DOLAN, Town Clerk. 12 13 TOWN OF HOPKINTON Article 11. To see if the Town will appropriate a sum of money for the construction or repair of sidewalks, and act on all matters relating thereto. Article 12. To see if the Town will appropriate a sum of money for the maintenance of public ways, under the pro­ visions of General Laws, Chapter 81, Sections 26 to 29, incl u­ sive, and acts in amendment thereof and in addition thereto, and act on all matters relating thereto. Article 13. To see if the Town will vote to instruct the Selectmen to contract with the Division of Highways, Depart­ ment of Public Works, under the provisions of General Laws, Chapter 81, Sections 26 to 29 inclusive, and acts in amend­ ment thereof and in addition thereto, and act on all matters relating thereto. Article 14. To see if the Town will vote to appropriate the sum of four thousand dollars, or any other sum, to be ex­ pended under the provisions of Chapter 90 of the General Laws, and acts in amendment thereof and in addition thereto, for the improvement, maintenance, and repairs of that portion of the highway leading from Milford to Southborough, known as Cedar Street, and act on all matters relating thereto. Article 15. To see if the Town will vote to instruct the Selectmen to enter into a contract with the proper authority for the performance of any work to be done under the pro­ visions of the preceding article, and act on all matters relating thereto. Article 16. To see if the Town will vote to raise and ap­ propriate the sum of two hundred fifty dollars, or some other amount, and elect a director; the money to be expended by and the director to serve in co-operation with the Middlesex County Trustees for County Aid to Agriculture in the work of the Middlesex County Extension Service, under the provisions TOWN OF HOPKINTON of Sections. 40 to 45, Chapter 128 of the General Laws of Massachusetts, and act on all matters relating thereto. Article 17. To see if the Town will appropriate a sum of money for care of the common, so-called, and act on all mat­ ters relating thereto. Article 18. To see if the Town will appropriate a sum of money for the repair and maintenance of highways previously improved under the provisions of Chapter 90 of the General Laws, or corresponding provisions of earlier laws, and act on all matters relating thereto. Article 19. To see if the Town will appropriate the sum of six hundred dollars for the repair of Lincoln Street. Article 20. Shall Harry C. Thurber be reimbursed for the taxes collected for the years 1924-1925-1926, to the amount of $9.75. Article 21. To see if the Town will vote to extend the wa­ ter system and supply on Wood Street as far as the residence of Merton Claflin, appropriate money for same and act on all matters relating thereto. Article 22. To see if the Town will vote to purchase a for­ est fire pump, appropriate money for same, and act on all mat­ ters relating thereto. Article 23. To see if the Town will vote to relay or renew the water main on Park Street, appropriate money for same, and act on all matters relating thereto. Article 24. To see if the Town will vote to appoint a com­ mittee to revise the by-laws of the Town of Hopkinton, and act on all matters relating thereto. 14 15 .. TOWN OF HOPKINTON Article 25. To see if the Town will vote to extend the wa­ ter system and supply from Walcott Street through C Street, appropriate money for same, and act on all matters relating thereto. Article 26 . To see if the Town will vote to establish the second Monday of March at 7: 30 P.M. as the time for holding the Adjourned Town Meeting for the disposing of Articles in the Warrant for the Annual Town Meeting, with the exception, however, of the articles calling for the election of officers or officials. Article 27 . To see if the Town will vote to establish a number of voters as a quorum for the transaction of business at any Town Meeting. Article 28. To see if the Town will vote to authorize the Board of Selectmen and the Water Board to petition the Gen­ eral Court or Legislature of the Commonwealth for authority to borrow $65,000.00 outside or beyond the debt limit for the acquiring and equipment of an additional water supply, and act on all matters relating thereto. Article 29. To see what action the Town will take in ref­ erence to reimbursing the Water Board for the expense of service pipe to the new school building, and act on all matters relating thereto. Article 30. To see if the Town will vote to appropriate the sum of $812.50, or any other sum, on account of cost of site of new school building, appropriate money for same, and act on all matters relating thereto. Article 31. To see if the Town will vote to instruct the Cemetery Commissioners to furnish all Undertakers who are citizens of Hopkinton and residing therein with a key to the Tomb