The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication
and transparency.

Summary of Activities and Event
Code Enforcement
The Code Enforcement Unit continues its check of the beach areas for violations of leash and litter
ordinances. Unit members also conducted high visibility details in the area of Founders Circle.
Code Enforcement Officers (CEOs) inspected construction sites for violations of the National Pollutant
Discharge Elimination Systems (NPDES) protocols. The team conducted 16 unscheduled inspections to
construction sites throughout the Village to ensure all parties remained in compliance. No NPDES
related violations were issued during this reporting period.
CEOs patrolling the area of the 10200 Block of Collins Avenue discovered bulk trash placed along the
curb on a prohibited day. CEOs met with the property managers who immediately removed the trash
from the curb. CEOs issued a code violation warning.
Patrol officers intervened in reference to excessive construction noise from the Bal Harbour Shops during
night hours. The noise was traced to an interior project and immediately halted the activity. CEOs
followed up with a code violation warning.
While patrolling the 100 Block of Bal Bay Drive, CEOs noticed a residence in violation of appearance
standards. CEOs issued the property owners a code violation warning directing them to cut the lawn
and return the property to compliance.
A construction site along the 100 Block of Harbour Way was not properly secured. CEOs issued the
property owners a code violation warning and directed the contractor on site to repair the fencing.
A resident along the 200 Block of Bal Bay Drive extended the property’s walkways without proper
permitting. CEOs issued the property owners a code violation notice directing the to remove the
unpermitted items and contact the Building Department for proper permits.
Criminal Investigations
The Criminal Investigations Division (CID) is investigating a vehicle burglary at a beachside condominium.
An unknown suspect entered a vehicle parked in the valet area. The key fob was not inside the vehicle
and the suspects fled. There is limited information at this time. Detectives are waiting on the buildings
security personnel to provide video footage of the event.
The CID assisted in continued stop-the-bleed training for police officers. Squad members were pulled
from road patrol duties individually or in pairs during the week to participate in the training without
negatively impacting patrol operations.
The CID provided Autism Awareness training and stop-the-bleed training to newly hired officers. The
training is part of the onboarding process and ensures mandatory training is complete before the officers
are released to the field.
Detectives assisted patrol officers investigating a domestic battery allegation that occurred at residential
building along the west side of Collins Avenue. The suspect was arrested and charged with simple
battery after his statements to officers corroborated information provided by the victim.

The Collins Corridor Unit (CCU) continued their efforts along Collins Avenue by conducting high visibility
patrols and strategic enforcement to ensure the safety of all pedestrians and motorists.
While conducted traffic enforcement along the Corridor, a CCU officer conducted a traffic stop, which
resulted in the arrest of the driver due to an active bench warrant. The driver was transported to jail and
the vehicle was towed. In between traffic efforts, the CCU augmented the efforts of the BSO and road
patrol by conducting checks of the beach, hardpack, jetty and jogging path. In addition, the CCU
conducted area checks of the Farmers’ Market and also attended the “Power of Words” event behind the
Oceana.
The CCU assisted road patrol officers, as they attempted to take an individual resisting and attempting to
flee and elude police resistant individual into custody. The individual was taken into custody and
transported to jail.
This weekend, during the “Kites for Israel” and “Global Kite Flight” (Solidarity with Gaza) event at Haulover
Park, the CCU maintained high visibility on the north end of Bal Harbour in order to be able to respond
quickly to any requests for assistance by Miami Dade Police and/or the public. No requests or calls for
service were received.

