CITY OF MEDINA
RESOLUTION NO.2018-64
RESOLUTION ADOPTING THE
CITY OF MEDINA 2040 COMPREHENSIVE PLAN
WHEREAS, the city of Medina (the "City") is a municipal corporation organized and
existing under the laws of Minnesota; and
WHEREAS, the City has adopted a comprehensive plan pursuant to Minn. Stat. 462.355,
473.175 and 473.851 to 473.871 to regulate development and land use within the community; and
WHEREAS, the City has conducted a decennial review of its comprehensive plan, which
included the diligent participation and efforts by city residents and city officials through online
involvement, various open houses, business forums, and a series of steering committee meetings; and
WHEREAS, following this extensive public process, the City prepared an update to the
comprehensive plan, to be called the 2040 Comprehensive Plan (the "Plan"), pursuant to the
requirements of Minn. Stat. 473.864; and
WHEREAS, the planning commission considered the proposed Plan on December 13, 2016
and held a public hearing in which all interested persons were given an opportunity to comment; and
WHEREAS, following the public hearing, the planning commission unanimously
recommended approval of the Plan; and
WHEREAS, the city council considered the Plan at meetings on January 3, 2017, February
7, 2017 and February 21, 2017 and on April 4, 2017 directed city staff to distribute the Plan to
surrounding jurisdictions for review and to the Metropolitan Council for informal review; and
WHEREAS, on November 16, 2017, the city council reviewed comments received from
surrounding jurisdictions and the Metropolitan Council, made certain revisions and modifications to
the Plan, and authorized city staff to submit the Plan to the Metropolitan Council; and
WHEREAS, the Metropolitan Council deemed the Plan incomplete and requested additional
information be submitted for review; and
WHEREAS, the city council made additional changes to the Plan on January 16, 2018 and
authorized city staff to resubmit the Plan to the Metropolitan Council; and
WHEREAS, the City provided additional information to the Metropolitan Council on March
9, 2018 and June 6, 2018 and
WHEREAS, the Environment Committee and Community Development Committee of the

Metropolitan Council reviewed the Plan on August 16, 2018 and August 20, 2018 respectively and
each recommended approval of the Plan; and
WHEREAS, on August 22, 2018, the Metropolitan Council found that the Plan meets all
Metropolitan Land Planning Act requirements, conforms to and is consistent with the regional system
plans, and is compatible with the plans of adjacent communities; and
WHEREAS, based upon such findings, the Metropolitan Council authorized the City to put
the P1an into effect subject to implementation of certain advisory comments; and
WHEREAS, the advisory comments of the Metropolitan Council have been or will be
implemented in the following ways:
(1) The City's Local Surface Water Management Plan was approved by the Minnehaha Creek
Watershed District on December 14, 2017, the Elm Creek Watershed Management
Commission on December 8, 2017, and Pioneer -Sarah Creek Watershed Management
Commission on September 21, 2017.
(2) The City acknowledges if parcels in the Agricultural Preserve Program expire and are no
longer guided at 1 unit per 40 acres, a comprehensive plan amendment is required.
(3) The City's Conservation Design PUD ordinance (Section 827.51 et. seq.) provides potential
exceptions to the maximum density standards for rural open space developments and is
consistent with the Metropolitan Council's Flexible Residential Development Guidelines in
the Long -Term Sewer Service Area.
(4) The City acknowledges that if there is a real and actual reduction in the higher density
residential land available in the 2021-2030 time -period, a comprehensive plan amendment is
required, and the City would need to ensure consistency with housing policy to remain
eligible for Livable Communities Act funding.
(5) If changes are made to the City's water supply plan resulting from the Department of Natural
Resources review, the City will provide the Council with the updated information.
(6) Within nine months, the City will adopt such official controls necessary to implement the
Plan and forward copies of such controls to the Metropolitan Council.
NOW, THEREFORE, BE IT RESOLVED by the city council of the city of Medina that the
2040 Comprehensive Plan, including the Comprehensive Sewer Plan and Local Surface Water
Management Plan, is hereby adopted and placed into full effect.
BE IT HEREBY FURTHER RESOLVED that city staff and officials are authorized and directed
to take actions that are necessary or convenient to implement the P1an.
AND BE IT HEREBY FURTHER RESOLVED that the city council sincerely expresses its
gratitude to those persons involved in the process of creating the Plan.
