Pigatt called the meeting to order at 7:20 p.m. on March 10, 2021 at Sherbondy Village Auditorium, 215 Perviz Avenue, Opa-locka, Florida. Noting that the Commission had not established a quorum, the Mayor asked City Attorney Norris -Weeks to read the protocols that govern quorum. City Attorney Norris -Weeks read the protocols that govern quorum. 2. ROLL CALL: The following members of the City Commission were present: Commissioner Chris Davis and Mayor Matthew A. Pigatt. Also in attendance were: Assistant City Manager City George Ellis, City Attorney Burnadette Norris -Weeks, Assistant City Attorney Candice Cobbs and City Clerk Joanna Flores. Vice Mayor Veronica Williams, Commissioner Alvin Burke and Commissioner John H. Taylor were not in attendance. 3. INVOCATION: The Invocation was delivered by Mayor Pigatt. 4. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was recited in unison. 5. AWARDS/PROCLAMATIONS/ACKNOWLEDGMENTS: Mayor Pigatt and Commissioner Davis, m honor of Women's History Month, presented Ms. Quiana Mobley as a woman who is a business owner in the City of Opa-locks, with a proclamation declaring March 10, 2021 as "Quiana Mobley Day". (Please note that no action was taken on agenda items 6 - 21 due to the lack of a quorum. The meeting adjourned immediately after the presentation of the award.) 6. ADJOURNMENT: The Mayor stated that the meeting must be adjourned in absence of a quorum, and by unanimous agreement with Commissioner Davis decided that the agenda be moved to the next Commission meeting. He confirmed with City Attorney Norris -Weeks that the procedure was proper and she confirmed that it was.