or for opening same with reference to funerals or bodies in charge of said Undertakers. TOWN OF HOPKINTON Article 32. To see if the Town will vote to install a proper drain on the westerly side of Pleasant Street, near the residence of one Devine, appropriate money for same, and act on all mat­ ters relating thereto. Article 33. To see if the Town will vote to authorize the Board of Selectmen to sell the premises known as "The Pound" and to execute, acknowledge and deliver such deeds or other instruments as may be necessary or desirable for the proper conveyance of said premises. Article 34. To see if the Town will vote to raise and ap­ propriate a sum of money for the purpose of enlarging and improving its water supply and of improving and extending its storage, pumping and distributing facilities, or take any action relating thereto, and act on all matters relating thereto. And you are hereby directed to serve this warrant by post­ ing up an attested copy of the same on each of the Churches and in each of the Post-offices in said Town, and one on the Town House , and one in Benjamin Phipps' store in Hayden Rowe, eight days, at least, before the time set for said meet­ ing. Hereof fail not, and make due return of this Warrant, with your doings thereon, to the Clerk of said Town at the time of meeting aforesaid. Pursuant to the within Warrant I have notified the Inhab­ itants of the Town of Hopkinton, herein described, to meet at the time and place and for the purposes above mentioned, by posting up attested copies of this Warrant on each of the Churches, and in each of the Post-offices in said Town, and one on the Town House, and one in Benjamin Phipps' store in Hayden Rowe , eight days, at least, before the time set for said meeting. The Town Clerk took a receipt from the Ballot Clerks for one package , said to contain 1,520 General Ballots. The polls were declared open at 5.50 A. M. by the Town Clerk as the elected Moderator was not in the Hall. At 12 M the following named persons were sworn in as Tellers: Effie Woods, Mary G. Fenton, Francis R. Mahar, David W. Madigan, Jr. Voted : That the Minutes of Adjourned Town Meeting of Saturday, March 10, 1928 , be read by the Town Clerk. Minutes read by the Town Clerk. Voted: The Minutes as read by the Town Clerk be ap' proved and adopted. Article 5. Voted: That the Metropolitan Water money be expended same as last year $400.00 for sinking fund and $800.00 for interest. Article 6. Voted: That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to bor~ row not exceeding eighty per cent of the grants of the financial year beginning January 1, 1928, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year. Article 7. Voted: That all poll and personal taxes be paid by September 1, 1928 that all such taxes remaining un­ paid at that time be put in the hands of an officer for immediate collection ; that to all taxes not paid by November 1, 1928, six per cent interest be added from October 1, 1928, till paid, and if not paid by December 1, 1928, the Collector shall collect and make return of the same on or before January 1, 1930. That for the collection of taxes one per cent be allowed. 26 27 TOWN OF HOPKINTON Article 8. Voted: The Selectmen shall be authorized to act in its behalf in any suits or claims brought against it, and to authorize the Selectmen to begin and prosecute suits and actions in its name and behalf when such action may be deemed desirable by the Board of Selectmen. Article 9. Voted . To appropriate $275.00 for the ob­ servance of Memorial Day. Article 10. Voted: To appropriate the sum of $350.00 for the payment of tuition of pupils at Industrial Schools, said sum of money to be expended under the direction and control of the Selectmen. Article 11. Voted: To appropriate $1 ,000.00 for the con­ struction or repair of sidewalks. Article 12. Voted: To appropriate $6,600.00 for the maintenance of public ways , under the provisions of General Laws, Chapter 81 , Sections 26 to 29, inclusive, and acts in amendment thereof and in addition thereto. Article 13. Voted: That the Selectmen be instructed to contract with the Division of Highways, Department of Public Works, under the provisions of General Laws , Chapter 81, Sec­ tions 26 to 29, inclusive, and acts in amendment thereof and in addition thereto . Article 14. Voted: That we appropriate $2 ,000.00 under Article 14, and that the Selectmen and Highway Surveyor con­ fer with the Division of Highways and County Commissioners to get an additional $10 ,000.00. To either Constable of the Town of Hopkinton, in said County, Greeting: In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the Inhabitants of said Town of Hopkinton, qualified by law to vote in Elections and in Town affairs, to meet at the Town Hall in said Hopkinton, on Thursday, the fourteenth day of June, A.D. 