CALL TO ORDER AND ROLL CALL
Mayor Giles called the regular meeting of the McCall City Council to order at 5:30 p.m.
Mayor Giles, Council Member Holmes, Council Member Maciaszek, Council Member
Nielsen, and Council Member Sowers all answered roll call.
City staff members present were Anette Spickard, City Manager; Bill Nichols, City Attorney;

8. AB 20-219 City Licenses Report to Council Per McCall City Code: Per McCall City
Code Title 4 Chapter 9, the City Council has determined that the City Clerk shall be
delegated the authority to process and grant or deny all alcoholic beverage license
applications, other than certain circumstances involving catering permits, which the city
clerk shall review the application for catering permit for completeness and forward said
application to the Police Chief.The Police Chief upon receipt of the application shall make
a recommendation to the City Clerk to approve or deny the application. Whenever the City
Clerk shall determine that an application for alcoholic beverage license transfer or renewal
is complete,the City Clerk shall approve or deny such application.All decisions of the City
Clerk shall be reported to the City Council at the next regularly scheduled City Council
meeting after such decision. The City Clerk is also responsible for all processing of
business, taxi, snow removal, pawnbroker, child daycare licenses, vendor permits, and
public event applications.Action: Council review the License report.
9. AB 20-220 Request to Accept the Idaho Transportation Department ADA Curb
Ramp Grant Award and Adopt Resolution 20-17 Approving the Execution of the
Cooperative Agreement with the Idaho Transportation Department: The Idaho
Transportation Department Division is authorized to issue grants to assist cities with capital
projects to bring pedestrian curb ramps along the state highway system up to current ADA
standards. The goal of the program is to provide safe and easily accessible facilities for
pedestrians with disabilities while allowing local jurisdiction flexibility in meeting the
required standards. The City of McCall submitted an ADA Curb Ramp program grant
application in March 2020. Curb ramps identified for replacement in this grant application
are located at the intersection of SH55 and Park Street. The City was notified of their grant
award on July 16, 2020. Resolution 20-17 is presented to execute the Cooperative

Agreement between the City and the Idaho Transportation Department.Action:Accept the
Idaho Transportation Department ADA Curb Ramp Grant Award and Adopt Resolution
20-17 approving the Execution of the Cooperative Agreement with the Idaho
Transportation Department and authorize the Mayor to sign all necessary documents.
10. AB 20-221 Request for approval of Two Contracts for Services with LiquiVision
Technology: Staff requests the approval of two contracts for services with LiquiVision
Technology for inspection and cleaning of the City clear wells, storage tanks, intakes &
wet wells. This is a standard Operations & Maintenance task. The Environmental
Protection Agency(EPA)requires all entities to clean and inspect tanks&clear wells every
3 years. This work is broken out into 2 service contracts. These contracts have been
reviewed by the City Attorney.Action:Approve the contracts for service with LiquiVision
and authorize the Mayor to sign all necessary documents.
11. AB 20-224 Recommendation to Award Crestline Engineers CEI Services Agreement
Associated with the Park/Thompson Avenue Reconstruction — Phase 1 Proiect: The
City and Thompson Place PUD are commencing public right of way(ROW)improvements
in August and September 2020 per the approved construction agreement (AB 20-212).
This request is to approve the proposal for Construction,Engineering and Inspection(CEI)
engineering services by Crestline Engineers that is necessary to oversee the City's portion
of the public ROW improvements (valued at —$220,000). The estimated CEI cost for this
project is approximately 5% of the construction. This is less than the standard 10% used
for planning purposes. The Agreement will ensure all work performed by the
Contractor/Developer for the City is properly managed, inspected, and documented in
accordance with the City and Idaho Standards for Public Works Construction (ISPWC)
standards. Action: Approve the Proposal for CEI Services Agreement by Crestline
Engineers and authorize the Mayor to sign all necessary documents.
12. AB 20-218 Request for Approval of a Contract for Services with Carrier: Staff
requests the approval of a contract for services with Carrier to inspect and provide a list of
repair needs for the water treatment plant's broken boiler. Carrier has provided a quote
with terms and conditions. Action: Approve the contract for services with Carrier and
authorize the Mayor to sign all necessary documents.
Council Member Holmes moved to approve the Consent Agenda as submitted. Council
Member Sowers seconded the motion. In a roll call vote Council Member Holmes, Council
Member Sowers, Mayor Giles, Council Member Maciaszek, and Council Member Nielsen
all voted aye, and the motion carried.
PUBLIC COMMENT
Mayor Giles called for public comment at 5:34 p.m.
Four public comments were submitted in writing and are below:
Lola Elliot of 321 Mather Rd., McCall wrote: PLEASE extend the Mask mandate. It is
imperative that we follow this very simple task to keep our community safe. Our community is
our greatest natural resource- let's protect it!

