
Alexandrich, Mr. Neibert and Mr. Walsh.

Pat Crilley said he did not question it was from the Borough he
thought it was another vendor that did it. He then asked
Councilmember Rios the same question about who paid for his
room.
Councilmember Rios said hc paid for it. He went there as an
individual, a private citizen. He was not a Councilman then.
Pat Crilley said it had come to his attention that a Vendor has paid
for them. He said he is not accusing anybody.
Councilmember Rios said he would like that person to tell him.
Couneilmember Reiman said he reserved Mr. Rios's room on his
American Express. He did pay for it, but he did get their comp
rooms in his mail which he gave to (inaudible).
Pat Crilley said he is only trying to set the record straight. He then
asked the Council to investigate putting the Comcast TV into the
Council and Agenda Meetings.
Councilmember Reiman asked him if he had the information on
that.
Pat Crilley said he doesn't, but he knows it has been looked at, the
Mayor has it. He said it is the best way to communicate to the
people of the Borough of Carteret for the positive and
unfortunately the negative. He then asked why Councilmember
Fazekas doesn't sit on a standing committee. He said as a member
of the Council he receives his salary and he doesn't assume the
responsibility of his paI1 as a Councilman. He believes that he is
cheating the public and he sits on the board on the Liaison
Committee, which is not a standing committee. He commented
there is no personnel involved in this. Hc believes it is unfair to the
Borough of Carteret and the people who elected you and put you in
this position to sit up there and receive his salary and not sit on a
standing committee.
Councilmember Fazekas told him he didn't think that was the
intent, and they could talk about that at the next Agenda Meeting.
As far as his eoncems, his intent was to concentrate more on
technology. He said he would be more than happy to bring this up
at the next Agenda and either keep the chair of this committee
along with another one. He said he knows that Couneilmember
Santoro has two and he would be more than happy to take one (l)
of those committees on and they will talk about that at the next
Agenda Meeting.
Pat Crilley said every Council person has other projects, other than
their committee. The fact that he takes on the computers and the
technology that he has done he thinks it is fine, but, he still owes it
to the people who have elected you to sit on a standing Committee
and be part of the Governing Body as you were elected to be.

Mecting and said how dare she leave a Housing Authority Meeting
to talk about Redevelopment and he is on the committee. She
commented that they pick people who aren't doing anything for the
people that they are on thc committee serving now and now they
put him on one with such a big responsibility. She asked if it was
Skippy Sitar that was put on the Board and when the Council
responded it was she said he sat on the
Council and did not do anything when he was on the Council for
down here. She questioned whether they really want this to work
and she said rumor had come back to her that Couneilmember
Santoro and them had their little meeting and they said they will
put this in effect and we will do this because as far as they are
concerned Chrome can burn down.
Councilmember Rios said absolutely not and then he and
Councilmember Santoro asked how dare she stand there and
suggest that.

Daphne Miles commented that she had said very clcarly that she
did not accuse them of saying that she said it was rumor, that she
did not say she said it, but, it sounds very clear to her now that it is
definitely a guilt thing.
Councilmember Santoro said she is tired of her insults because she
doesn't agree with them.
Daphne Miles told them they took a vote to take her insults. When
they ran for Council they took that vote. She is a taxpayer in this
town and she has that right to stand here and if she don't like it then
maybe you need to resign.
Couneilmember Santoro said she will take her input but they don't
need to listen to her insults.
Mayor Failace asked them to please move forward on the
Redevelopment Issue.
Daphne Miles said she would but she told the Mayor that the
bottom line is he does truly believe, by talking to a few people out
in the hall, that we truly need to bring in some outside help because
she does not think that this Council has our best interest at heart.
She said they put together a board and they know what that board
is going to do and she commented that she does not have anything
against Talisa Andrews, but they have been busting their behinds
down in that community and they have not seen her. Now all of a
sudden they are suppose to just swallow that. It is not fair to them.
It is where they live and they are acting like Chrome is not a part
of Carteret. They act like we have to come down there and beg
them and they feel if we don't come down there like this we would

