HomeMy Public PortalAbout11-17-11cA Regular Meeting of the Mayor and Council of the Borough of Carteret was called to order by Councilmember Joseph W. Sitarz , in the absence of Mayor Daniel J. Reiman and Council President, Vincent Bellino, at 6:00 P.M., Thursday, November 17, 2011, Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon individual roll call vote the following were noted present: Councilmember Jorge Diaz Randy Krum Susan Naples Joseph W. Sitarz. Noted Absent was Mayor Daniel J. Reiman and Council President Vincent Bellino, Councilmember Dennis DiMascio , Borough Attorney Robert Bergen and Municipal Clerk, Kathleen M. Barney. Also noted present was Michael Sica, Esq. in the absence of Borough Attorney Robert Bergen and Linda A. Rivera, Assistant Municipal Clerk in the absence of Municipal Clerk Kathleen M. Barney. The meeting was opened with a minute of silent prayer and the Pledge of Allegiance let by Councilmember Joseph W. Sitarz. The Assistant Clerk stated that on January 3, 2011, the 2011 Annual Notice was mailed to The Home News Tribune and The Star Ledger and was posted on the Bulletin Board. Councilmember Sitarz explained the presentations for the above are for their retirement from the Carteret Police Department and along with Councilmember Naples, each one was presented with a plaque and were commended on their years of service. Kevin Urtmn Kevin Urban spoke questioning if the town applied to FEMA. Councilmember Naples said Mr. DuPont has been in contact with FEMA and advised him to contact him. Kevin Urban then asked about resolution #11 -219, which was providing for the transfer of surplus funds. Councimember Diaz , Finance Chairman, explained it was the police budget that funds were being transferred from to other departments. Upon individual roll call vote Councilmembers Diaz, Krum, Naples and Sitarz voted in the Affirmative. ACOPIm Councilmembers Bellino and DiMascio were noted Absent. Councilmember Sitarz said there will be an additional resolution added on the Order of Business and he referred to Attorney Sica for the the explanation. Attorney Sica explained it would be a resolution authorizing the granting of easements along Industrial Road to the Carteret Business Partnership for the purpose of constructing fixed location signs. Upon MMS &C by Councilmembers Krum and Naples and unanimous affirmative vote of the four (4) Councilmembers present the agenda was amended to include Resolution 411 -220. Councilmember Sitarz read the Resolutions into the record: 1. # 11 -215 Directing the Issuance of Various Raffle Licenses. 2. #11 -216 Authorizing Issuance of a Taxicab Driver's License to Magdi S. Yanni, Safeway Taxi. 3. #11 -217 Approving Professional Services Contract, McManimon & Scotland. 4. #11 -218 Authorizing Refund of Tax and /or Sewer Fees Overpayment. 5. #11 -219 Providing for the Transfer of Surplus Funds. 6. #11 -220 Authorizing the Granting of Easements along Industrial Road to the Carteret Business Partnership for the purpose of constructing fixed location signs. COMMITTEES: 02+2 W BUILDINGS AND GROUNDS: Committee Chairperson Naples reported the workers have been sprucing up the World War II Memorial and are preparing for the Christmas project and winterizing and planning for next years spring planting. FINANCE & ADMINISTRATION: Committee Chairperson Diaz reported that at the last Council Meeting we certified our annual budget and as a result of that budget there were no recommendations what so ever, which is a good sign that all of the best practices are in place and they are busy working with the departments to prepare for the 2012 Budget. Progress. FIRE & DOMESTIC PREPAREDNESS: Committee Chairperson Krum reported progress and said at the end of the year report he will give his up -to -date report. PARKS, RECREATION & PUBLIC PROPERTY: Committee Chairperson Bellino was noted Absent. Councilmember Sitarz reported progress. POLICE: Committee Chairperson Sitarz reported the new cars are coming in and getting fitted to go on the road. Progress. PUBLIC WORKS: Committee Chairperson DiMascio was noted Absent. Councilmember Krum reported that the men were out diligently cleaning up the roads from the storm and said he would check on the programs from FEMA. BOARD OF EDUCATION: Committee Chairperson Naples reported schools are on abbreviated session on Wednesday and are off Thursday and Friday for the Thanksgiving Holiday. She also reported the school did receive a grant from the United Way, 5 0l4= Cant' focusing on literacy in all the first grades throughout the district and the Borough may be piggy- backing off of that and have been asked to write a grant from the Borough end to deal with our public library and literacy. She congratulated the police officers and wished them a happy, healthy retirement. Councilmember Sitarz congratulated the retirees and wished them well.