Joe Idaho of Boise Idaho wrote: My wife and I walked thru your town today with masks. We
walked from our campsite at Ponderosa State Park to the Shoreline Inn. We saw one family of
four and one lady making deliveries wearing masks. No one else was wearing a masks. We
support wearing masks. We would like to support McCall. But we did not see any enforcement
or education taking place, although we did see 5 state/local government employees not in
compliance.
Max Williamson of 1880 N. Club Hill Blvd,McCall wrote: Please for the protection of everyone
"require" everyone mask up to enter any buildings,public&private, in McCall & any areas under
your jurisdiction. Also,they must follow all current covid-19 precautions. Make it an ordinance or
whatever it's called with A$100 fine, so people will take this seriously.Thank you for considering
people's safety.
Peter Garcia of 273 Rancho Ct.,Chula Vista,CA 91911 wrote: There's a hotel manager Freddy
Farfan Tania Aurora Neria etc., they are all illegals and they are hiring more illegals taking money
from them he drives a lifted ford excursion. Careful.
Hearing no comments from attendees, Mayor Giles closed the comment period at 5:35 p.m.
PUBLIC HEARING
AB 20-226 Request to Adopt an Ordinance Setting the FY21 City of McCall Budget
Appropriation at$26,326,083
Mayor Giles opened the public hearing at 5:35 p.m.
City Treasurer Linda Stokes presented the Ordinance setting the FY21 City of McCall Budget
Appropriation at $26,326,083. On July 24, 2020 the Council set a tentative budget in the amount
of $26,326,083. The FY21 Tentative Budget includes the growth and annexation property tax
amount from the County Clerk and does not include 3%maximum allowable property tax increase,
and none of the available foregone amount. Since the last budget meeting, staff had identified a
few FY20 projects that will not be completed before year's end that need to be carried forward to
FY21,therefore,transfers were calculated and some shifting in property taxes in the governmental
and enterprise funds to allow the tentative budget to balance. No written public comments have
been received. The Council had no questions.
Mayor Giles called for public comments at 5:41 p.in.
No public comments were received.
The Council did not have any questions of staff.
Mayor Giles closed the public hearing at 5:45 p.m.
Council Member Nielsen moved to suspend the rules, read by title only, one-time only
Ordinance No.992. Council Member Sowers seconded the motion.In a roll call vote Council

Member Nielsen, Council Member Sowers, Mayor Giles, Council Member Holmes, and
Council Member Maciaszek all voted aye, and the motion carried.
City Manager Anette Spickard read Ordinance 992:
An ordinance entitled the FY21 Annual Appropriation Ordinance for the Fiscal Year beginning
October 1,2020, appropriating the sum of$26,326,083 to defray the expenses and liabilities of the
City of McCall for said fiscal year, authorizing a levy of a sufficient tax.
Council Member Nielsen moved to adopt Ordinance No.992 setting the FY21 City of McCall
budget appropriation at $26,326,083 and authorize the Mayor to sign all necessary
documents. Council Member Holmes seconded the motion. In a roll can vote Council
Member Nielsen, Council Member Holmes, Mayor Giles, Council Member Maciaszek, and
Council Member Sowers all voted aye, and the motion carried.
AB 20-225 Request to Approve Resolution 20-18 to Reserve Forgone Amount for Fiscal Year
2021 for Potential Use in Subsequent Years
Mayor Giles opened the public hearing at 5:50 p.m.
City Treasurer Linda Stokes presented the Resolution 20-18 to reserve forgone amount for Fiscal
Year 2021 for potential use in subsequent years. Beginning July 1, 2020, Idaho State HB 354,
passed by the 2020 State Legislature,requires cities to pass a resolution each year to accrue forgone
property tax levying authority that could be levied in a future year. If the City does not pass the
resolution, that year's forgone amount would be forfeited permanently but the City would retain
levy authority for previously accrued forgone. The process to pass the forgone accrual resolution
is the same as the process for the City budget and can be done at the same time. Both hearing
notices, the hearing for forgone accrual and the City budget, must be published in the official
newspaper twice seven days apart and can be done together.
At the conclusion of the FY21 Budget work session held July 24, 2020, the Council set a tentative
budget in the amount of$26,326,083 that does not include the maximum allowed 3% increase of
$189.631. The Council may elect to reserve the FY21 Forgone Amount for potential use in
subsequent years by formally adopting the Resolution 20-18 to the reserve forgone amount for
Fiscal Year 2021 for potential use in subsequent years at the conclusion of the public hearing.
The Council had no questions for staff.
Mayor Giles called for public comment at 5:55 p.m.
No written public comment was received, and no verbal comments were given.
Mayor Giles closed the public hearing at 5:57 p.m.
Staff clarified for Council Member Maciaszek the amount of the foregone and explained the new
legislation of State House Bill 354 and the reason behind officially reserving the foregone. No
foregone has been used since 2009 and the money has been accruing in a fund for when the City
would need it. The decision required by this legislation is for Council to determine whether to

