CLERK'S ACTION SUMMARY MINUTES
VIRTUAL SUNSHINE MEETING
Tuesday, July 21, 2020
12:00 P.M.
1. WELCOME/OPENING REMARKS:
Commissioner Joseph L. Kelley called the virtual Regular Commission Meeting to order
at 12:00 p.m. on Tuesday, July 21, 2020.
The following members of the City Commission were remotely present: Commissioner
Sherelean Bass, Vice Mayor Chris Davis and Commissioner Joseph L. Kelley.
Commissioner Alvin Burke and Mayor Matthew A. Pigatt were not in attendance. Also in
attendance remotely were: City Clerk Joanna Flores and City Manager John E. Pate.
Pursuant to Executive Order No. 20-69, issued by the office of the Governor Ron DeSantis
on March 20, 2020, municipalities may conduct meetings of their governing boards without
having a quorum of its members present physically or at any specific location, and utilizing
communications media technology such as telephonic or video conferencing, as provided
by Section 120.54(5)(b)2, Florida Statutes.
An opportunity was given to the public to email the City Clerk prior to the Commission
meeting with any questions/comments/concerns on items we will hear on this evening's
Regular Commission Meeting agenda. This meeting is being streamed live at
https://www.youtube.com/user/CityofOpalocka.
Since this is a virtual meeting as authorized by the Governor of the state of Florida, again,
members of the public wishing to address the commission have been offered the
opportunity to do so. Public comments will be included as part of the public record for this
virtual meeting and will be considered by the City commission prior to any action taken.
2. INVOCATION:
The invocation was delivered by Commissioner Joseph L. Kelley.
3. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was recited in unison.

4. PUBLIC COMMENT:
City Clerk Joanna Flores stated the protocols for public comments. There were no public
comments.
5. DISCUSSION ITEM:
a) Upcoming Parks & Recreation Summit
Commissioner Kelley introduced the importance of the Parks Summit for the City.
Vice Mayor Davis voiced support for the efforts and commented on the importance.
City Manager Pate shared the efforts his department has been making to allocate the funds for the
needs of drastic park improvements in the City.
Commissioner Kelley welcomed staff to share their ideas for park improvements. He also asked
Parks & Recreations Director Brown for the status of maintenance.
Mr. Brown summarized the state of the parks and expressed appreciation for the improvements.
Commissioner Kelley asked Director Brown for input in regards to Parks Summit.
Director Brown explained that non -profits and residents should be involved in the Parks Summit
program. He stated that the parks need more funds for maintenance and he understands that they
were cut due to budget constraints. He recommends more staff to handle maintenance needs.
Vice Mayor Davis acknowledged the recommendations and agreed.
Commissioner Kelley voiced his support for the improvement of parks and sees this as an
opportunity to greatly impact Parks and Recreation within the City.
Vice Mayor Davis recommends using the RFQ process to be able to best determine what non-
profits can offer the City as well as establishing a set budget.
Mr. Pate recommended getting people with several backgrounds involved to help develop a plan.

Commissioner Kelley shared his experience creating such a plan and agreed with City Manager
Pate's recommendations. He further explained how the summit should be conducted, separating
each subject into segments and then compiling the results of each segment into a work document.
Vice Mayor Davis agreed with Commissioner Kelley's recommendations.
Commissioner Kelley suggested starting the summit on a Saturday at 9:00 am.
City Manager Pate agreed with the suggested format and stated the documents will be prepared.
Director Austin suggested requesting letters of intent from non-profit or third party organizations
to present that information at the summit.
Commissioner Kelley stated that may push it back too long unless it would meet the criteria of an
urgent item, for which he requested City Attorney Norris -Weeks' input.
City Attorney Norris -Weeks stated she doesn't think it would meet the criteria of an urgent item.
Commissioner Kelley recapped what was discussed and stated that the Park Summit is set to be
held on August 22 from 9 am to 3 pm and broken into different components, such as: maintenance,
social services, non-profit, citizens and listening to information from other agencies or counties to
gain from their experiences and current procedures.
City Manager Pate voiced his agreement and excitement to get the project going.
b) Next Steps
Commissioner Kelley briefly recapped the next steps as previously stated.
6. ADJOURNMENT:
Commissioner Kelley adjourned the meeting at 12:48 p.m.