1928, at eight o'clock in the evening, then and there to act on the following articles: Article 1. Voted: To take up all articles in Warrant pertaining to the water question except that Article relating to C Street. Voted: Article 12 be dismissed from the Warrant. Voted: That the sum of $2,500 be appropriated to ac­ quire the land for shallow well system at Fruit Street and also to pay for the piping now installed there, and that said sum be spent under the jurisdiction of the Water Department and that there be appropriated the sum of $56,000 for the purpose of improving and enlarging our water supply and of improving and extending our storage, pumping and distributing facilities, and for laying larger pipe in Main, Wood and Fruit Streets and for installing or completing the shallow well system at Fruit Street and for other necessary work to put the water system in efficient condition and to meet said appropriation there be raised in the tax levy of the current year the sum of $4,000, and that the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow the sum of $52,000 and to issue bonds and notes therefor, provided that the authority to borrow said sum for said purposes may be granted by the Gen­ 38 39 TOWN OF HOPKINTON eral Court of the Commonwealth of Massachusetts, said bonds or notes to be designated and made payable according to the provisions of Chapter 44 of the General Laws, or as may be otherwise provided by said General Court and that the work be done under the jurisdiction of the Water Department. LEAHY , Selec tmen of Hopkinton . 78 TOWN OF HOPKINTON Report of Conllnittee on New Grade School The undersigned Committee, appointed under vote passed by the Town on March 15th, 1927, to carry into effect the recommendations of the Committee on School Buildings for the construction of a new eight-room school building, submit the following report of progress: At its first meeting the Committee voted to employ as architects, the firm of Brainerd & Leeds, which firm had sup­ plied the Committee on School Buildings with the detailed information and sketches upon which its report as to the new building was based, and from which that Committee had de­ termined that the new building could be constructed and equipped within the appropriation recommended. Mr. George E. Dorman was the architect in charge of the work. Cite: Your Committee acquired for the Town the lot known as the Ericson lot, and the land known as the Kelly land, as mentioned in the report of the Committee on School Buildings, for the sum of $125.00 and $687.50 respectively, as hereinafter set forth. Your Committee was unable to come to any agreement with the owners of the property on the northerly side of the location , and acting under vote of the Town, a strip of land thirty feet in width and about two hun­ dred feet in depth was taken by right of eminent domain . These parcels , together with the land previously owned by the Town , have an area of about three acres , sufficiently large, in the opinion of the Committee, for future expansion or play­ ground purposes. After consultation with the architect the Committee deemed it advisable to ask for proposals for the major part of the work under four headings, and accordingly an advertise­ ment was prepared and published, asking for bids on the fol­ lowing : 79TOWN OF HOPKINTON 1. General construction of building. 2. Heating. 3. Plumbing. 4. Electrical work. Seventeen proposals were received on the general con­ struction, seventeen on the heating work , nine on the plumb­ ing work, and five on the electrical work. Cassidy on completion of work .... . ...... . $588.40 Our contract was so drawn that in the event that the item figured for hardware allowance should be less than $800.00 estimated, that the estimate of $800.00 should be deducted from the contract price of $50,597.00, the actual cost of hard­ ware be paid , and the balance be carried to the credit of the Committee. EXTRA No. l. Grating. This is a steel framework set in the masonry work of the chimney in order to enable the janitor to burn his waste paper in the base of the chimney without the danger of . burning pieces being carried out by the draft, thus eliminating the purchase of a waste paper burner, cost of which was given to the Committee as about $125.00. EXTRA NO.2. Additional Foundation. The nature of the soil on the North side of the building was such that it seemed necessary to the contractor, and to the architect, to increase the foundation above that originally figured in order to prevent future settling and damage to the building. The work was authorized by your Committee, and the above sum was paid therefor. 