and Revcrend Dickerson from the A.M.E. Zion Church and they
have been attending these meetings and he doesn't see why the
Reverend Dickerson wasn't picked for this. He then asked
Councilmembers Reiman and Santoro why he wasn't picked.
Council member Santoro said they selected all different people and
she felt comfortable with their list. She said she had been speaking
with the Reverend Dickerson and she will continue to speak to him
and there will be other opportunities that will open up and and she
would love to be able to invite him to get involved.
Norvell mentioned about Talisa Andrews, he said he doesn't have
anything against her but he hasn't seen her participate in anything
down in the Chrome area. He asked who picked her.
Councilmember Sohayda said he picked her.
Norvell again said he was not surprised but disappointed and he
said everyone that is on that (inaudible), they can do the job, we
(inaudible) they do the job, if not they can bring in somebody that
can help us.
Mr. Singh said the Goveming Body is responsible and the elected
members of the town and this is a proud community but he is
disappointed in the behavior of the Governing Body and the
audience. He also said that attendance of the Council is very
imp011ant. He suggested they have some kind of rule of attendance.
He then said it is a disgrace that there is not an Indian on any
committee.
Norvell Pendleton asked the Mayor what is going on with the
Industrial Road.
Mayor Failace said they met with Woodbridge and we are
discussing with them that the Developer wants to build a parking
lot for new cars and whatever. Woodbridge and Carteret have
some different ideas. They do agree that they don't want five
hundred (500) trucks coming to the Turnpike off of Carteret, off of
that project, so we need to look into it further to see if we can do
something else. Woodbridge doesn't want the trucks coming off of
Port Reading Avenue.
David Carmichael then spoke asking when this application for
these finances near Roosevelt A venue, what was the procedure for
going through that. He asked if they used Chrome people to get
this loan.
Mayor Failaee said we didn't get a loan or anything like that. Right
now what we have is 1.5 or 2 million dollars of Carteret money.
Mr. Carmichael asked if it was to be subsidized by the Federal
Government.

had down there, from the people of lower Roosevelt, from that
area, they told us and the engineers what they wanted to see down
here and the engineers drew those plans up. That is what we
presented when we went to Trenton.
Mr. Canniehael said at that time he had some minorities on that
committee.
Mayor Failaee said he had the Reverend Dickerson on the
Redevelopment Agency Committee.
Mr. Canniehael said but now, back home, where it is suppose to
happen, they don't have but one, and he asked why. He said he
has a problem with that, and he told the Mayor he was not blaming
him, he is talking to his whole board.
Mayor Failace said they replaced Reverend Dickerson with
someone else. With another minority.
Mr. Carmichael said they have four (4) more seats left and that
committee and him arc yet to say that we have to go down Chrome
and get some representation there. He told him he had not said
that to his Council and he thinks that is where he should start. If
they have already appointed people he thinks the rest of them
should come from Chrome Area, where the money is being spent
and the people know what they need. Don't just let other people
stop you. He said they are tired of being led, they can lead their
self and if push comes to shove he will take it to Clinton and
(inaudible ).
Stan Gutowski told Councilmember Fazekas that he and the Mayor
are left over from what he had said about setting up the meetings
on Comcast TV. They had proposed in 1997 and 1998 to train High
School Kids to come in and run the cameras. At that point all they
could do was video tape the meeting and put it on our Local
Access Channnel. Now it seems that the Woodbridge Local Access
Channel is coming in Carteret and we have the availability to be
talking to Woodbridge and getting access to it so we can do it at a
minimal cost and we can get these High School kids in here. It was
about $100,000.00 that we would have had to invest just to get the
equipment and get the studio rolling and then there was an ongoing
cost to maintain it.
Councilmember Fazekas said (inaudible) about $20,000.00.
Stan Gutowski said if we wanted to buy just a little handy
camcorder and run around and film it would be about $20,000.00.
Fred Gerstler, 109 Poplar Street, said he came there tonight
representing himself as a Chainnan of a Finance Committee of the
School Board of Carteret. He said two (2) weeks ago Mr. Mancuso
was up there claiming that they were breaking the law over at the
Board of Education. He is here tonight to scrape his reputation up
off the floor and commented that they did no such thing. He said