Marine Patrol continued their efforts in maintaining Bal Harbour Village safe by protecting our
oceanfront properties and our coastal and intracoastal areas.
Marine Patrol Officers conducted frequent area checks of the new Bal Harbour Village Waterfront Park,
seawall, Bal Harbour Marina, Jetty and beach.
Marine Patrol Officers assisted road patrol with calls for service, as needed. Officers responded to a
suspicious person who knocked on the front door of 220 Bal Bay Drive and left on foot. An area check
of the seawall and Marina was conducted and a suspect was not located. Additionally, a Marine Patrol
Officer attended red light camera traffic hearings.
This weekend, there were no noise ordinance violations encountered and there were no calls for service
received.
Beach Safety Officer
The Beach Safety Officer (BSO) continued his efforts in maintaining the quality of life and safety on our
beach by continuing to daily high visibility area checks and directed patrols. The BSO also conducted
frequent checks of various events and art displays throughout the beach, such as, the Farmers Market at
the 100th block of 96th street and the sport pictures display along the jogging path.
The BSO assisted road patrol officers with a traffic bench warrant related arrest on Collins Avenue.
Additionally, the BSO responded to reports of a migrant landing underneath the Haulover bridge (north
municipal parking lot). Upon his arrival, the BSO was advised of a woman standing on a rock by the
seawall directly behind the Beach Haus. With coordinated efforts between the BSO and the Indian Creek
Police Department Marine Patrol, the woman was brought on board the vessel and moved her to a safe
location. While interviewing the woman, it was discovered that she was a Dominican national, migrating
to the United States. Further investigation revealed that she had paid an individual to transport her from
Bimini to the U.S. along with another female and two other males which she claimed not to know. She
told the BSO that when she was dropped off, the individuals exited the boat onto the north lot and she
fell into the water, before she could make it over the sea wall. The female stated she managed to swim
onto the sea wall and remained there until police arrived. Although the female claimed she was not hurt,
the Miami Dade Fire Department was requested and the BSO provided her with food and water.
The BSO immediately mobilized officers to canvas all of Bal Harbour Village for the other migrants at
large, but was met with negative results. Border Patrol was notified and took custody of the woman.
The BSO assisted with the on boarding program for two new officers. The program is part of the two
week-in-house training program which covers a variety of topics and prepares officers for their Field
Training Assignments by providing them with equipment, firearm and taser qualifications and other
certifications required.

12/01/2023 Arrest 9600 Block of Collins Avenue
Officers initiated a traffic stop along the Collins Avenue corridor. During the traffic stop investigation,
it was discovered the driver had an active arrest warrant. The driver was placed under arrest and
transported to jail without incident.
12/03/2023 Arrest 9700 Block of Collins Avenue
Officers attempted to conduct a traffic stop and the vehicle fled. The vehicle was unable to evade
officers and subsequently stopped. The driver actively resisted officers’ efforts to effectuate an arrest;
however, the driver was taken into custody without further incident. The driver was in possession of
narcotics and had an active fugitive arrest warrant. The driver was transported to jail and the vehicle
towed from the scene.
12/04/2023 Arrest 9920 Collins Avenue
Officers responded to an ongoing domestic dispute between a husband and wife. During the course
of the investigation, it was determined the husband was intoxicated and battered his wife. He then
locked her out of the home and refused to allow her entry. The wife made arrangements to stay with a
friend overnight. Officers returned the next morning and arrested the husband without incident. The
wife did not sustain any visible injuries and did not require medical attention.
12/06/2023 Theft 9700 Collins Avenue
Saks Fifth Avenue reported a theft in progress occurring on the second floor; the subject concealed
merchandise and exited the store without paying. Officers arrived and canvassed the area for the
subject; however, they were unable to locate any individual matching the description. This case has
been forwarded to the Criminal Investigations for follow-up.
12/06/2023 Theft 9700 Collins Avenue
Saks Fifth Avenue reported a theft in progress occurring on the second floor; the subject concealed
merchandise and exited the store without paying. Officers arrived and canvassed the area for the
subject; however, were unable to locate any individual matching the description. This case has been
forwarded to the Criminal Investigations for follow-up. (The previous incident occurred approximately
thirty minutes prior).
12/06/2023 Vehicle Burglary 10200 Block of Collins Avenue
Officers responded to a vehicle burglary call at a beachside condominium building. Suspects arrived
on the scene and parked near a vehicle at the valet area. One suspect entered the parked car, possibly
in an attempt to start the vehicle. The key fob was not inside the parked car and the suspects fled the
scene. The case was forwarded to Criminal Investigations for follow-up.