81TOWN OF HOPKINTON EXTRA No.3. Fire-proof Stairway. The cost of a play­ room, as given to the Committee on School Buildings, was $3 ,000.00 in addition to the $71,000 .00 mentioned above . Be­ ing limited as to funds , your Committee at the outset decided not to have the playroom, but as the work progressed, and it became apparent that it was not intended to excavate that portion of the cellar, but to close it off with a solid wall, it seemed wise to your Committee to have the excavating done with the rest rather than later after the erection of the build­ ing, at which time the cost would, of course be much higher. Acco rd ingly, it was done, and the room finished as a playroom. It the n became necessary to have the stairway fire-proofed to meet the building requi.rements, and this was done. Your Committee has, therefore, been able to provide the playroom for the children without exceeding the appropria­ tion, and at a cost of about one-fourth of the original estimate. Viner of Worcester, Mass. As the building pro­ gressed, Mr. Viner failed to meet the requirements of the Com­ mittee in advancing his work and his contracts were finally ter­ minated, by notice sent to him. Subsequently, after confer­ ences with his representatives , with counsel, representatives of the creditors of Mr. Viner, and others, and upon assurance that the resources of the creditors would be available to Viner for the completion of this job, the Committee decided to permit him t o complete the work as required in the original contracts 82 TOWN OF HOPKINTON for the price specified therein, a new bond, however, to be furnished to the Committee for the Town. He failed again to meet our requirements, was finally petitioned into bankruptcy, and his right to proceed with the contracts was at an end. A conference was again held with the creditors, attorneys, repre­ sentatives of bonding company and architect and the contract to complete the plumbing and heating was given to Thomas F. Riley for the sum of $6,395.00, he being the lowest bidder. This sum, together with expenses caused by Viner's default, was all paid out of the original contract price, without any loss to the town, and the balance, subject to a slight credit of $59.19, paid to the Trustees in Bankruptcy of the Edward C. Viner estate. The following claims have, however, been made upon your Committee. 1. Claim of Thomas A. Cassidy, for coal, $28.00. Pay­ ment of this sum was asked by Mr. Cassidy, coal being used "yhim in heating the building . It appeared to your Commit­ tee, a nd also to the architect, that the coal had been used dur­ Ing the pe riod when Mr. Cassidy was obliged to furnish the temporary heat under his contract and we , therefore, declined t o make thi s payment. 2. Thomas A. Cassidy, for labor and material, $101.48. This labor and material were furnished in the construction of boiler foundation and a foundation in the fan room . These found ations were included in the specifications of the heating contract and Mr. Viner was obligated, under his contract, to furnish same to the Town. The labor and material furnished by Mr. Cassidy were under an agreement made between him and Mr. Viner, to which the Town was not in any way a party, and a s payment for this construction was included in the pay­ ments which we have made under the heating and plumbing contracts, we have declined to make this payment as requested. 3 . Sturtevant Company, for material, $365.50. This claim was for material furnished and used in the heating and ventil ating work , and was furnished to Mr. Viner under an 88 TOWN OF HOPKlJ.'ITON agreement between him and the Sturtevant Company, to which the Town was not in any way a party, Mr. Viner being ob­ ligated under his contract with the Town to furnish the mate­ rial. As payment for this material was included in our pay­ ments under the plumbing and heating contracts, we have de­ clined to make this payment as requested. Apart from these claims, liability for which your Committee denies, and upon two of which suits are now pending, and the matters above mentioned, painting and small balance unpaid on the general contract, your Committee believes that all claims have been satisfied in full. It was the intention of the Com­ mittee to make no report until such time as a final report could be submitted , but as the matter was growing old, it was the opinion of the Committee that the citizens should have a de­ tailed report on the work to date, leaving the small outstanding matters as the subject for a final report at some future time . There were four State mother's aid cases cared for during the year. Our town had seven direct town charges and one tempo­ rary aid case. During the year we paid two bills, one to the City of Law­ rence for $35 .00 and one to the City of Boston. for $67.51. These bills were contracted in 1926, but after proper investiga­ tion, the settlements in both cases were proven to be in our town ; therefore, they were paid out of the 1928 appropriation. The outstanding bills