• Meeting Minutes
May 28,2020
10:00a.m.
This will be virtual meeting convened via remote participation, audio only with real-time
public access provided by Orleans Channel 18 on the Town website and cable television.
I. Call to Order
Meeting called to order at 10:01 a.m.
IL Roll Call
Police Chief Scott MacDonald, Fire Chief Geoff Deering, Tom Daley, Director of Public
Works and Natural Resources, and George Meservey, Director of Planning Community.
• Development were present. In addition, guest Alice Thomason Van Oot from Bike and
Pedestrian Committee participated.
III. Public Comment—Read emails sent to smacdonald@orleanspd.com orleanspd.com for the Traffic& Parking
Study Committee by 10:00 a.m. on Tuesday, May, 26.
IV. Approval of Minutes from Last Meeting(February 10,2020)
11'Ir. Daley made the motion to approve, seconded by Mr. Meservey, all in favor.
V. Open Issues .
a) NRMS Parking Lot Safety
Open-funding issue. Mr. Conrad is presenting it to toivn to approve funding.
b) Signage Request: Uncle Vicks Way/Monument Road
Closed—completed. -
c) Traffic Calming Devices/Methods: Status update
1. Bike Trail Flashing Light: Order Status
Open—remaining open to monitor/receive public comments. Adjustments were
made by DPW to the sensors to increase max sensitivity.
2. Raised Paint Skaket Beach Road: Review
Open—two current issues: noise complaints and effectiveness. Chief MacDonald
reported there has been no reduction in speed from police radar and the property
owner has filed a complaint about the noise resulting from cars driving over the
raised paint. •Committee discussed removing the markings and looking into speed
tables. Mr. Daley stated that these markings are an awareness tool and the noise
issue can't necessarily be fixed if the markings are removed because the road has
been "chewed into". In addition, tables are expensive and have requirements. His
department has already spent a couple of thousand installing the raised paint and
now an additional couple of thousand dollars to remove them. Mr. Daley would
like some research to be done on tables first before a decision is made as the cost
could be $15k-$20k. Committee agreed a plan B needs to be put in place for this
issue.
Mr. Meservey made the motion to remove the raised paint, seconded by Mr. Daley,
all in favor. Chief MacDonald will bring this request to the BOD for removal
approval at his next meeting.
d) Crosswalk Rt#28 /Cove Road
Open—slate has not made improvements or repainted yet.
e) "Complete Streets"Update
Open—Mr. Meservey updated the committee: Still working on the cost and scoring
for the project. Most towns have held off on public input and recommends our
town do the same until we poll/survey the public.
f) Main Street/River Road: Street Sign Request
Open—Funding is an issue right now as all departments had to give back money to
the Town from their budgets due to COVID 19 losses/expenses. tylr. Daley
informed the committee that if he has money left over in his budget in June, he will
try to purchase a flashing speed sign.
VI. New Business
a) Cape Cod Commission Bike Rack Program
Asking for 11 bike racks. Committee identified locations for bike racks. Mr. Meservey
stated he will do a request to the grant program. Locations for the racks are as follows:
the DPW building,front of Town Hall,playground(2), tennis courts (2), community
center, Cove Landing, River Landing, Mill Landing, Tonset Landing, and Crystal and
Pilgrim lakes.
b) Sign Request: "Nauset Beach, East Orleans"
Closed- completed
c) Street Light Request: 174 South Orleans Road
Open—Chief MacDonald to speak with John Kelly on this issue.
d) Sign Request: "Turtle Crossing"Uncle Harvey's Pond
Open—DPW will not install a sign for Turtle Crossing. Chief MacDonald to follow up
with the property owner to see if they would like to install their otiwn sign.
VI. Adjournment
Meeting adjourned at 10:55 a.m.
