HomeMy Public PortalAboutr 12-135� OvIttliou of toe Poroug4 of Tarteret, �K� �1 No. 12 -135 Date of Adootion AUgust 2, 2012 RESOLUTION AUTHORIZING A PROFESSIONAL ENGINEERING SERVICES CONTRACT WITH T &1YI ASSOCIATES — NEST CARTERET ROAD IMPROVEMENT PROGRAM PRELIMINARY DESIGN PHASE WHEREAS, the Borough of Carteret is in need of specialized engineering services with regard to the West Carteret Road Improvement Program Preliminary Design Phase; and WHEREAS, the Borough's Consulting Engineers, T &M Associates, possess the requisite skill and expertise to provide said services; and WHEREAS, T &M Associates has submitted a proposal to provide said engineering services at a total cost not to exceed $51,870.00; and WHEREAS, the Mayor and Council have reviewed said proposal; and WHEREAS, the Chief Financial Officer has certified that funds are or will be available for said purpose. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: 1. The proposal from T &M Associates for engineering services related to the West Carteret Road Improvement Program Preliminary Design Phase at a total cost not to exceed $51,870.00 at the rate set forth in T & M's existing contract with the Borough is hereby approved. 2. Annexed hereto is a copy of said proposal. 3. This action is approved as an award of a professional services contract pursuant to N.J.S.A. 40A:11- 5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. As you are aware, the program includes improvements to the following roads, for a total distance of approximately 2 miles: • Milik Street from Bryla Street to Blair Road, Bryla Street from Minue Street to MIR Street, • Minue Street from Federal Boulevard to approximately 600' west of Roosevelt Avenue, • Federal Boulevazd from Blair Road to Minue Street. The improvements are generally categorized as roadway rehabilitation, but will include additional improvements as follows. The Milik Street horizontal S -curve located approximately 1,600 feet east of Blair Road will be softened to better accommodate truck traffic. The Milik Street horizontal S- curve located approximately 500 feet north of Bryla Street will also be softened to better accommodate truck traffic. In addition, the Minue Street sag vertical curve located approximately 500 feet south of Bryla Street will be unproved for better ride characteristics. The street improvements will also include minor curb replacement where damaged, resetting of castings and replacement of inlet beads with new Type N -ECO heads. The project also includes storm and sanitary sewer rehabilitation. We estimate that the construction cost for these improvements will be approximately $3,700,000. /I Based on our July I O project review meeting, it is understood the Borough would like us to stop f work on the preliminary design at this time and provide a copy of completed work elements to you for informational purposes and further use. PRE - DESIGN PHASE 1. Field surveys was acquired (the entire length of Milik Street to facilitate drainage and sanitary sewer improvements and where horizontal curve improvements are anticipated and for the portion of Federal Boulevard/Minue Street where the vertical curve will be improved) by conventional "on the ground" methods. Portions of the streets to be resurfaced were not surveyed. The following survey tasks are complete: a. A baseline was set along the roadway as an open traverse line with assumed coordinates to locate the items listed below. b. Topographic features (to 10 -feet beyond the edge of pavement) were located, including trees, signs, fences, mailboxes and drainage systems. c. Existing property corners was located (along the roadway), where visible, for depicting existing right -of -way. d. Using an assumed datum, benchmarks were set outside the limits of work for vertical control during construction. e. Visible utilities were located and utility pole numbers recorded. f. Cross - sections at 50 -feet intervals were acquired to 10 -feet beyond the edge of pavement. g. Existing driveway centerlines were profiled to 15 -feet beyond the edge of pavement. 2. We also prepared base maps for all roads in the project, that do not require full field survey necessary for drainage improvements and realignment utilizing Borough Tax Maps and field measurements. 3. We conducted field investigations to inspect pavement, curbing, sidewalk, and roadway drainage conditions. The base maps were used to record pavement base repair and other required improvement locations and quantities. 4. While conducting our field investigations we performed the following set-vices to review site conditions in relation to design objectives including but not limited to: a. Noted limits of roadway base repairs and measure quantities. b. Noted the presence and condition of existing handicap ramps and note whether they meet current ADA guidelines. Determine slopes of the ramps using a smart level. c. Noted conditions and locations of manholes and inlet castings and structures and add them to the base maps as needed. Checked for N -Eco heads. d. Noted curb needing replacement including types. e. Noted sidewalk tripping hazards. f. Photographed the site. 5. Base maps were prepared at a scale of F'= 20', and tax map accuracy right of way lines are shown on the base maps. 6. Copies of the base maps were forwarded to each utility company so that they may verify the location and sizes of their facilities. We also inquired whether utility companies have plans for future relocation or expansion. 7. A preliminary construction cost estimate was prepared comparing the estimate to available funds. B. PRELIMINARY DESIGN PHASE 1. Concept designs were prepared and include graphical horizontal geometry (for curves to be improved) denoting pavement widths, curve radii, limits of curbing, approximate limits of reconstruction, and existing right -of -way lines. T &M Associates performed a visual inspection of storm sewer inlets for streets within the area scheduled for improvements. The inspection will be performed from ground level (no entry is anticipated). The inspections identified casting and structure condition and required repairs. C. PROPERTY ACQUISITION RESEARCH & PROPERTY OVERLAY MAP As described above, the proposed improvements anticipate road widening at two horizontal curves along Milik Street and as a result of the widening, property acquisitions will be required. 2. Based on conceptual layouts and existing Tax Maps, we have assumed that four property parcel maps will be required. Future services will include preparation of maps and descriptions for the four acquisitions that are identified firom the preliminary design drawings. As discussed, it is expected that the Borough will handle the property acquisitions after the parcel maps and descriptions are provided by our office. 3. Future services will include conducting title searches for all properties in the vicinity of the proposed roadway widening and develop a parcel overlay map for the base maps prepared for the project so that required property acquisitions can be identified and the parcel maps and descriptions call be prepared. I CART -02030 ASSOCIATES July 19, 2012 Lc: Mayor Daniel Reiman Page 4 of 4 Re: West Carteret Road Improvement Program — Status Report In addition to the above services completed for the project, as requested, we have prepared and submitted an NJDOT municipal aid grant application for the Federal Boulevard portion of the project which although not funded in FY2012 can be revised and resubmitted for consideration for FY2013. To date the above described completed field service and preliminary engineering services have resulted in a total effort of $51,870. All of the completed work can be used for the final project design phase of the project. As requested, we have halted work on the referenced project and will await Borough direction to complete the remaining property acquisition documents and final design.