are about $150.00. I would recommend an appropriation of $1,200.00 for the ensuing year. Respectfully submitted , JOSEPH A. SULLIVAN, M embers of Water Board. ;1 , \ i ­ 'j 'i · i'. ) 119TOWN OF HOPKINTON II f Report of the Work Done by the Middle­ sex County Extension Service in the Town of Hopkinton, for the Year 1928 The Town of Hopkinton appropriated $250.00 in support of the Middlesex County Extension Service, through the Trus­ tees for County Aid to Agriculture , for 1928. The following is a report of the work accomplished during the year. In Agriculture most of the local interest was along the line of poultry and fruit. Thirteen individual farm visits were made , giving assistance where requested on local problems. In addition one poultry meeting was held on the farm of C. M. Shaw. In Homemaking a total of fifty-two women attended the homemakers ' groups this past year. Group meetings were conducted in the Town Hall. Mrs. Herbert E. Warren , and Mrs. Eldredge Mahoney served as Leaders. A series of five Home Improvement meetings were held in each of these com­ mumtles. As a result , homemakers have reported that many improvements in kitchens have been made. The Nutrition Program consisted of a series of four meetings . The home­ makers report that their meal planning problems have been simplified. The homemakers in this unit have passed on what they have learned to sixty others who could not attend the meetings . This fall this unit is carrying on a Clothing pro­ gram of four meetings to discuss Line and Design in Dress, and short-cuts in -Garment Finishes. A new group· has been formed in Woodville with an en­ rollment of ten homemakers . Mrs. W. W. Caswell , and Mrs. H. G. Andrews served as Leaders. 120 TOWN OF HOPKINTON In Boys' and Girls' 4-H Club work sixty-two boys and girls were enrolled in clothing, garden, food, handicraft, and poultry clubs. Miss Florence Conlin and Mrs. A. D. Corwin acted as Local Leaders. Peter Rogosavick , Joseph Connelly , and Alice Neauet were awarded a two-day trip to the Massa­ setts Agricultural College for doing outstanding work in 4-H club work . Assi stance was given in judging at the Hopkinton Fair. In addition to the above local work, the citizens of the Town had an opportunity to attend the country-wide meetings in the interest of various phases of agriculture and homemak­ ing, and also received circular letters giving timely suggestions on problems pertaining to the Home and the Farm. We were unable to have a valuation list printed this year as the amount appropriated, two hundred and fifty dollars, for that purpose was insufficient. We feel that the tax payers should have a valuation book, but in view of the fact that the valuation list for 192 8 would have to contain at least fourteen pages more than the list for 1923 contained, also the increased cost of printing, we found that the list could not be printed for two hundred and fifty dollars,.and we have no authority to have the work done , since we know that the appropriation for the purpose would be exceeded. We are informed , however, that there is a provision in the proposed By-laws for having a valuation list printed in every fifth year, and if this provision is adopted by the Town a sufficient amount will be appropriated and you will have the valuation list regularly. The excise tax on registered motor vehicles for the priv- TOWN OF HOPKINTON ilege of operating such vehicles upon the highways, and in place of the local personal property tax upon such vehicles , known as Chapter 60A of the General Laws , and enacted un­ der Chapter 379 , Acts of 1928 , was effective January 1,1929. The full text of the law is too long to be printed here, but we will mention the chief features of the motor vehicle excise tax. Every motor vehicle registered , and customarily kept in Massachusetts is subject to an excise tax , at a rate established by the Commissioner of Corporations and Taxation , as being the a verage tax rate of all the cities and towns of the State, in the city or town where the vehicle is principally garaged. This tax is for the use of the highways, and is in place of the personal property tax on the vehicle. The personal property tax is applicable to motor vehicles not registered in Massachu­ setts, if on hand April 1 st. The information g iven on the registration application blank will determine the amount of the tax, and the city or town which will make, and submit a bill from the information contained on the registration blank. The first tax to be assessed is for the calendar year 1929 , and will be at the rate of $29.65 per $1000, based on values not to exceed the following: Year of Manufacture 90 %, of Manufacturers ' list price 2nd year 60 % of Manufacturers' list price 3rd year 40 0/0 of Manufacturers' list price 4tlf year 25 0/0 of Manufacturers' list price 