RESOLUTION AUTHORIZING A PROFESSIONAL SERVICES CONTRACT
FOR ENGINEERING SERVICES WITH CNIE ASSOCIATES
2012 ROAD PROGRAM FEE ESTIMATE
WHEREAS, the Borough of Carteret is in need of specialized engineering services with
regard to the 2012 Road Program; and
WHEREAS, the Borough's Consulting Engineers, CME Associates, possess the
requisite skill and expertise to provide said services; and
WHEREAS, CME Associates has submitted a proposal to provide said engineering
services at a total cost not to exceed $70,000.00; and
WHEREAS, the Mayor and Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for said purpose.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough
of Carteret, County of Middlesex, State of New Jersey, as follows:
1. The proposal from CIVIE Associates for engineering services related to
the 2012 Road Program at a total cost not to exceed $70,000.00 at the
rate set forth in CME's existing contract with the Borough is hereby
approved.
2. Annexed hereto is a copy of said proposal.
3. This action is approved as an award of a professional services contract
pursuant to N.J.S.A. 40A:11- 5(1)(a) in accordance with the Borough's
Fair and Open Process as authorized by law.

Re: Fee Estimate for Professional Engineering Services for:
2012 Road Program

Dear Mayor Reiman:
We are pleased to present our estimate of fees for professional services for the above -
referenced project. It is our understanding that the Borough desires to perform repairs
on various roadways throughout the Borough. Improvements will include the following:
• A combination of mill & overlay or full reconstruction as needed of the existing
roadways. It is our understanding that a portion of roadways in question are
severely deteriorated. Such portions would be fully reconstructed where
remaining areas will be milled and receive an HMA overlay;
• Concrete curb and gutter removal and replacement where required;
• Driveway apron and handicap ramp reconstruction;
• Miscellaneous drainage repairs including installation of bicycle safe grates,
'ECO' castings, and roof leader extensions in accordance with NJDEP
stormwater regulations.
We are aware that the Borough intends on appropriating approximately $650,000.00 for
the anticipated project costs. The preliminary construction cost estimates for each of the
roads to be included in the road program at this time are as follows:
1. Sycamore Avenue — from Soltes Street to Sumutka Avenue (approx. 350 If) _
$84,000.00

2. Soltes Avenue — entire length (approx. 560 If) _ $134,000.00
3. East Oak Street — from Harrison Street to Varga Drive (approx. 750 If) _
$203,000.00
The total estimated construction cost is $421,000.
With this being said, we anticipate that the following tasks will be required:
A. Survey and Base Map Phase Services — We will prepare a base map to be
utilized during the design phase services. The base map will include Geographic
Information System (GIS) mapping along with supplemental information as
necessary to prepare construction plans. The supplemental information will use
assumed horizontal and vertical datum and will include:
1. Top of curb and gutter grades;
2. Roadway centerline grades;
3. Location of existing physical features;
4. Areas of proposed drainage repairs, as needed;
5. Driveway and Handicap Apron locations.
The supplemental information will be performed on roadways that require full
reconstruction in order to determine roadway excavation quantities and to determine
proposed grades.
B. Design Phase Services — This work will consist of the preparation of construction
plans, quantities, and final cost estimate. The services have been divided into tasks
as detailed below:
• Prepare existing and proposed vertical profiles for the roadway centerline,
curb, and gutter lines;
• Coordinate with utility companies for possible upgrades;
• Prepare design cross sections;
• Design required storm sewer improvements and profiles;
• Prepare construction details, location map, and traffic control plan;
• Prepare final construction quantities;
• Prepare final construction cost estimate.

C. Permit Phase Services — This work will consist of preparing plans, application
forms, fee schedules and obtaining permits for the following review agencies;
• Freehold Soil Conservation District
D. Preparation of Bid Documents — This work will consist of the preparation of
contract documents and specifications required for public bid. Details will be
provided for the items to be included in the contract including plans for the
maintenance and protection of traffic.
E. Bid Phase Services — Work in this phase will provide the following services to
publicly bid the project in accordance with the Local Public Contracts Law:
• Provide Bid Documents to Prospective Bidders as needed;
• Answer Prospective Bidder's Request for Information;
• Provide Addenda for Clarification of Project Specifications;
• Attend Bid Opening;
• Analyze Responsible Bids and Recommend Contract Award;
• Coordinate with Borough as needed.
F. Construction Phase Services
Generally, we prefer to quote services for construction phase upon the completion
of the Bid Phase as the ultimate cost for our services will depend upon a number of
factors including the final design, the contractor to whom the contract is awarded
and the desired level of construction observation required.
We would recommend that the fee outlined below be budgeted for this purpose.
Should the final design and other contract factors preclude CME from being able to
properly administer the project within this budget, we will inform you immediately.

We will provide the necessary engineering services as described above based upon the
cost breakdown as noted below:

Exceptions:
• Any engineering services not indicated in this proposal will be invoiced at a
mutually agreed upon price and as specifically authorized by the
Administrator and /or the Borough Governing Body.
• Fees associated with closed circuit TV inspection and any permitting
associated with the improvements referenced within this fee estimate.
• Any application fees.
Should you accept our fee estimate, kindly provide a purchase order or professional
services Resolution authorizing same.