permanently forfeit the amount or to reserve the foregone for the future. All Council members
were in favor of accrual.
Council Member Holmes moved to adopt forgone accrual Resolution 20-18 to Reserve
Forgone Amount for Fiscal Year 2021 for potential use in subsequent years and authorize
the Mayor to sign all necessary documents. Council Member Nielsen seconded the motion.
In a roll call vote Council Member Holmes, Council Member Nielsen, Mayor Giles, Council
Member Maciaszek, and Council Member Sowers all voted aye, and the motion carried.
DEPARTMENT REPORTS
City Manager
City Manager Anette Spickard addressed the question of which takes precedence of the two mask
mandate ordinances of the City and County. She explained the City ordinance will take precedence
over the County so long as it is in effect and the County for all other areas. If the Council chooses
to let the ordinance lapse, the County mandate will take its place. City Attorney Bill Nichols
clarified the difference between the two is the penalty and duration. The County penalty is a
misdemeanor and has no expiration date whereas the City is only a civil penalty and expires after
30 days. The City ordinance will need to be continued by the Council before the end of the 30 days
to keep it in effect. Council Member Holmes thanked staff for the bollards on E. Lake Street as
she feels it has made it much safer. City Manager Spickard and City Treasurer Stokes gave a brief
update on the Cares Act in regard to urban renewal districts.
Airport
Airport Manager Rick Stein answered questions regarding the Airport Master Plan and explained
the process is still in the early stages. He has received some public comments and reported there
is a website available to show what is transpiring. He shared there will be more public meetings
for additional community input. Construction is on time to be wrapped up by end of September.
City Clerk
Council had no questions.
Community Development
Community&Economic Development Director Michelle Groenevelt reported the Local Housing
Committee spent the first meeting taking care of housekeeping items such as electing a chair and
vice-chair, bylaws, etc. Each member took a topic item to research to bring back for discussion at
the next meeting on August 24.
Golf Course
Golf Course Superintendent Eric McCormick gave an update on the McCall Amateur event.
Info Systems
Information Systems Manager Chris Curtain gave a report on the Cares Act projects: creation of a
pilot neighborhood and pulling fiber through the existing conduit as well as to provide public wifi.
He explained the challenges with the Cares Act and Sparklight and how that has affected the
projects. The Cares Act was awarded last week, and he is hoping to hear from them soon. City