5th year and later 10 ~~} of Manufacturers' list price On vehicles registered between January 1st and June 30th, inclusive , the full tax shall be placed ; on vehicles registered after June 30th and before October 1st the tax is reduced by one-half ; and on vehicles registered after October 1 st , the tax is reduced by three-quarters. A change of ownership or registration of a motor vehicl e in any year does not impose any additional tax on a motor vehicle already assessed in that year, upon application , on the 130 131 TOWN OF HOPKINTON excise to which the vehicle has been subjected for such portion of the year as remains after the vehicle has been given to a licensed dealer or next owner. A bill will be rendered for each re-registration, unless a receipted tax bill of the previous owner has been shown to the assessors before a tax shall have been assessed to the second owner. The assessors have the authority to abate a second tax assessment upon receipt of positive evidence that the assess­ ment to a previous owner has been paid, and no abatement asked for or granted. Claims for abatement must be made within 60 days from the date oj the tax biU. Appeal may be made from the decisions of the assessors to the County Commissioners or to the Superior Court. The second owner to register a vehicle will have to pay the full excise tax from the date of his registration unless he can show the receipted excise tax bill of the former owner for that particular vehicle , and that no abatement has been asked for or granted. Any corrections or errors must be made through the Reg­ istry of Motor Vehicles, as all records start from the applica­ tion, and no corrections can be made by the Assessors. As in the case of all new laws, changes may become neces­ sary from time to time, also additional regulations may be made by the Commissioner of Corporations and taxation. PAUL M. KEANEY, THOMAS E. To either Constable of the Town of Hopkinton, in said County, GREETING: In the name of the Commonwealth aforesaid, you are here­ by required to notify and warn the inhabitants of said Town of Hopkinton, qualified by law to vote in elections and in Town affairs, to meet at the Town Hall, in said Hopkinton, on Mon­ day, the fourth day of March, A. D. 1929, at fifteen minutes before six o'clock in the forenoon, then and there to act on the following articles: Article 1. To bring in their ballots for a Moderator, a Town Clerk, three Selectmen, a Town Treasurer, a Tax Col­ lector, an Auditor, three Constables and a Highway Surveyor, all for one year; an Assessor, a member of the School Commit­ tee, a member of the Water Board, a member of the Board of Health, a Cemetery Commissioner, a Commissioner of the Sink­ ing Fund, all for three years; a member of the Sinking Fund Commission to fill vacancy. For this purpose the polls will be open at ten minutes be­ fore six o'clock in the forenoon, and may be closed at three o'clock in the afternoon. Also to elect a Tree Warden, one or more Trustees of the Hopkinton School Fund, members of the Appropriation Com­ mittee, and such other Town Officers as are required by law then to be chosen. TOWN OF HOPKINTON Article 2. To hear the reports of Town Officers and Com­ mittees, and act thereon. Article 3. To see what compensation the Town will allow firemen. Article 4. To grant money to pay Town charges. v Article 5. To grant money for the Sinking Funds. Article 6. To see if the Town will authorize the Treas­ urer, under the direction of the Selectmen, to borrow money to pay town charges in anticipation of the taxes for the year 1929. Article 7. To see what action the Town will take in rela­ tion to the collection of taxes for the current year, and act on all matters relating thereto. Article 8. To see if the Town will authorize the Selectmen to act in its behalf in any suits or claims brought against it, and to authorize the Selectmen to begin and prosecute actions and suits in its name and behalf when such action may be deemed desirable by the Board of Selectmen. Article 9. To see if the Town will grant a sum of money for the observance of Memorial Day, and act on all matters relating thereto. Article 10. To see if the Town will grant a sum of money for the payment of tuition of pupils at Industrial Schools, said sum of money to be expended under the direction and control of the Selectmen, and act on all matters relating thereto. To see if the Town will appropriate a sum of money for the maintenance of public ways, under the pro­ visions of General Laws, Chapter 81, Sections 26 to 29, inclu­ sive, and acts in amendment thereof and in addition thereto, and act on all matters relating thereto. To see if the Town will vote to instruct the Selectmen to contract with the Division of Highways, Depart­ ment of Public Works, under the provisions of General Laws , Chapter 