Departments Present: George Meservey(Planning); Bob Canning(Health); Greg Baker(Fire); Tom Evers (Building); John Jannell (Conservation); Todd Bunzick(Water),Ronald Trudeau(Highway) INFORMAL REVIEW: Nauset Regional School District, 78 Eldredge Park Way Amy Lipkind(Cape Cod Collaborative) gave a summary of the application to install concrete pad, fencing and a propane filling station as shown on the site plan. Lipkind noted that the 28 Nauset Regional School District school buses require propane fuel, and it is necessary to fill buses on-site to maintain current services. Lipkind stated that currently a propane fuel truck comes in 2-3 days a week to fill the buses. Comments: Fire: Fuel tank must maintain adequate distances from other buildings and adhere to all appropriate Fire Department and State Rules and Regulations. Applicant must apply for Fire Department permits. Building: A filling station requires a variance from the Zoning Board of Appeals in a residential area. (Applicant has questioned if it is considered municipal property and not require a variance). Architectural Review Committee review and approval is required for the site. All Fire Department rules and regulations must be adhered to. Water: There are no water related issues. Suggest a barbed wire be installed on top of the fence surrounding the tank. Health: There are no septic comments for this application. Must minimize the risk of a propane tank located adjacent to a school field. Conservation: There are no Conservation Commission comments Planning: The property surrounding the propane tank must be properly maintained to minimize accidents. Suggest black vinyl for chain-link fence, as it blends better than galvanized. MOTION: On a motion by Greg Baker, seconded by Robert Canning,the Committee voted to waive the follual site plan review contingent on security fencing requirements. VOTE: 5-0-0 The motion passed unanimously. Site Plan Review Committee Minutes—June 3, 2020 Page 1 of 3 INFORMAL REVIEW: Dollar Tree (do James W. Dean), 9 West Road, Unit B6 James Dean described an interior combination of two existing empty units (formerly Olympia Sports and tanning salon) in the retail plaza at 9 West Road for a new tenant called the"Dollar Tree". Dean stated the retail store will sell general merchandise and prepackaged food items. Dean said there would be a reduction in the number of plumbing fixtures from what is there now. Plans have been submitted to the Building Department for controlled construction for the project. Comments: Fire: Due to frequent changes in tenants and reconfiguration of units,there are concerns with the clarity of the fire alarm panel and sprinkler system, and the need to bring it up to code. When the Fire Department responds to a call, it is not immediately clear which alarm is ringing since it sets off all alarms in the complex. It is clear that the fire alarm system needs to be upgraded in the block of buildings and a"Fire Area" survey needs to be completed for the complex. Building: All rules and regulations must be adhere to for this project. Water: Applicant must clarify all plumbing changes and the number of water meters for this project. A cross connection survey must be done of the interior plumbing after construction is completed. Health: A walk-in refrigerator and freezer is shown on the plan for the retail food portion of the unit. All perishable foods must be licensed. Conservation: There are no Conservation Commission comments. Planning: All outstanding issue must be addressed. MOTION: On a motion by Robert Canning, seconded by Greg Baker,the Committee voted to accept the site plan, as submitted, contingent on: (1)Fire alarm panel; (2)Plumbing survey for multiple water services; and(3)Food Establishment license. VOTE: 6-0-0 The motion passed unanimously. APPROVAL OF MINUTES: MOTION: On a motion by Robert Canning, seconded by Todd Bunzick,the Committee voted to approve the minutes of March 4, 2020. VOTE: 4-0-1 The motion passed by a majority (John Jannell abstained). ADJOURNMENT MOTION: On a motion by Robert Canning, seconded by Greg Baker,the Board voted to adjourn the Site Plan Review Committee meeting at 10:55 a.m. VOTE: 6-0-0 The motion passed unanimously.