Manager Anette Spickard shared information about the Bonner County lawsuit against the
Governor's office claiming the State is violating the Federal law as it stipulates the State cannot
attach strings, and this includes the broadband grants as well. The grant states once the fiber is in,
the City is to turn it over to a private entity, which InfoSys Manager Curtain disagrees with.
Another requirement is the projects would have to be completed by December 15. There will need
to be a discussion regarding the trial neighborhood project.
Library
Council had no questions.
Parks &Recreation
Council Member Holmes gave a suggestion about partnering with Hotel McCall for movie events.
City Manager Anette Spickard shared prior to the pandemic, staff had been planning on some
events for that space and she will discuss picking it up again with Parks & Recreation Director
Kurt Wolf.
Police
City Manager Anette Spickard gave an update on the new staff and there has been more interest in
the job postings.
Public Works
Council complimented the department for how nice downtown is looking and thanked the staff
and their partners for their professionalism in dealing with all of the criticisms and difficulties.
Public Works Director Nathan Stewart shared in the beginning some of the businesses in the area
were frustrated, but as the project has commenced over the last couple of years, those people can
see how it is coming together and are now advocates for the project.
PRESENTATION
AB 20-223 Presentation by Idaho Transportation Department on Highway 55 Safety
Improvement Project between Rainbow Bridge and Smiths Ferry - Presentation
Only
City Manager Anette Spickard introduced Alex Deduck and Vincent Tremboli,the representatives
from the Idaho Transportation Department (ITD) project team and gave a brief overview of the
highway safety construction project for the Rainbow Bridge stretch of road slated to begin in
September 2020.
Mr. Deduck, ITD Project Manager, explained the purpose of the project is to straighten the road
both north and south of Rainbow Bridge and shared what that activity will include. The project
will start the day after Labor Day on September 8, 2020 and will continue until mid-November
depending on the weather. During the winter, the project will be shut down and the road will be
fully open. In the spring, the project will pick up again so be prepared for delays starting March
15 until May 15. The contractor will be allowed to close one lane and use a stop light to move
traffic. Rock blasting will occur during the fall and spring construction and the road and river will
be completely closed to any traffic and river activity Monday thru Thursday from 10 a.m. to 2 p.m.
for safety reasons. The summer season will start on May 15 and go through Labor Day where the

contractor can close one lane during week but will be required to have all lanes open Friday —
Sunday. Mr. Deduck confirmed the construction is slated for completion by November 2022. The
project will take two years as there is a significant amount of blasting to be done and short windows
in which the blasting is allowed. The Construction will be in operation 24 hours a day, 7 days'a
week.
Mr. Tremboli, Public Affairs Manager, spoke about his goal to create awareness so people can
plan accordingly. There will be a heavy emphasis on communication to news and social media,
and he has spoken with major stakeholders in the area and other cities. ITD does not want to see
people show up during the road closure times and feel frustrated. Council thanked them for the
update.

BUSINESS AGENDA
AB 20-222 Request to Approve the Appointment of Scott Broyles to the McCall Area
Planning and Zoning Commission
Community & Economic Development Director Michelle Groenevelt presented the appointment
of Scott Broyles to the McCall Area Planning and Zoning Commission.The McCall Area Planning
and Zoning Commission (PZC) consists of seven (7) members: four (4) appointed by the Mayor
with consent of the Council, and three (3) appointed by the Board of Valley County
Commissioners. All members must be residents of the city or the area of city impact for a period
of at least two (2) years prior to appointment (MCC 3.12.02).
Steve Callan finished his term last winter and a City Representative position has been open for
several months. In June, Scott Broyles submitted a letter of interest for the position and on August
4, 2020 the PZC unanimously recommended him to the City Council for a three-year appointment
to'end in August 2023.
Mr. Broyles answered questions by Council Member Nielsen.
Council Member Holmes moved to appoint to the McCall Area Planning and Zoning
Commission Scott Broyles for a three-year term representing the McCall City Limits,
expiring August 2023. Council Member Nielsen seconded the motion. In a roll call vote
Council Member Holmes, Council Member Nielsen, Mayor Giles, Council Member
Maciaszek, and Council Member Sowers all voted aye, and the motion carried.
COVID-19 Update
City Manager Anette Spickard presented the COVID-19 update. She shared the City of McCall
has their own dashboard showing the latest infection numbers and there are over 60 people who
have tested positive. She reported incoming community complaints have lessened, staff has
provided posters and materials to businesses, and highway reader boards are up. The local school
district board has posted a reopen plan and school will start September 8 with only half of the
students in the school at all times. She gave brief overview of the County Commissioners decision
to make masks county wide. The Emergency Operation Center group is switching to a fall/winter
focus. Tourism numbers are strong and local option tax funding is up to normal levels and it

appears the City will meet the budget funding requirements this year. McCall Outdoor Science
School (MOSS) is having Crush the Curve testing event on August 24. However, as the City has
a separate contract with III-A, staff will not participate at that event. A discussion on how to
proceed with open meetings is planned for the August 27 Council meeting as the Governor has
rescinded some open meeting law.
Upcoming Meetings Schedule Discussion
Council discussed upcoming meetings. According to the State open meeting laws, one Council
member must be physically present at the public meeting location. City Manager Anette Spickard
asked if any Council Member would like to volunteer to be present at the Community Center for
the meetings on August 27 and 28. Council Member Maciaszek volunteered for August 27 and
Council Member Nielsen for August 28.
ADJOURNMENT
Without further business, Mayor Giles adjourned the meeting at 7:08 p.m.