81, Sections 26 to 29 inclusive, and acts in amendment thereof and in addition thereto, and act on all matters relating thereto . . Article 14. To see if the Town will vote to appropriate the sum of four thousand dollars, or any other sum, to be ex­ pended under the provisions of Chapter 90 of the General Laws, and acts in amendment thereof and in addition thereto, for the improvement, maintenance and repair of that portion of the highway leading from Milford to Southborough, known as Cedar Street, and act on all matters relating thereto. Article 15. To see if the Town will vote to instruct the Selectmen to enter into a contract with the proper authority for the performance of any work to be done under the provisions of the preceding article, and act on all matters relating thereto. Article 16. To see if the Town will vote to raise and ap ­ propriate the sum of two hundred and fifty dollars, or some other amount, and elect a director; the money to be expended by and the director to serve in co-operation with the Middlesex County Trustees for County Aid to Agriculture in the work of the Middlesex County Extension Service, under the pro­ visions of Sections 40 to 45, Chapter 128 of the General Laws ' of Massachusetts, and act on all matters relating thereto. Article 17. To see if the Town will appropriate a sum of money for care of the Common, so called, and act on all matters relating thereto. TOWN OF HOPKINTON Article 18. To see if the Town will appropriate a sum of money for the repair and maintenance of highways previously improved under the provisions of Chapter 90 of the General Laws, or corresponding provisions of earlier laws, and act on all matters relating thereto. Article 19. To see if the Town will grant the sum of fifty dollars for painting the Chapel in Woodville Cemetery, and act on all matters relating thereto. Article 20. To see if the Town will authorize the Water Board to appoint one of its members to act as clerk of the Water Board and collector of water rates and charges until May first, 1929. Article 21. DRAWBRIDGE 158 159 TOWN OF HOPKINTON Report of the Superintendent of Schools To th e School Committee and Ci tiz en s of th e Town of Hopkinton: Herewith I submit my twelfth annual report, the 39th in the series of Superintendent's reports. The financial report is for the year ending December 31, 1928 , while the school statistics are for the school year ending June 30 , 1928. SCHOOLS-AN ASSET From almost the earliest days here in Massachusetts, edu­ cation has been considered essential for the well-being and profit of both the individual and the State. While the school is not the only agency of education, it is its most effective and important single factor, so important in the passing on of the "torch" of human progress , that we do well to count the school as one of our sacred institutions. Our schools are rightly held in such veneration that it is only the most selfish and designing that will not give them his whole-hearted support. To the ex­ tent that a nation or state supports its schools and education, to the same extent do we find a people both materially and morally advanced . The opportunity for our free schooling has been one of the chief magnets drawing oppressed peoples from all over the globe to our shores, for these people well knew that with education their children could aspire to a posi­ tion which they-the parents-{:ould not hope to attain. Nor, in the main , have these parents been disappointed in their ex­ pectations of the schools. Even as the school has proved its worth to him that has the will to make use of it, so has it TOWN OF HOPKINTON proved its worth to the State in its training of workers and citizens. With schools and schooling recognized as of such value, securing of good teachers and teaching is of prime im­ portance. With better salaries paid teachers, recently, there have been greater numbers of young people preparing for teach­ ing as a life profession. Thus towns have been given a wider selection in filling their vacancies so that with judicious choos­ ing better teachers and teaching are secured. Through the working of the State law, whereby the State shares with the small towns in paying and raising teachers' salaries-very nearly up to our maximum salary-the smaller and poorer towns are enabled to pay and secure as good beginning te a ch­ ers as the larger towns. While our salary schedule rarely allows us to draw experienced teachers from other towns , by careful selection we have had some very good quality inex­ perienced teachers that have served with us a number of years, growing in power and experience. It is a pleasure to feel that we have had some part in guiding them on their way. During 1928 , four of our teaching force that have been with us for a longer or shorter period ] moved to towns paying larger salaries . The opening of school in September found Miss Har­ rington of the High School teaching in the Webster High School and Miss Ballou of Grade Seven teaching in Newton. Their places were taken by Hazel Crockett and Lois Webber ; grad­ uates of Radcliffe College and Framingham Normal respective­ ly. In November we lost Mr. Hood, our High School Prin­ cipal, to Wilmington ] and our sloyd teacher] Mr. McGee , to Boston . For these positions we secured O. Raymond Garland , formerly Principal at Brookfield High, for our High School , and Arthur Cox as the new sloyd teacher. All our good teach­ ers we know will continue their good work wherever they may be, while those newly entering upon the work here are resolved that there shall be no lessening of the quality of the work. In the work in the new building-for which , on all sides , we hear expressions of gratification for a long-felt want-the large fifth grade of last year is now a still larger sixth grade of some sixty members. For the present school year we have 160 161 TOWN OF HOPKlJ."lTON followed the same practice as last year, with a Normal School trainer in charge of a section of twenty-some of these pupils in the southwest room for a month. The next month the new trainer has another sixth grade section of the same size, the work done by the trainer being parallel with the work done by Miss Shaughnessey for that month with the other two sec­ tions . While this work has been carried on quite successfully in this fashion , while all of the grade is in the one building, next year when this grade would, in part , go to the High School building, it will be quite necessary to employ an additional elementary teacher to have charge of the section of Grade Seven which must be housed at the new school. This will require a greater salary grant. While discussing the present sixth grade, it may be to the point to note that at least by the time this class enters High School-September, 1931 -the High School will have increased to such an extent that an additional teacher will be required for the extra work required there. In this connection , in view of the increasing supply of qualified teacher-coaches, it might be desirable that the added teacher be a man qualified to carry on the work of the extra classes and also to coach the athletic teams. There are advantages in having the coach directly connected with the work of the High School. Before bringing this report to a close, the writer is happy to record two rather unrelated events: The first award of the Hopkinton Woman 's Club Scholar­ , ship; and the redecorating of the interior of the High School building. The Hopkinton Woman's Club scholarship , to be granted to a graduate of Hopkinton High School pursuing some degree granting course at a college or similar institution , the award to be on a basis of need , scholarship and character, was won by Annie Gray, who entered Boston University in September , 1928. We believe these scholarship awards will stimulate the school pupils in their school work-school work adapted to the needs of the pupils is the primary purpose of a school. The interior of the High School has been greatly improved TOWN OF HOPKINTON by the redecorating. Not having been done over since the building was erected in 1894, there was certainly need of fresh­ ening walls and ceilings. The building is cleaner, lighter and more sanitary. In closing , I wish to call attention to the slowly growing school population in Hopkinton. These, our own children, are worth our thought and attention and will prove worthy of our care and effort. Dear Mr. Lyman:-I have the honor of submitting to you a few words in regard to Hopkinton High School. During the short time that I have been here, I have been given fine co-operation and support by pupils and teachers, and know I shall enjoy working with them. I think that, on the whole, the attitude of the pupils to­ ward their work is good, but as is usually the case, improve­ ment is possible with some individuals. The enrollment this year is 95, divided as follows: seniors, 15; juniors, 15; sophomores, 28; freshmen, 37. The large freshman class has left the enrollment nearly that of last year. The largest class in the history of the school was grad­ uated last June, 27 in number. It was a class that had been prominent for four years for its various activities. The chief opportunity for criticism lies, I believe, in the facilities for laboratory work. I have been told that it is prac­ tically impossible to use the laboratory in the winter time. This is a serious handicap, for class and laboratory work should correlate closely. I feel that the laboratory is not in keeping with the rest of the building. I think that the scholarship fund, established by the Woman's Club, is the finest thing that could be done by an organization for the school.
